HomeMy WebLinkAbout08-01-1972 Council Meeting Minutes 414 Aug. 1, 1972 Canton City Council held a regular meeting on Aug. 1, 1972 in the City Council Chamber. Mayor pro tem Edwards called the meeting to order at 6:30 P. M. Present for roll call: Aldermen Rupe, Howard, Farr, Wilcoxen, Hurst, Sepich, Edwards, Peak, Cook, Spencer, Yerbic, Fulton, and Kovachevich. Absent: Alderman Berry. Pledge of Allegiance was followed by Invocation by Alderman Farr. Minutes of previous meeting. Motion by Alderman Yerbic, seconded by Alder- man Peak that the minutes of the previous meeting be accepted and placed on file and voice vote carried. Bills for July. Alderman Yerbic moves, Alderman Kovachevich seconds motion that all bills approved by the Department Heads and the Committees be allowed for payment. Roll call vote. AYE: Aldermen Kovachevich, Fulton, Yerbic, Spencer, Cook, Peak, Edwards, Sepich, Hurst, Wilcoxen, Farr, Howard, and Rupe. NAY: None. Petition for Annexation -- Canton Park District property. Motion by Alder- man Hurst, seconded by Alderman Yerbic to refer this Petition to the City Attorney and Ordinance Committee to draft an Ordinance for Annexation. Robert Ems, Supt. of the Canton Park District explained the maps provided for the Council, and stated he had an Ordinance prepared. Alderman Yerbic withdraws his second of the motion and Alderman Hurst withdraws his motion. Alderman Hurst then moves, Alderman Yerbic seconds motion that the Ordinance be read. Voice vote carried. Ordinance read. Same to lay over. Petition No. 258. Mr. James Elson, Attorney for Eugene Wrestler, stated that the Petition for Annexation of the Wrestler property would be presented at the next Council meeting. Petition - Larry A. Cook for rezoning or use permit. Motion by Alderman Hurst, seconded by Alderman Sepich to refer same to the Planning and Zoning Committee and the motion carried, voice vote. Petition No. 259. Standing Committee reports. Alderman Rupe moves that the Water and Sewer Committee advertise for extension for water services - bids to be received by 5:00 P. M. on Aug. 15, 1972 and opened at the regular Council meeting on that date, Alderman Wilcoxen seconds the motion and voice vote carried. Alderman Rupe, reporting on a letter received July 14, 1972 from Mr. Anderson from Crawford, Murphy & Tilly, regarding Chlorination. Mayor pro tem Edwards stated the subject was listed later on the agenda. Tractor with a mower attachment. Alderman Howard stated the City could purchase a tractor with mower at the Top Dollar Store, an IHC No. 504 with sickle, new, for $2000.00. He moves that the City make this purchase, with the Street and Alley Department to pay " 1,000.00 and the Lake Development Department to pay $1000.00. Alderman Hurst seconds this motion. Roll call vote. AYE: Alder- men Rupe, Howard, Farr, Wilcoxen, Hurst, Edwards, Peak, Cook, Spencer, Yerbic, Fulton, and Kovachevich. NAY: Alderman Sepich. (12 AYES and 1 NAY). Carried. Lake Development meeting to be held Tuesday, Aug. 8, 1972, 6:30 P. M. in the Council Chamber with invitation to all lease lot awmers and people living on the northeast side of the lake for the purpose of discussion of water extension in that area, announced by Alderman Hurst. On July 31, 1972 a man had been em- played to pick up the litter around the lake and after that work is completed, he will start mowing. Police and Legal Committee. Alderman Sepich reported on a meeting of that Com- mittee and stated that a complaint had been received from Sapp's Autobody for not receiving his share of towing service from auto accidents. He was informed that the Police Department keeps a log of accidents and Mr. Sapp has the privilege of inspecting this log at any time. Request that the Auxiliary Police be allowed to carry firearms was not recommended by the committee. Alderman Sepich moves, Alderman Peak seconds motion that the