HomeMy WebLinkAbout03-25-1971 Council Meeting Minutes� 28 March 252 1971 Canton City Council held a Special meeting on March 25, 1971 in the City Council Chamber. Mayor Jennings called the meeting to order at 6:43 P. M. Present for roll call: Aldermen Howard, Rupe, Svob, Farr, Sepich, Hurst, Long, Edwards, Kroell, Yerbic, Spencer, George, and Kova- chevich. Absent: None. Pledge of Allegiance was followed by Invocation by Alderman Edwards. Notice sent to the Aldermen read: PUA`POSE OF TIC MEETING: "Water and Sewer Program". Agenda prepared by Alderman Rupe: 1. Land Acquisition - right-of way; Jussell property, East Side of town; 2. Report - Crawford, Murphy & Tilly on engineering plans for project: Discuss merits of one bid total or letting bids separately: East Side Lagoons, Ash Street, West Hickory Street; 3. Letter from Environmental Protective Agency, resolution; 4. Selling of bonds, advertise project bids; 5. Transportation problem, hauling of lime to Lake Canton; 6. Open Discussion. 1. Land acquisition, Russell pro­)etty. Alderman Rupe reoorted that three appraisors had inspected the property i4arch 13, 1971 and were to arrive at a figure and report to Alderman Rupe, but that report had not been received. e _pe� City �ittorney, 1-1m. Malmgren, to contact these appraisors. East Side - Plattenberg Estate, Mr. Harold Wilson reported there would be full cooperation on this property. Most of the property owners are now ready to give easements for the proposed work, easements to be completed immediately and land acquisition to be completed by April 1, 1971. East Ash Street area - dirt to be placed in street and new sidewalks to be provided for the property owners involved. 2. Mr. Leonard Crawford, from the Crawford, Murphy & Tilly Engineering Firm, stated that plans on the entire project are about 80% completed, and bids can be advertised as one unit or divided into portions of the work. Mayor Jennings said if the bids are in smaller units, local contractors will be able to bid on the work. 3. Mayor Jennings reported on an interview with authorities in Washington, D. C. a few months before regarding a Federal Grant. A Resolution has been received showing eligilibility for this grant. Mr. Crawford explained the methods of grants and that the City may be able to obtain a state grant for 25% which the Federal will also match and with the grant already in force +gould bring the total to 80%. April 30 is the deadline for applications for grants with the State and he said there was no reason that the City of Can- ton could not qualify. In December 1970 the City made application (form No. 101) for a grant from HUD. Mr. Crawford reviewed the material pertaining to securing the grant and suggested that an appointment be made to meet in Chicago as soon as possible. Alderman Rupe requested that the necessary forms be made ready for the Mayor's signature and. a call made to Chicago to arran�7e a meeting with the Mayor, City Attorney and a representative from the Crawford, Murphy & Tilly Engineering Firm. Resolution authorizing Mayor Jennings to represent the City of Canton read. Motion b� Alderman George, seconded by Alderman Long to adopt this Resolu- tion. Roll call vote. AYE: Aldermen Kovachevich, George, Spencer, Yerbic, Kroell, Edwards, Long, Hurst, Sepich, Farr, Svob, Rupe, and Howard. NAY: None. Th .s being Resolution No. 558. Motion by Alderman Kroell, seconded by Alderman Spencer that a date be set ?M for a meeting in Chicago with the HUD authorities and allow the necessary persons to attend, expenses paid. Roll call vote. AYE: Aldermen Howard, Rupe, Svob, Farr, Sepich, Hurst, Long, Edwards, Kroell, Yerbic, Spencer, George, and Kovachevich. NAY: None. Mayor Jennings requested Alderman Edwards to take his Chair while he signed the necessary papers to be sent to Chicago. This at 7 :50 P. M. March 25, 1971, Gont. (2) 4. Mr. Crawford suggested that bonds not be sold until construction bids have been taken. 5. Transportation. Hauling lime to the water plant. The present contractor, Jack Russell, has been hauling lime to the water plant and the operators have been spending between two and three hours assisting with unloading of lime. Alderman Rupe recommends that the employees not be required to unload the lime; and suggests advertising for bids for hauling lime to the site, unload- ing same and providing own insurance. Motion by Alderman Sepich, seconded by Alderman Howard to readvertise for bids for lime hauled to water plant, carrier to deliver to job site, unload the material, use hoist to take the lime up the stairs to the satisfaction of Orval Kuhn, and provide their own insurance. -Discussion. Alderman Sepich suggested bidding on lime delivered to the job site. Roll call vote on the original motion: AYE: Aldermen Kovachevich, George, Spencer, Yerbic, Kroell, Edwards, Hurst, (Alderman Sepich asks if this vote is for advertising on the two forms of delivery and was told no motion had been made to amend the original motion) . Discussion. Alderman Hurst changes his "AYE" vote to "NAY". Aldermen Kcvachevich, George, Spencer, Yerbic, Kroell, Edwards, Long, and Hurst withdrew their vote on this motion. Alderman Howard withdrew his second of motion and Alderman Sepich withdrew his motion. Alder- man George then moves, Alderman Howard seconds motion to refer this matter to Ttl the Water and Sewer Committee for study and report back to the Council. This motion carried by voice vote. U Alderman Jennings back in his Chair at 8:10 P. m. Motion by Alderman Rupe, seconded by Alderman Kovachevich to adjourn and the motion carried by voice vote. Canton City Council adjourns at 8:11 P.
