Mayor Jeanirge c=alled the meeting to order at 6:32 P.M. Present for roll call: Aldermen Rupe, Howard, Farr, Wilcoxen, Hurst, Sepich, Ed arks, Berry, Peak, Cook, Spencer, Yerbic, Fulton and Kovachevich. Absent: none. Pledge of Allegiance was fo?_'_--,Pd by Prayer by Reverend Norman Chandler, Church of the Nazarene. Alderman Yerbic moves, seconded by Alderman Spencer to accept the minutes of the previous meeting, as presented, and place on file. Voice vote, Carried. Mayor Jenningc requested that the awards for the Civil Defense be moved up on the agenda. Mayor Jennings read certificates of appreciation for Barton Matthew!, L John Ronketto (accepted by Bill Taylor) , Naoma Taylor, Don Williams;and Ed and Daisy Powell.received a plaque. Carl Zaborac, Jr. presented the awards. Alderman Howard requested a standing ovation for theve honorees. Mayor Jennings asked Alderman Rupe to fill the Mayor's chair while the Canton Daily Ledger reporter took a photograph of this group. Reports of Standing Committees. U r.,) Alderman Farr reported on a meeting of the Traffic Committee on May 8, 1972: He reported that authority had been granted for the use of the souare for Promotion Week, May 20, 1972• Alderman Berry reported on 4. meeting of the Light Committee and stated that the light at the White Court Parkimp Lot will be moved. By recommendation of the Garbage Committee, Alderman Kovachevich moves that the refuse body be purchased from Truck Equipment Company and the cab and chassis be pur^baeer? :rcW miller's, seconder; by Alderman Cook. Roll call vote. AYE: Aldermen Kovachevich, Fulton, Yerbic, Spencer, Cook, Peak, Berry, Edwards, Sepich, Hurst, Wilcoxen, Farr, Howard and Rips. STAY: Pone. Motion carried. Alderman Edwards reported on a. meeting of the Finance Committee and stated that the Appropriation Ordinance would be ready to be read at the next Council meeting. Alderman Edwards moves that a new Ordinance be drawn up concerning vacation pay, seconded by Alderman Sepich and the motion carried by voice vote. Alderman Edwards makes a motion that ^r. Crains:n_le be drawn concerning the Maintenance Supervisor, seconded by Alderman Cook and the motion carried by voice vote. Alderman Edwards had alreadir personally thanked the following workers who worked on the city wide cleanup drive: John Gibbs, Dennis Chenoweth, Jeff Chianakas, Gary Chianakas, Barney Raduhzel; Derek Smith, Chris Etcheson, Clark Zedric, Mike Montgomery, Jamie Krock, Karl DeGroff, Jaa^+ �ciccbi, Mary Solecki, Carol Solec2i, Elise Carper, Tracie Sapp, Barb Buckley, Mary Lucas, Glenna Tuttle, Salie Bowton, Tcreza DeLemos and Larry Fra,ikes, cub Senut Pack 76. Alderman Edwards makes a motion that the City Attorney be instructed to notify the Railroad nn business along the railroad tracks in the City of Canton , secon4ect bar Alderman Berry. Motion carried by voice vote. Alderman Edwards makes a motion that we advertise for bids fnr 412 feet of sanitary sewer on South Avenue A, specifications in City. Engineer's office, bids to be opened June 6, 1972, seconded by Aldernnr Wilcoxen. Discussion. Letter from Congrp�nmAn Railsback regarding Federal Grant in the amount of $355,000 read. Roll call vote. AYE: Aldermen Rupe, Howard, Farr, 1111coxen, Hurst, Sepich, Edwards, Berry, Peak, Cook, Spencer, Yerbic, Fulton and Kovachevich. NAY: Slone. Motion carried. Alderman Hurst called a meeting of the Lake Development Committee for May 1?, 1972 at 6:30 P. M. Alderman Spencer congratulAted tho Maintenance Supervisor on a very good job done on the Police Station and the Comfort Station. Alderman Kovachevich reported that the County Landfill is to be open May 24, 1972• Communications to Council. Pollution Control Board - Extension of time - Sewer treatment plant read. Copy of letter to Attorney Malmgren from Dr. Clifford C. Loomer - re. R. Graves lot at Lake Canton. Alderman Hurst recommends that this matter be referred to the Zoning Officer and the City Attorney. Discussion. Alderman Farr moves that the City Council should support the Lake Develorment Committee on any definite decisions on any lease lot in the Canton Lake area, seconded by Alderman Edwards, Motion carried by voice vote. Canton Special Police - request for Tag Day. Alderman