Sept. 21, 1971
Canton City Council held a regular meeting on Sept. 21, 1971 in the City Council
Chamber. Mayor Jennings called the meeting to order at 6:33 P. M. Present for
roll call: Aldermen Rape, Howard, Farr, Wilcoxen, Hurst., Sepich, Edwards, Berry,
Peak, Cook, Spencer, Yerbic, Fulton and Eovachsvich. Absent: None.
Pledge of Allegiance was followed by Invocation by Alderman Howard.
Minutes of previous meeting: Motion by Alderman Yerbic,. seconded by Alderman Cook
that the minutes be accepted as presented and placed on file and the motion carried
by voice vote.
Police Chief Elam introduced Patrolman Terry Cromer to Council..
Petition - James Michael ]Clam reouesting the remission of all penalties, interest and
costs on street assessment on property on West Elm Street. Discussion. Alderman.
Howard moves that this Petition be granted; seconded by Alderman Edwards.. Roll call
vote. AYE: Aldermen 8ovaehevich, Fulton, Yerbic, Spencer, Cook, Peak, Berry,
Edwards, Sepich, Hurst, Wilcoxen, Farr, Howard and Rupe.. NAY: Hone. Motion
carried. Petition No. 220.•
Petition —Speed zones on N-. Main Street. Letter from City Attorney Malmgren to
Department of Public Works and Buildings in regards to Rte. 78. read. Reply from
Department of Public Works and Buildings to City Attorney Malmgren read. Discussion.
Alderman Louis Sepich recommends that copies of these letters be sent to Mr. Chester
Claudon and Mrs. Robert DeGraff. Petition No. 221.
Petition -.Rezoning - Monge- Real Estate (Pan Winkle Lake- area), Discussion. Alderman
Sepich moves that the Petit-ion be referred to the Planning & Zoning Commission;
seconded by Alderman Hurst and the voice vote carried. Petition No. 222..
Communications to Council.
Letter of complaint from Harry Hyatt regarding a complaint about a dog owned by
Ted Strode. Discussion.
Recuest from the Knights of- Columbus for permission for a fund raising drive for
Mentally Retarded Children in the downtown area on Friday and Saturday, November 12
and 13, 1971. Alderman Farr mates a motion that permission be granted, seconded
by Alderman Rovachevich and- the motion carried by voice vote.
In recognition of National Square Dance Week, Alderman Howard introduced the group
of Square Dancers including- the President of the Skirt &, Shirt Club and the
President of the Saturday Night Square Dance Club. Standing Oration.

Recuest from Camp Fire Girls to hold a bake sale, Saturday, September 25, 1971 in
Jones Park. Alderman Hurst moves that permission be granted; seconded by Alderman
Yerbic and the motion carried by voice. vote.
Letter from the Illinois Commerce Commission concerning repairs of the crossing
at Fifth Avenue And Main Street. Discussion.
Environmental Protection Agency letter of approval of proposed waterworks. Alderman
Edwards moves that this matter be. referred to the Water and Sewer Committee;. seconded
by Alderman Peak and the motion carried by voice vote.
]hvironmental Protection Agency letter regarding inspection of the land fill.
Discussion. Alderman Hurst moves that copies of the letter be presented to the
Chairman of the Garbage Committee and to International Harvester Company and that
the books accompanying the -letter be presented to the Garbage Committee; .seconded
by Alderman Peak and the motion carried by voice vote.
Illinois Commerce Commission - copy of order entered into by the Cable Television.
Alderman Yerbic makes a motion to place this on file; seconded by Alderman Farr and
the motion carried by voice vote.
Division of Highways - 4th -Highway -Safet Allocation in the amount of $5,4000.00.
Alderman Berry makes a motion to r6fea: is to the Traffic Committee; seconded
by Alderman Wilcoxen and the motion carried by voice vote.
Division of Highways letter in regards to traffic at Linn and Fifth Streets.

