HomeMy WebLinkAbout09-19-1972 Council Meeting Minutes 426 Sept. 19, 1972 Canton City Council held a regular meeting on Sept. 19, 1972 in the City Council Chamber. Mayor Jennings called the meeting to order at 6:30 P.M. Present for roll call: Aldermen Rupe, Howard, Farr, Wilcoxen, Hurst, Edwards, Berry, Peak, Cook, Spencer, Yerbic and Kovachevich. Absent: Alderman Sepich. Pledge of Allegiance was followed by invocation by Pastor Snodgrass. Minutes of previous meeting. Motion by Alderman Yerbic that the minutes of the urevious meeting be accepted and placed on file, seconded by.Alderman Cook. Motion carried by voice vote. Resignation of Carl Zaborac, Jr. , Civil Defense Director read. Motion by Alderman Yerbic to accept this resignation, seconded by Alderman Peak and the motion carried by voice vote. Alderman Edwards makes a motion to confirm the appointment of Carl Zaborac, Jr. as Alderman, 7th Ward, seconded by Alderman Hurst. Roll call vote. AYE: Aldermen Kovachevich, _Yerbic, Spencer, Cook, Peak, Berry, Edwards, Hurst, Wilcoxen, Farr, Howard and Rup.. RAY: None. Motion carried. Alderman Zaborac was seated after being sworn in by Deputy City Clerk Esther Fairburn. Petition - Rezoning - Johnny and Kathy Nord. Motion by Alderman Edwards to refer same to the Planning and Zoning Commission, seconded by Alderman Hurst and the motion carried by voice vote. This being Petition #266. Petition for Variance - Clifford & Flossie Crandall presented. This being Petition $267. Petition for removal of obstructions in alley (8th, 9th - Ash to Olive) presented. Discussion. Motion by Alderman Hurst to accept the petition and place it on file, seconded by Alderman Berry. _ Motion carried by voice vote. This being Petition #268. Alderman Rupe reouested a 1Q-minute recess for a meeting of the Water and Sewer Committee, and the Finance Committee. Mayor Jennings declared a 10-minute recess at 6:45 P.M. Following the .recess Mayor Jennings reconvened the Council at 7:02 P.M. Petition for Annexation - Edson C. Van Sickle and Gladys W. Van Sickle presented. Motion by Alderman Yerbic to read the Petition by title only, seconded by Alderman Kovachevich. Discussion. Alderman Kovachevich withdraws his second of motion, Alderman Yerbic withdraws his motion. This being Petition #269. Standing Committee Reports. Alderman Kovachevich reports on a combined meeting of the Street and Alley and Garbage Disposal Committee. Because of the restrictions on burning of leaves, paper, etc.. within the City by the E.P.A. the committees have made the following recommendations. 1. Incidental tree and brush trimmings will be collected if they are properly blmdled. Branches should not be larger than 2 inches in diameter or 3 feet in length. 2. Leaves will also be picked up if placed in plastic bags. The pickup will be made on the same day of regular garbage pickup. 3. The Committee recommended to shut off all dumping at the old City Dump. Large trees have been tart' out here recently and we are Quite sure that the County landfill can handle these trees. No unauthorized personnel will be allowed on this city owned property and violators will be prosecuted. 4. The Committee decided to set up certain areas within the City to pick up Christmas trees. The residents must drive somewhere to purchase their trees and we feel they should not object to depositing them at a central location. 5. The Committees recommended that we advertise- for bids to sell the building at t;.d old city landfill (bids to be presented at City Clerk's office by 5:00 P.M. , October 3, 1972).. We not only reserve the right to accept or reject all bids, but we further stipulate that this building not be moved within the City of Canton. 