HomeMy WebLinkAbout01-05-1971 Council Meeting Minutes 266 Jan. 5, 1971 Canton City Council held a regular meeting on Jan. 5, 1971 in the City Council Chamber. Tayor Jennings called the meeting to order at 6:32 P. M. Present for roll call: Aldermen Rupe, Svob, Farr, Sepich, Hurst, Long, Ed- wards, Kroell, Williams, Yerbic, Spencer, George, and Kovachevich. Absent: Alderman Howard. pledge of Allegiance was followed by Invocation by Alderman Long. Minutes of previous meeting. Motion by Alderman Kroell, seconded by Alderman Yerbic to dispense with reading of minutes, accept same and place on file, and the motion carried by voice vote. Bills for December. Motion by Alderman 1"arr, seconded by Alderman Svob to authorize payment of all bills that have been approved by the department heads and committee chairmen. Roll call vote. Aye: Aldernmen Kovachevich, George, Spencer, Yerbic, Williams, Kroell, Edwards, Long, Hurst, Sepich, Farr, Svob, and Rupe. NAY: None. ROT)orts of officers. Motion by Alderman Farr, seconded by Alderman Edwards to accept reports and place on file. Roll call vote. AYE: Aldermen Rupe, Svob, Farr, Sepich, Hurst, Long, Edwards, Kroell,, Williams, Yerbic, Spencer, George, and Kovachevich. NAY: None. Reports of standing committees. Renorts of special committees. '1ayor Jennings reported the Silver Gloves Tournement will be held in Canton in the Alice Ingersoll Gymnasium for three days and stated a meeting to be held Thursday, Jan. 7, 1971, 6:30 P. `''. regarding plans to be made to acconiodate between 600 and 1000 boys. Alderman Hurst inquired about a report from the Sewer and ',-later Committee re- ;arding sewer and water hook-up with the Assembly of God Church - and was told that the committee recommended installing this service to the Church. Motion by Alderman Hurst: "In addition to normal tapnage fee a charge of $911.16 shall 10e paid to the City of Canton Sewer and Slater 'dept. for installation of said "Sanitary sewer" water main extension, sewer stubs and manhole construction; ';off 1, 2, & 3 which are at present in possession afAssembly� of God Church, and further described in plat which was approved and annexed to City of Canton by Ordinance No. 252; said charge shall be pai_d in full before water or sewer ser- vice shall be provided to present owners or to whomever may become owners of said lots from this date Jan. 5, 1911 forth; a copy of this motion shall be forwarded to water department of City of Canton and it shall become duty of 'lumbing in- spector to see that above instructions are followed. Motion by Alderman Iurst, seconded by Alderman Farr to approve the :installation of water and sewer line to the Assembly of God Church as recommended by the Water & Sewer Committee (approximate cost ; 2733.50) . Roll call vote. AYE: Aldermen Rune, Svob. rr, Sepich, Hurst, Long, Edwards, Kroell, Williams, Yerbic, Spencer, George3 and Kovachevich. NAY: ?None. New business. First reading of Ordinance - annexation of north Fourth Avenue extension. 11otion by Alderman Edwards, seconded by Alderman Long to suspend the rules. Roll call vote. AY'.: Aldennien Kovachevich, George, Spencer, Yerbic, Williams, Kroell, Ed- wards, Long, Hurst, Sepich, Farr, Svob, and Rupe. NAY: None. Motion by Alderman Edwards, seconded by Alderman Long to place the Ordinance on its passage. Roll call vote. AYE: Aldermen Rupe, Svob, Farr, Sepich, Hurst, Long, Edwards, Kroell, Williams, Yerbic, Spencer, George, and Kovachevich. NAY: None. Ordinance No. 329. Mayor Jennings appointed Aldermen Sepich, Edwards and Hurst to suggest a name for the new street of the Fourth Avenue extension. 2 Mayor Jennings asked Alderman Edwards to take the HayorIsachair while henwentlto his office for a letter - this at 6:5d P. M., and returning at 7:00 P. M. Planning and coning Commission letter recommending approval of Dale L. and Helen Swartzbaugh plat known as Swartzbaugh Acres (Partial No. 1) . Motion by Alderman Long, seconded by Alderman Edwards to comply with recommendation and that a Reso- lution or Ordinance be drafted. Roll call vote. AYE: Aldermen Kovachevich, George, Spencer, Yerbic, Williams, Kroell, i;dwards, Long, Hurst, Sepich, Farr, Svob, and Rune. NAY: None. Planning and Zoning Commission recommends approval of plat of Lots 7 thru 19 of Pin Oak Subdivision 'Extension 11 submitted by Walter E. and Caroline Fleisher. Resolution pertaining to approval of same read. Motion by Alderman Hurst, seconded by Alderman Rune and Long to adopt this Resolution. Roll call vote. AYE: Alder- men Rune, Svob, Farr, Sepich, Hurst, Long, :�,dwards, Kroell, Williams, Yerbic, Spencer, George, and Kovachevich. NAY: None. This being Resolution No. 550. Planning and Zoning Commission letter recommending the trailer court in the vicinity of South Main and Beech Streets be annexed to the City of Canton. Dis- cussion. Motion by Alderman Edwards that t-e City Clerk notify owners of prop- erty in this area to provide a legal description of their property for the City. .. Alderman Long seconds this motion and the motion carried by voice vote. l� �+ Riley Subdivision - Sewer Line Operation Permit. Letter from C. W. Klassen, Director of the Environmental Protection Agency regarding application for permit to operate the line originally installed under Sanitary Water Board Permit - #1969-HB-178. TP&WRR. Mrs. Hagen had complained to the Mayor - verbal agreement made by the railroad company that the track would run straight in vicinity of her home, but plans are being made to make a curve at this location. Alderman Edwards asked the City Attorney to contact the railroad company to see that this problem is corrected and also to see about Agreement to be made with the City. Trains obstructing street crossings. Motion by Alderman Farr, seconded by Alder- man Rune that the City Attorney be authorized to contact the Ill. Commerce Com. to see what the City can do to relieve this situation. Carried by voice vote. Resolution regarding Municipal elections to be held Feb. 23 and Apr. 20, 1971 for election of Aldermen. Motion by Alderman Spencer, seconded by Alderman Yer- bic to adopt this Resolution. Roll call vote. AYE: Aldermen Kovachevich, George, Spencer, Yerbic, Williams, Kroell, Edwards, Long:, Hurst, Sepich, Farr, Svob, and Rune. NAY: None. This being Resolution No. 552. Alderman Edwards reported that the bird population on First Ave. and Elm St. has been diminished but more to be killed. Alderman Spencer inquired if the City had received any word about the oroposed widening of Fifth Avenue - no notification received from the State. Alderman Rune stated there were several Aldermen, the Mayor and City Attorney going to Springfield on Jan. 6. 1971., leaving the City Building at 10:00 A. M. and anyone of the Aldermen who wished would be welcome to attend the meeting in regard to Sewer and Water Bond Referendum. Finance and Fire Station Committee to meet immediately following the Council meeting announced by Alderman Sirob. Dept. of Public Works and Buildings letter re: New Highway Safety Allocation to the City of Canton, $1,155.001 funds available immediately - also asking for reaffirming the previous appointment of Kenneth Lindzey or designating a new Traffic Safety Coordinator. Motion by Alderman Sepich, seconded by Alderman Hurst to refer the letter to the Traffic Committee for study and report back to the Council. Motion carried by voice vote.