Sepich moves that the request by the Canton Special Police for a Tag Day June 8, 9, and 10th, be granted, seconded by Alderman Yerbic and the motion carried by voice vote. Illinois Commerce Commission - Illinois Bell TPlephone- Co. Hearing. Illinois Commerce Commission - Cable T V Aeari:.:g. Alderman Howard makes a motion that the City Attorney take any action he deems necessary in regards to the Illinois Bell Telephone Co. Hearing, seconded by Alderman Spencer. Motion carried by voice vote. President's Jobs for Veterans Programs. United Nations Day - Re. Proclamation, etc. Alderman Howard. moves that permission be granted to the Mayor to appoint a Chairman and send the card in, seconded by Alderman Rupe and the motion carried by voice vote. Thank you note from Alderman Howard for flowers sent while he was a patient in the hospital. Old business. Mayor Jennings appointed Alderman Wilcoxen to the County Planning & Zoning Commission. Alderman Edwards makes a motion to accept this appointment; seconded by Alderman Peak and the motion carried by voice vote. Second reading, Ordinance - Monge property. Alderman Howard moves that the Ordinance - be read by Title only, seconded by Alderman Peak and the motion carried by voice vote. Ordinance read by Title only. Alderman Edwards moves to place the Ordinance on its passage, seconded by Alderman Spencer. Alderman Kovachevich stated th.­�t as a spokesman for the 7th Ward, he objected to this housing and would vote no on the Ordinance.- Roll call vote. AYE: Aldermen Fulton, Yerbic, Spencer, Peak, yawwrds, Scpich, Hurst, Wilcoxen, Farr, Howard and Rupe. NAY: Aldermen Kovachevich, Cook and Berry. (11 AYES and 3 NAYS). Motion carried. This being Ordinance #378. Second reading, Ordinance - Spoon RirAr Electric Franchise. Discussion about amend- ments to be made to Ordinance. Alderman Fulton moves that the Ordinance be read by Title only, seconde3 1+7 Alderman Yerbic _ma the motion carried by voice vote. Ordinance read by Title only. Alderman Hurst moves to amend the Ordinance (Page 2, Section 1 after grantee - for a period not to exceed 50 years from the date hereof,; Page 4, Section 5 after extended - but in no event to exceed 50 years from date of the passage of ±his Ordinance) seconded by Alderman Sepich. Roll call vote. AYE: Aldermen Rupe, Howard, Farr, Wilcoxen, Hurst, Sepich, Edwards, Berry, Peak, Cook, Spencer, Yerbic, Fulton and Kovachevich. NAY: None. Motion carried. Motion by Alderman Hurst, seconded by Alderman Yerbic to place the Ordinance, as amended, on Iti, passage. Roll call vote. AYE: Aldermen Kovachevich, Fulton, Yerbic, Spencer, Cook., Peak, Berry, Edwards, Sepicr, Furst , Wilcoxen, Farr, Howard and Rupe. NAY: Bone. This being Ordinance #379• Second reading, Ordinance - Jinee - Abel. Motion by Alderman Idwards, seconded by Alderman Wilcoxen to read the Ordinance by Title only and the motion carried by voice vote. Ordinance read by Titln only. Motion by Alderman Edwards, seconded by Alderman Sepich to place the Ordinance on its passage. Roll call vat-A. May 16, 1972 Cont'd. (3) Water Main Extension - E. Ash Street. Alderman Sepich makes a motion to advertise for bids for water main extension - E. Ash Street, seconded by Alderman Rupe and the motion carried by voice vote. Zoning Decision. - City Attorney Malmgren reported that tha Circuit Court has n„:ew t?,at the County has Jurisdiction for 1i miles from the corporate limits. He stated than an appeal would be made. Acceptance of Proposal to Furnish Material - Pschirrer Coal Co. - Resealing streets. Alderman Sepich makes a motion to accept the Pschirrer Coal Co. bid, seconded by Alderman Kovachevich. Roll call vote. AYE; Aldermen Kovachevich, Fulton, Yerbic, Spencer, Cook, Peak, Berry, Edwards, Sepich, Hurst, Wilcoxen, Farr, Howard and Rupe. RAY: None. Motion carried. Alderman Howard makes a motion to authorize the Mayor to sign the agreement on the leaso case for the Police Department , seconded by Alderman Farr. Roll call vote. AYE: Aldermen Rupe, Howard, Farr, Wilcoxen, Hurst, Sepich, Edwards, Berry, Peak, Cook, Spencer, Yerbic, Fulton and Kovachevich. NAY: None. Agreement $ 208 Alderman Edwards requested that Mayor Jennings introduce Reverend Norman Chandler.
