Mayor Jennings called the meetinc to order at 6:30 P.M. Present for Roll Call: Aldermen Howard, Rupe, Svob, Farr, Sepich, Hurst, Long, Edwards, Kroell, Cook, Yerbic, Spencer, George, and Kovachevich. Ab- sent: None. Pledge of Allegiance was followed by Invocation by Alderman Long. Minutes of previous meeting. Alderman Kroell moves, Alderman Yerbic seconds motion to dispense with reading of minutes, accept same and place on file and the motion carried by voice vote. Bills for April. Motion by Alderman Long, seconded by Alderman Edwards that all bills properly approved be allowed for payment. Roll call vote. AY-,: Aldermen Kovachevich, George, Spencer, Yerbic, Cook, Kroell, Edwards, Long, Hurst, Sepich, Farr, Svob, Rupe, and Howard. HAY: None. Reports of all officers: Alderman Long moves, Alderman Farr seconds motion to accept same and place on file and the motion carried, voice vote. Standing Committee Reports. Street and Alley. Alderman Howard stated that the discussion of oiling and d, Chipping should be held over for the new Council. Lake Development. Alderman Edwards stated that the National Guard had helped to clean up an area around Lake Canton and wished to bivouac in the area of the property to be used for recreational purposes for the City employees this bivouac to be held May 8 and 9, 1971. Special Committee Reports. Christmas Lighting for the City. Alderman Howard announced a meeting of that committee for Thursday, May 6, ei:30 r. M. Communications to Council. Cerebral Palsy - request for annual_ door to door march June 4-7, 1971. Motion by Alderman Sepich, seconded by Alderman Farr to grant this request and the motion carried by voice vote. Church of the -Nazarene - request to use Jones Park May 8 for a gospel song group - about 22 people. Motion by Alderman Sepich, seconded by Alderman Long to grant this request and the motion carried by voice vote. American Legion Auxiliary - requ_}st to hold Poppy Day, May 21 and 22. Motion by Alderman Yerbic, seconded by Alderman George to grant this request and the motion carried by voice vote. Airport. Copy of letter from City Attorney William -Zalmgren to Mr. Valjean Smith, Hearing Officer for the Dept. of Aeronautics, State of Illinois - regard- ing the east-west runway at the Ingersoll Airport. Illinois Commerce Commission - Illinois 3ell Telephone Co., hearing regarding change in rates applicable to Community Service applying to all exchanges, to be held May 7, 1971_1 10:30 A. M., Springfield. Fulton County Safety Council. Letter from 'Mr. H. M. Leinbaugh, Secretary, to City Attorney William Malmgren recommendin , signal lights at railroad crossings -- 1,1yrtle and CB&Q, Oak St. and CTA, and First Ave. and TP&W and s uggesting the use of a discontinued signal in St. David. Alderman Farr moves that the City Attorney be directed to contact the railroads regarding this request. Al- derman Edwards suggested that Linn Street be included in this request. Alderman George seconds the motion and it carried by voice vote. Motor Control Center Replacement, Water Treatment Plant - Letter from Crawford, Murphy Pt Tilly recommending awarding the contract to Foster-Jacob, Inc., PeDria, Ill. - $1.0,734.00. Motion by Alderman Rupe, seconded b;r Alderman Long to en- ter into a contract with the Foster-Jacob Co. Roll call vote. Alderman Edwards stated the rinance Committee recommended employing George Hocker as Auditor and moves that the Council. employ him. Motion was seconded by Alderman Long. Roll call vote. AYE: Aldermen Kovachevich, (George, Spencer, Yerbic, Cook, Kroell, Edwards, Long, Hurst, Sepich, Farr, Svob, Rupe, and Howard. NAY: None. Alderman Howard inquired how an Ordinance that had been defeated could be brought back to the floor. He moves that the Council adopt rules that a defeated Ordi- nance could not be brought back to the Council until after three months. Alderman Farr seconds this motion. Discussion. Alderman Farr withdrew his second and Al- derman Howard withdrew his motion. New business. Final Estimate of the Anderson Place Lift Station - Natkin & Co., amount due $2,673.00. Discussion regarding