•Clyde and Helen Barker letter. Alderman Hurst makes a motion to refer this to
. the City Attorney; seconded by Alderman Howard. Roll call vote. AYE: Albrmen `
Rups, Howard, Parr, Wilcoxen, Hurst, Sepich, Edwards, Berry, Peak, Cook, Spencer,
Yerbic, Fulton and Kovachevich. NAY: None. Motion carried.
»Foundation for Freedom & Democracy in Community Life" request read. Alderman Hurst
moves to place letter on file; seconded by Alderman Yerbic and the motion carried
by voice vote.
Environmental Protection Agency granting permission to Richard Miller to install
sanitary sewer.
Crawford, Murphy and Tilly, Inc. letter on final inspection of work done by
Normoyle & Berg .Associates. Discussion. Alderman Sepich makes a motion that all
monies be released if and when all claims are taken care of; seconded by Alderman
Hurst. Roll call vote. AYE: Aldermen Kovachevich, Fulton, Yerbic, Spencer, Cook,
Peak, Berry, Edwards, Sepich, Hurst, Wilcoxen, Farr, Howard and Rape. NAYt None.
Motion carried.
Letter from City Attorney Malmgren to Stanley Peebles in regards to damage to Main
& Ash Signal light. Alderman Yerbic moves that the City Attorney and Chief of
� + Police follow up this letter; seconded by Alderman Kovachevich and the motion
carried by voice vote.
r Copy of Agreement between Bernard Slack and the petitioners south of Bradley Corners.
Alderman Sepich makes a motion to place this agreement on file; seconded by Alderman
Wileoxen and the motion carries by voice vote. Agreement No. 199.
Old Business,
Alderman Sepich reported on Traffic Committee meeting held September 14, 1971. Track
route through city; load limits on streets; bushes as Walling Court and Fulton Place;
ACI reauseted that tokens be made available for use at the Main St. parking lot;
White Court parking lot - three-hour meters to be considered; parking regulation on
Main St. from Cherry St. to Tamarack St.; truck traffic on E. Walnut from 5th Ave.
east; Walnut St. and S. Ave. D, making a four-way stop, north side of Walnut St.
from S. Ave. D to the new Big Creek bridge,that no parking, no standing or stopping
be allowed, 30 mile an hour speed signs be posted along Walnut St. west from S. Ave.
D; considered removal of stop signs on Ash St. at Third Ave.; considered repuest
for stop signs on First Ave. at Ash St.; immediate implementing Ordinance #297 which
provides for parallel parking on west side of Main Street from Locust to Chestnut
St.; Postal service complaint concerning parking of care on ease side Lawrence Ave. -
High school student care are being parked along this street; Petition from Residents
living in vicinity of North Main St. and Lincoln School requesting the speed limit
be reduced - Committee recommends that the City Attorney send a letter of transmittal
with this petition to State Highway Dept. , Peoria, Ill.; School buses parked on
Fulton Place referred to Chief of Police; Chief of Police reported that the ordinance
on trucks parking on residential streets is being enforced. Alderman Sepich makes
• motion that the Ordinance Committee and City Attorney draw up an Ordinance placing
• stop sign at Walnut Street and Avenue D; no parking on north side of Walnut Street
from Avenue D to new bridge; creating a load limit of 8000 lbs. on 17th Avenue from
Walnut Street to Chestnut Street; seconded by Alderman Peak and the motion carried
by voice vote.
Alderman Spencer recommends that the Traffic Committee look into proper drainage
at the Risser building on Main Street.
Alderman Kovachevich reports on complaints about the alley between 8th and 9th Avenue
on Ash Street. Aldermen Kovachevich makes a motion that the City Engineer survey
and set stakes at both ends of alley; seconded by Alderman Fulton. Discussion.
Mayor Jennings recommends th4t Alderman Kovachevich contact Robert Anderson as to
what his survey showed; inform City Engineer the exact location of these stakes from
his survey and that the City Engineer go out and drive these stakes back in.
Alderman Fulton withdrew his second of motion; Alderman Kovachevich withdrew his
motion. Alderman Kovaehevich moves that Robert Anderson be contacted as to what
his survey showed; the City Engineer be informed of the exact location of these
stakes and go out and drive stakes back in; seconded by Alderman Fulton. Motion
carried by voice vote.
Alderman Hurst asks City Attorney Malmgren if it was legal for the Appeals Board to
retire in private to make decisions. Discussion. Alderman Hurst recommends that
the Appeals Board be notified not to retire in private on decisions.

Now Business.
Alderman Cook reported on complaints on South Fourth Avenue - around the Sutton
and Moore pallet factory - chuck holes on 4th Avenue; -parking on Liberty Place
behind Murphy's. Alderman Cook makes a motion to recommend to the Traffic
Committee that there be one way parking on Liberty Place between 2nd and 4th Avenue;
seconded by Alderman Peak and motion carried by voice vote.
Alderman Howard called a meeting of the Street and Alley Committee Tuesday night
if possible.
Bids - Reshingling garage roof. Alderman Spencer makes a motion that the Deputy
City Clerk open bids; seconded by Alderman Yerbie and the motion carried by voice
vote. Bids opened - McCoy & Son Roofing in the amount of•$575.00; E. R. Day Roofing
Co. in the mount of $650.00 (alternate bid - $625.00). Alderman Sepich moves
to refer the bids to the Building and Grounds Committee -with the instruction to
proceed; seconded by Alderman Edwards. Motion carried by voice vote.
Alderman Spencer announced a short meeting after Council adjourns to proceed on low
bid for reshingling garage roof.
Alderman Hurst moves that the Board of Local Improvements be authorized 'to advertise
for bids for fill sand and blacktop of the white Court Parking Lot; seconded by
Alderman Spencer. Roll call vote. AYE: Aldermen Rupe, Howard, Farr, wilcoxen,
Hurst, Sepich, Edwards, Berry, Peak, Cook, Spencer, Yerbie, Fulton and 8ovachevich.
NAY: None. Motion carried.
Alderman Hurst asks City Attorney Malmgren when the Zoning Ordinance in regards to
building permits is changed, is a public hearing necessary.
Motion -by Alderman Sovachevich; seconded by Alderman Peak to adjourn. Canton City
Council adjourns at 8:12 P. M.