Ordinance Committee, City Attorney and Chief of Police draft an Ordinance showing the purpose and duties of the Auxili- ary Police and the motion carried by voice vote. Traffic Lights. Alderman Farr stated that at a meeting of the Finance Committee, 415 authorization for changing of the traffic lights Aug. 1,Electric`'opt. (2) g� g g given and Homer Electric plans to take care of same. Also the Traffic Committee authorized painting of curbing on East Olive Street and First Avenue. S.Pecial Committee Reports. Communications to the Council. Department of Conservation, Ken Russell, District Fish Biologist, reported on the fish population at Lake Canton and recommended that 1 ,000 eight to ten inch channel catfish be stocked in the lake this year. Illinois Commerce Commission - Toledo, Peoria and Western Railroad Co. - contin- uance of hearing until Aug. 29, 1972. Illinois Commerce Commission - Cable Television hearing continued to Aug. 16, 1972. Illinois Commerce Commission - National Bus Traffic Association (by the Continental Trailways) requesting approval of 10% increase in fares, hearing set for Aug. 31,1972. Ice cream Social - request by the Canton Rebekah Lodge to hold ice cream social Aug. 18, 1972. Motion by Alderman Farr, seconded by Alderman Wilcoxen, to grant permission to the Lodge and the motion carried, voice vote. U Insurance Services Office, letter to Fire Chief Eugene Lawver, commending him for V the work he has been doing. Motion by Alderman Hurst, seconded by Alderman Farr to place this letter on file and the motion carried, voice vote. Environmental Protection Agency - letter from City Attorney Malmgren regarding EPA completion of forms regarding the sewage up-dating project and recommendation that the City Clerk forward the forms on to Crawford, Murphy & Tilly, Consulting Engineers for their service on same. ILZotion by Alderman Rupe, seconded by Alder- man Wilcoxen to place Mr. Malmgren's letter on file and mail the material to Crawford, Murphy & Tilly and voice vote carried. Spoon River Electric Co-Operative - letter commending Police Officers David Gil- pin and Dearl Rose for their alertness in detecting electrical difficult- at the headquarters on July 11, 1972. Motion by Alderman Sepich, seconded by Alderman Peak to file the letter after copies of same have been mailed to the officers and the motion carried. Southwestern Company - Bible Library Publishers - regarding request for a refund of $25.00 license fee paid by one of their representatives, Mr. Richard Lyon. Discussion. Alderman Hurst moves, Alderman Cook seconds motion to deny this re- quest and the motion carried voice vote. Letter to be written to the caVany. Environmental Protection Agency - permit denial (Aug. 1, 1972 Log No. 1280-72) read. Discussion. Motion by Alderman Rupe, seconded by Alderman Fulton that the specialized equipment not be purchased at this time for chlorination facilities. Voice vote carried. Environmental Protection Agency - Water Pollution Control Disinfection Facilities (July 26, 1972 1-278 reply) . Motion by Alderman Rupe that a copy of the letter be sent to Crawford, Murphy & Tilly with a request for comment on same. Alder- man Howard seconds motion and voice vote carried. Zoning Board of Appeals - request of John Rosich for Variance for construction of a carport was granted by the Appeals Board. Alderman Hurst moves that the Appeals Board hold their meetings at 6:30 P. M. for the convenience of those interested in attending same, Alderman Wilcoxen seconds this motion and it carried voice vote. Card of Thanks from Mrs. Dale Peale for flowers received while in the hospital. Old business. Street lights. Alderman Spencer inquired about the street lights south of Bradley Corners. Ordinance - stop signs at the intersection of Avenues F, G. and H with West Walnut Street - second reading. Motion by Alderman Hurst, seconded by Alderman Farr that the Ordinance be placed on its passage. Roll call vote. AYE: Aldermen Kovache- vich, Fulton, Yerbic, Spencer, Cook, Peak, Edwards, Sepich, Hurst, Wilcoxen, Farr, Howard, and Rupe. NAY: None. This being Ordinance No. 383. 