6. Our Garbage Dept. works on Mondays that are holidays= and therefore the County landfill has. been forced to stay open for the City of Canton only. The Committee recommends that persons who regularly have garbage pickup on Monday should place their garbage on the terrace on Saturdays when Monday is a holiday.. Alderman Farr reports on Police and. Legal meeting held September 16, 1972. Purpose of meeting was to observe and evaluate the MR-7 Moving Radar System which can be operated by one officer on patrol. Demonstration was presented by Chief Elam. It is the committee recommendation that the City purchase (1) unit on the moving radar type system, estimated cost $2,400.00. The Committee recommends thF.t the City.Clerk advertise for bids for (1) unit. Specifications to be obtained from the Chief of Police. Alderman Farr moves that the City Clerk advertise for bids for 1 MR-7 Moving Radar System, seconded by Alderman Wilcoxen. Roll call vote. AYE: Aldermen Rovachevich, Zaborac, Yerbic, Spencer, Cook, Peak, Berry, Edwards, Hurst, Wilcoxen, Farr, Howard and Rupe. NAY: None. Motion carried. Alderman Kovachevich makes a motion that the City Clerk advertise for bids to sell the building at the Old City landfill with the stipulation that this building not be moved within the City of Canton,(bids to be in City Clerk's office by 5:00 P.M., s-� Oct. 3, 1972) seconded by Alderman Peak. Motion carried by voice vote. V V Alderman Hurst called for a meeting of the Lake Development Committee, Wednesday, September 27, 1972 at 6:30 P. M. Alderman Howard inouires what can be done about Contractors messing up the Itreets. Discussion. Referred to the City Attorney. Alderman Farr reports that he has had more complaints about speeding and noise. Alderman Edwards, Chairman of Finance Committee, reports that the City is running 19% short on tax receipts. He recommends that a curb be put on City spending. Mayor Jennings recommends that the Chairman of each Committee inform his department heads there will be no city purchases unless the proper reouisitions are signed by the committee chairmen, Chairman of the Finance Committee and the Mayor. Special Committee Reports. Alderman Edwards had learned about a representative from the Department of Local Government Affairs (abandoned cars, etc.). Alderman Edwards moves that a meeting be set up with this representative, the City Council and the Betterment Commission, seconded by Alderman Farr. Motion carried by voice vote. Communications to Council. Zoning Board of Appeals - approval of Jerry Jarnigan reouest. Thank you note from St. David - water dept. Fulton County Planning Commission - re. appointments. - Chester Prosser and Russell McConkey. Copy of letter from Crawford, Murphy & Tilly to Chas. Sandberg re: Spoon River College Water & Sewer Improvements. Copy of letter from Crawford, Murphy and Tilly to C.I.P.S. Co., Re: Spoon River College Water and Sewer. Copy of letter from Crawford, Murphy and Tilly to TP&W RR - re: Spoon River College Water and Sewer. Dept. of Transportation - approval of MFT funds ($5,000.00) for maintenance (N. 2nd Avenue) , Ill. Commerce Commission - continuance of hearing, Cable TV. I11. Commerce Commission - regulating costs electric & Gas companies. Old Business. City Attorney Malmgren reports on property at 420 S. 3rd Avenue. 42 Sept. 19, 1972 Contid. (3) Alderman Hurst inquires about weeds on Mulberry Place. Chief of Police Elam to sign a complaint. City Attorney Malmgren reports on Stanley Peebles account. New Business. Pastor Snodgrass addressed the City Council, thanking them for their cooperation. Aldeman Edwards reported that it was time to renew the contract for the Xerox Copier 914. Discussion. Alderman Howard moves that the present contract be renewed, seconded by Alderman Terbic. Roll call vote. AYE: Aldermen Rupe, Howard, Farr, Wilcoxen, Hurst, Edwards, Bervy, Peak, Cook, Spencer, Yerbic, Zaborac, and govachevich. BAY: None. Motion carried. Pictures of Lake Canton and Water Treatment Plant shown to the Alderman. Alderman Edwards stated he favors the proposal to establish a recreation area near Banner and feels the Council should become involved. Mayor Jennings appointed Alderman Edwards to seek more information from the Association of Commerce and Industry. Alderman Wilcoxen reported on the County Planning & Zoning meeting Monday night, September 18, 1972. Alderman Edwards moves that the pictures of Lake Canton and the Water Treatment Plant be referred to the Water & Sewer Committee, seconded by Alderman Spencer. Motion carried by Voice vote.
