HomeMy WebLinkAbout02-15-1972 Council Meeting Minutes 374 Feb. 15, 1972 Canton City Council held a regular meeting on Feb. 15, 1972 in the City Council Chamber. Mayor Jennings called the meeting to order at 6:30 P.M. Present for roll call: Aldermen Rupe, }toward, Farr, Wilcoxen, Hurst, Sepich, Edwards, Berry, Peak, Cook, Spencer, Yerbic, Fulton, and Kovachevich. Ab- sent: None. Pledge of Allegiance was followed by Invocation by Alderman Howard. Minutes of previous meeting. Motion by Alderman Yerbic, seconded by Alder- man Peak that the minutes be accepted as presented and placed on file and motion carried b;T voice vote. Standing Committee reports. Alderman Edwards announced a meeting of the Finance Committee for Tuesday, February 22, 19725 6:30 P. M. The City Treasurer to be present. Mayor Jennings announced that the Youth Commission had requested an informal meet- ing with the Council for Tuesday, Feb. 22, 1972, 6:30 P. M. Alderman Edwards stated that the Finance Committee meeting would be following the Youth Com- mission meeting. Alderman Hurst requested a meeting of the Police and Legal Committee following the Finance Committee meeting. Alderman Farr reported on the Negotiating Committee. Special Committee reports. Alderman Spencer announced a meeting of the Dog Committee, 'r�ednesday, Feb. 18, 7:00 P. M. He requested that the City Attorney, Police Chief and anyone else interested attend. Renort of HUD Conference at'-ended by Alderman Hurst in Chicago Feb. 10, 1972. Landfill. Alderman Kovachevich reported on a meeting held in Lewistown, and stated that the City would participate in the landfill operation for one year same to begin about April 1, 1972. Museum Committee, Alderman Farr gave a7enort on same. C orriuni cations to Council. Letter from Planning and coning Commission recommending that the City grant a Special Use Permit to Fred and Verla Ott. Alderman Hurst moves, seconded by Alderman awards that the City nttorney be directed to do whatever is necessary to authorize this Special Use Permit. Motion carried by voice vote. Alderman Howard asked City Attorney P-lalmgren if the Ordinance could be amended to empower the Planningr and Zoning: Commission to : rant this type of variance. City Attorney Ma1mtren to report at a later date. Fire and Police Commissioners Report - Sherwin Gilpin. Alderman Edwards makes a motion, seconded by Alderman Yerbic to place this report on file and motion carried, voice vote. Mayor Jennings reported that some of the Aldermen do not have a representa- tive on the Betterment Commission., and requested that a name be presented at the next Council meeting. Department of Transportation - re. final inspection 59CS (Sycamore, 8th, etc.) Alderman Fulton moves to make this payment upon the approval of the two Alder- men in that ward. Discussion. Alderman Fulton withdrew his motion. EPA - approval of plans and specifications - waterworks improvements. Alder- man Rune thanks Dan Holman for his article in the Canton Daily Ledger on Feb. 12, 1972 regarding the problems being encountered with the EPA. Scruggs & Hammond - re. Lakedrive Shopping Center. Alderman Hurst recommended making an amendment to the Subdivision Ordinance. Alderman Howard requested a copy of Scruggs and Tammond letter be sent to the Aldermen' City attorney. Alderman Sepich moves that Mr. Juebbe be contacted as to what his fee would be as an advisor to the Planning and Zoning Commission, seconded by Alderman ',:ilcoxen. Motion carried by voice vote. Mayor Jennin appointed Alderman Hurst to investigate the fee. Alderman Hurst recommends that the Mayor, Street and Alley Committee and three Council members on the Planning and Zon- ing Commission meet with the developers regarding easements for Sewer and Water. 3 7 e Feb. 15, 1972 Town and Country Insurance - re. power of attorney for their representative, ilr. Robert "'outs. Request to hold Easter Sunrise services in Jones Park (Chr'-stian and Baptist Churches). Alderman Farr moves that this request be granted, seconded by Alderman Rupe. Motion carried by voice vote. Mayor Jennings requested that Walter Eugene Jenkins, 404 Corporation St. be notified that this request was granted. Illinois Commerce Commission - re. Western Union Telegraph Co. Alderman Yer- bic makes a motion, seconded by Alderman Farr to place communications on file. Motion carried by voice vote. Tilinois Commerce Commission - re. Cable TV. Alderman Peak moves, Alderman Fulton seconds motion to nut this communication on file and the motion carried by voice vote. 0ld business. Rezoning Ordinance - Big Creek hterprises. Alderman durst moves that the City Council not act on the Zoning Ordinance until an Agreement is reached, seconded b7;- Alderman Kovachevich. Discussion. Roll call vote. AYE: Alder- men Kovachevich, Spencer, Peak, 3err;;-, Hurst, ilcoxen, i�arr and Rupe. NAY: Aldermen Fulton, Yerbic, Cook, '.?,dwards, Senicil, and Howard. YE (� A��.l and 6 U NAYS) . Motion carried. Alderman Rupe moves to allow final payment when Orval Kuhn, 1,4ater Plant -uperintendent, informs the City Treasurer by letter that inspection has been made, seconded by Alderman Farr. Roll call vote. AYE: Aldermen TuDe, Howard, Farr, Wil- coxen, Hurst, Sepich., .�'dwards, 3err, Pea -,, Cook, Spencer, Yerbic, Fulton, and Kovachevich. NAY: :lone. Motion carried. Alderman Fulton inquired about a j-LuZk car on the Ted Bull property on Myrtle Street. ?esolution - Street _Lights. Alderman Berry makes a motion to adopt a Reso- lution for street lights at Fourth anC Liberty and �tonegate Drive, seconded by Alderman ?ulton. Roll call vote.