1_ r.4 Aug. 1, 1§12, Font. (3) Ordinance - regulating Parking of vehicles on certain portions of W. Walnut St. Motion by Alderman Hurst, seconded by Alderman Wilcoxen that same be read by Title only and voice vote carried. Title read. Motion by Alderman Hurst, seconded by Alderman Sepich to nlace the Ordinance on its passage. Roll call vote. AYE: Alderman R"ej 'bIowardj :- . Ordinance :- Annexation - 'Don Cardosi property read. Alderman Hurst moves, Alderman Peak seconds motion to place same on its passage. Roll call vote. AYE: Aldermen Kovachevich, Fulton, Yerbic, Spencer, Cook, Peak, Edwards, Sepich, Hurst, Wilcoxen, Farr, Howard, and Rupe. NAY: None. This being � Ordinance No. 385. Estel L. Kern property, 420 bouth Third Avenue - in need of cleaning up around the premises. City Attorney Malmgren reported that States Attorney, Robert Downs, would make an effort to contact this owner for an answer. Mo- tion by Alderman Peak, seconded by Alderman Farr that this matter be placed on the agenda each meeting until cleared. Motion carried by voice vote. Motion by Alderman Sepich, seconded by Alderman Hurst that the Chief of Police see that the property at 609 W. Walnut St. is cleaned and motion carried, voice vote. Old Kroger lot. Alderman Farr inquired from the Chief of Police if this clean-up work had been completed. Dead tree in yard at northwest corner of Locust St. and Third Ave. Chief of Police to contact owner to have same removed. New business. First Estimate, Livio Poggioli for water extension on East Ash St.,$11,206.25. Motion by Alderman Hurst, seconded by Alderman Sepich to allow payment on this estimate. Roll call vote. AYE: Aldermen hope, Howard, Farr, Wilcoxen, Hurst, Sepich, Edwards, Peak, Cook, Spencer, Yerbic, Fulton, and Kovachevich. NAY:No e. Final Estimate for 81' sanitary sewer on eve. a from Beech to near Cedar St., $4,450.00 for Livio Poggioli. Motion by Alderman Sepich, seconded by Alderman Kovachevich to allow this payment. Roll call vote. AYE: Aldermen Rupe, Howard, Farr, Wilcoxen, Hurst, Sepich, Edwards, Peak, Cook, Spencer, Yerbic, and Kovachevich. NAY: None. Motor Fuel Tax Audit for 1971 presented. Motion by Alderman Sepich, seconded by Alderman Hurst that copies of this audit be prepared for the Aldermen and voice vote carried. Bids - Hauling Lime. Motion by Alderman Sepich, seconded by Alderman Peak that the City Clerk be direcred to open the bids and motion carried voice vote. Bids opened: Ray Beckelhymer; Busby & Sons; C.H.Poke Kinsel; Ted F. Stufflebeam; Jack Russell. Motion by Alderman Howard, seconded by Alderman Wilcoxen to re- fer the bids to the Water and Sewer Committee and voice vote carried. Monicals Parking Lot. Chief of Police, James Elam, stated that the problem is being corrected. Mayor pro tem Edwards recommends a recess of the Council to hold a Policy meet- ing. Motion by Alderman Rupe, seconded by Alderman Wilcoxen to recess for a few minutes and the motion carried, voice vote. Canton City Council recesses,PA . Council reconvened at 8:40 P.M. Alderman Hurst moves that the Council engage Anderson & Associates to assist City Engineer Howard Gibbons in preparing plans for extension of water mains up Fourth Ave. and to Rt. 78 and work with the engineer on Sanitary Sewer pro- jects. Alderman Rune seconds this motion. Roll call vote. AYE: Aldermen Rupe, Howard, Farr, Wilcoxen, Hurst, S pith, Edwards, Peak, Cook, Spencer, Yerbic, Fulton, and 7 ovachevich. NAY: Rone. Mr. Jerry Luper, Water Plant Operator was introduced and commended for the fine work he has been doing. Motion by Alderman Kovachevich, seconded by Alderman Fulton to adjourn. Voice vote carried.
