M. Present for roll call: Aldermen Howard, Farr, Wilcox_en, Hurst, Sepich, Ed- wards, :ferry, Peak, Cook, Spencer, Fulton and Kovachevich. Absent: Alder- man Rune and Yerbic. Pledge of Allegiance was followed by Invocation by Alderman Howard. Minutes of previous meeting. Motion by Alderman Edwards, seconded by Alder- man Peak to accent minutes as presented and place on file. Voice vote carried. Reports of Standing Committees. Alderman Sepich called for a meeting of the Traffic Committee Oct. 25, 6:30P.M. Reports of Special Committees. Communications to Council. Petition with 19 signatures requesting the two blocks on Quality Hill, known ., as Maple St., be changed to Van tit nkle Drive. :Discussion. Alderman Sepich recommends that this request be referred to the Traffic Committee and the City Attorney. This being Petition No. 22).x. Letter from U. S. Dept. of Agriculture thanking Lester Pollitt for his cooper- ation. Thank you note from the Charles Adams family. Alderman Berry moves, seconded by Alderman 'JUilcoxen to place the above two letters on file. Carried by voice vote. Illinois Commerce Commission - Proposed general increase in telephone rates applicable to all exchanges of the Illinois Bell Telephone Company. Discussion. Alderman Hurst moves, seconded by Alderman Wilcoxen to instruct the City Clerk to acknowledge receipt of this letter and motion carried by voice vote. Division of Highways - Re. final inspection of 61 CS, W. Walnut Street. Discussion. Final payment to be withheld until Board of Local Improvements, advised by the City Council that work is satisfactoryy and authorizes payment. A.C.I. - Resignation - E. Stanley Klyber. Alderman Edwards makes a motion that the resignation be accepted, seconded by Alderman Peak and the motion carried by voice vote. (Resignation from the Canton Youth Commission). Representative Wilbur Lauterbach - "fie. port authority, Illinois River. Mayor Jennings authorized Alderman Edwards to take the Illayor's seat at 6:50 P. M. so he could get a letter from his office, the answer to above letter. Mayor pro tem called for Old business. Alderman Edwards reported on a junking business being carried on at 529 South Avenue Bj He recommended that the Chief of Police look into this matter. Second reading of Traffic Ordinance. Alderman Howard moves that the Ordinance be read by Title only, seconded by Alderman Senich and the motion carried by voice vote. Ordinance read by Title only. Alderman Senich moves, seconded by Alderman Spencer that the Ordinance be -placed on its pas.-age. Roll call vote: Aldermen Kovachevich, Fulton, Spencer, Cook, Peak, 5erry, Edwards, Sepich, Hurst, Wilcoxen, Farr, and Howard. NAY: 'done. This being Ordinance No. 358. Mayor Jennings returned to the Council Chamber at 6:55 P. I.1. Mayor Jennings reply to Rep. Wilbur Lauterbach letter read. Discussion. Al- derman Wilcoxen moves that a postscript be added to the Mayor's letter con- firming the Council 's approval, seconded by Alderman Farr. Roll call vote. AYE: Aldermen Howard, Farr, Wilcoxen, Hurst, Senich, Edwards, ferry, Peak, Cook, Spencer, Fulton, and Kovachevich. `1AY: None. Motion carried. 34 Oct. 19, 1971, Cont. (2) New Business. Bond with the Travelers Insurance Company in the amount of $2,000.00 for Elaine Scott with the approval of the Finance Committee presented. Alder- man Edwards makes a motion to accept this bond; seconded by Alderman Hurst and the motion carried by voice vote. Resignation - John Davison from the Youth Commission. Alderman Edwards makes a motion that this resignation be accepted, seconded by Alderman Wilcoxen and the motion carried by voice vote. Appointment - Victor Kovachevich to the Fulton County Planning and Zoning Commission. Motion by Alderman Farr that the appointment be accepted, seconded by Alderman Fulton. Motion carried by voice vote. Appointment - Rev. Robert B. Meyer - to the Canton Youth Commission. Alderman Edwards makes a motion to accept this appointment, seconded by Alderman Peak. Motion carried by voice vote. Ordinance - Rezoning. First reading of Rezoning Ordinance. Discussion. Al- derman Howard moves to suspend the rules, seconded by Alderman Hurst. Roll call vote. AYE: Aldermen Spencer, Edwards, Hurst, and Howard. NAY: Alder- men Kovachevich, Fulton, Cook, Peak, Berry, Sepich, Wilcoxen, and Farr. (4 AYES and 8 NAYS) . Motion lost. Mayor Jennings reports on the condition of the Hough Endloader. Discussion. Alderman Howard moves that the City Engineer and Street Superintendent be in- structed to draw up specifications for an endloader with the approval of the Street and Alley Committee and the specifications be presented to the next Council meeting, seconded by Alderman Kovachevich. Discussion. Alderman Ko- vachevich withdrew his second of motion, Alderman Howard withdrew his motion. Alderman Howard makes a motion that the Street and Alley Committee be in- structed to write specifications for an endloader to be purchased by the City of Canton and that the Street and Alley Committee be authorized to advertise for bids, seconded by Alderman Tarr. Roll call vote. LYE: Alderman Howard, Wilcoxen, Hurst, Senich, Edwards, Berry, Peak, Cook, Spencer, Fulton, an ; Kovachevich. NAY: None. Motion carried. Mayor Jennings recognized a group of young people in the Council Chambers. A spokesman stated that they understood the Teen Center was to be discussed. Alderman Fulton makes a motion that if anything about the Teen Center is to be on the agenda, the Teen Center is to be notified, seconded by Alderman 1,,,dilcoxen. Potion carried by voice vote. Alderman Hurst recommends that the City Clerk make 2 or 3 extra copies of the agenda to be posted in the back of the Council room. Mayor Jennings recognized Mr. Monge from the Iionge Real Estate, Inc.). Discussion. Motion by Alderman Howard, seconded by Alderman Berry to adjourn. Motion carried by voice vote.