the repair of the street which is not quite satisfactory. The Sixth �,iard Aldermen to check on same. Motion by Alderman Sepich to allow this estimate, motion seconded by Alderman George. Alderman Rupe suggests holding up the payment two ti-reeks. Motion to hold payment for two weeks. AYE: Alderman Svob, Sepich, and ;eorge. NAY: Alderman Howard, Rupe, Farr, Hurst, Long, Edwards, Kroell, Cook, Yerbic, Spencer, and Kovachevich. (3 AYES and 11 NAYS). Payment to be allowed. Estimate No. 5 for West Walnut Street improvement - 69 B Section 61 CS approved by Consulting Engineer in the amount of $15,874.56. Motion by Alderman Sepich, seconded by Alderman Yerbic to allow payment on same. Roll call vote. Williams were escorted to the Illavor's desk and the Mayor read the Resolution -- a standing ovation was given to Mr. and Mrs. Williams. This being Revolution No. 560. Payroll Ordinance - first reading. Motion by Alderman I�dwards, seconded by Alderman Farr to suspend the rules. Alderman Rupe stated that July 4, (Indepe- dence Day) should be included in the list of holidays. Alderman Farr withdrew his second of motion and Alderman Edwards withdrew his motion. Alderman Rupe moves to add July 4 to the Ordinance, Alderman Farr seconds motion, and the motion carried by voice vote. Alderman Edwards moves, Alderman Farr seconds mo- tion to suspend the rules. Standing ovation given by the City Council and all visitors. Mayor Jennings presented the Resolution to Alderman Kroell who thanked the City Council and expressed his feelings toward the City of Canton. Resolution No. 5 . Resolution - Michael Svob. Motion by Alderman Kovachevich, seconded by Alderman Yerbic to adopt this Resolution. Roll call vote. AYE: Aldermen Howard, Rupe, Farr, Sepich, Hurst, Long, Edwards, Kroell, Cook, Yerbic, Spencer, George, and Kovachevich. NAY: None. This being Resolution No. 565. Aldermen Yerbic es- corted Alderman and Mrs-. Svob to the Mayor's desk. Mayor Jennings presented the Resolution to Alderman Svob. Standing ovation. Alderman Svob thanked the - Mayor, Council and city personnel for the cooperation given him. Resolution 564 Alderman Kovachevich read a tribute to Aldermen Svob, Long, Kroell, and George, showing a total of thirty-eight years of service, combined, to City of Canton. Motion by Alderman Hurst, seconded by Alderman Sepich to adjourn Sine 'Die, and the motion carried by voice vote. Mayor Jennings called the meeting to order at 8:20 P. M. Present for roll call: Aldermen Rupe, Howard, Farr, Hurst, Sepich, Edwards, Cook, Spencer, Yerbic, and Kovachevich. Absent: ;None. Pledge of Allegiance was followed by Invoeation by Alderman Howard. Aldermen elected in the April 20, 1971 election were sworn in by the City Clerks Aldermen Howard, Wilcoxen, Sepich, Berry, Yerbic, Fulton, and Kovach- evich. The wives of the newly elected Aldermen were introduced. ?Mayor Jennings gave his future plans and improvements for the City of Canton for 1971-1972: 1. Boat dock built. 2. Road around Lake Canton. 3. Improve fishing as much as possible. 4. 'rovide more recreation at the lake for citizens of Canton. 5. Improve camping facilities. 6. Get construction started on lath Avenue project. 7. Work towards annexing more areas into the City. 1. Cet Main ?- Locust St. improvement started this year. �tJ 9. Work toward obtainint all Grants available for sewer project. 10. Keen our commitme :t to the citizens of Canton in usinr� the least amount of bonds for this project. 11. Construct the new City narking lot on South 'lain Street. 12. Assist Youth Commission in their project of setting up a Yout'i Center. 13. 1�,ork towards obtaining a comfort station in the most convenient location to the downtown area. 14. Work towards maintaining and preserving improved streets by giving them the proper care and treatment. 15. Do our utmost in securinf an area for the use of young people in riding mini-bikes and go-carts. 16. Work with the A.C.I. and Retail Trades Association on their Christmas lighting program. 17. Work through all Departments to improve our City to make it a better place to live. Rules of Order.
