HomeMy WebLinkAbout06-02-1970 Council Meeting Minutes 218 June 2, 1970 Canton City Council held a regular meeting in the City Council Chamber on June 2, 1.970. Mayor Jennings called the meeting; to order at 6:38 P. M. and asked permission to make a telephone call and same was granted. Council re- convened at 6:45 P. 11. Present for roll call: Aldermen Howard, Rupe, Farr, Sepich, Hurst, Long, Edwards, Williams, Yerbic, Spencer, George, and Kovachevich. Absent: Aldermen Svob and Kroell. Pledge of Allegiance was followed by Invocation by Alderman Long. Minutes of previous meeting. Alderman Farr requested that minutes of previous meeting (regarding his statement about unions) be changed, asking; that the„ read"I have heard management side and also the employees side'% Ile then moves that the minutes of the previous meeting, as amended be accented and placed on file. Alderman Sepich seconds this motion and the motion carried by voice vote. Petition. equest for ston light at the intersection of north First Avenue and Ash Gtreet. Motion by Alderman George, seconded by Alderman Yerbic to refer this P,eti&m to the Traffic Committee. Carried, voice vote. Petition No. 186. Petition. Objection to removal of narking on either side of South Avenue B from J. Hickory St. to W. Maple St. Motion by Alderman Edwards, seconded by Alderman Yerbic to place same on file, and the motion carried voice vote. Alderman Long inquired about an Ordinance prohibiting parking on streets from 2:00 A. M. until 6:00 A. IM. Petition No. 187. Bills for May. Alderman Hurst moves that all bills properly approved be allowed for payment, Alderman Farr seconds motion. Roll call vote. Garbage alsoosal Committee: Alderman Hurst reported a meeting of the Garbage Disposal Committee for Tuesday June 9, 1970, 6:30 P. `M4 and moves that the com- mittee be permitted to -)lace a notice in the paper for a meeting with the com- mercial haulers, Alderman Howard seconds this motion. Roll call vote. AY7: Al- dermen Howard, Rupe, Farr, Sepich, Hurst, Long, Edwards, Williams, Yerbic, Spencer, George, and Kovachev-.ch. NAY: None. Lake Development Committee - meeting for June 9, 6:0() °. 'M., reported by Alderman Edwards, who also reported a near tra degy at the spillway on June 2 - a bay fell in and an unknown person and Orval Kuhn rescued him. Alderman 'Edwards moves that the City Council adopt no trespassing below the dam, Alderman Long seconds motion and the motion carried by voice vote. Traffic Committee: Alderman Sepich reported a control gate may be placed at the I1ain Wit. ?asking lot, there will be 48 spaces and will be lighted. Alderman epich recommended advertising, for sealed bids for the wall adjoininf- the lot. Alderman Farr moves, Alderman Sepich seconds motion that the Building and Grounds Committee advertise for bids, including all types of covering; for the adjoining wall (about 2100 square feet), bids to be opened at the next Council meeting;. Voice vote carried. Special committee reports Communications to Council. Dept. of Conservation, by Ken Russel]_, regarding fish population analysis of Lake Carton. Reconmendati.ons: 1. No fish management needed for 1970; 2, Stock 400 ten to twelve inch northern pike. The pike will grow very fast in Canton Lake, possibly reproduce and provide very good returns to the angler; 3. If the pike are stocked, it would be advisable to enforce the 20-inch northern pike size limit set by state law; 4. Encourage fishing~ in 1970, as it should be an excellent fishing year. Al- derman Edwards stated that the Committee will study the report and moves that the letter be filed. Alderman Long; seconds motion and it carried by voice vote. Illinois Commerce Commission announcement of hearing regarding the Illinois Bell 219 June 2, 1970, Cont. (2) Telephone Co. Motion by Alderman Yerbic, seconded by Alderman Geor€re to file this correspondence. 14otion carried, voice vote. Crawford, Murphy Tilly Eng. Firm letter authorizing the Natkin & Co. to proceed with the Anderson Lift Station project. ?Motion by Al(,'.erman George, seconded by Alderman Long to refer same to t✓Jater and Sewer Committee and the motion carried. Old business. Second reading of Watershed Ordinance next on .'Igenda. olayor Jennings stated that the strip mine owns a portion of the land included in the Ordinance and said the mine officials wished to have a conference with ,later and Sewer Committee, the City Engineer and City Attorney before the passan:e of the Ordinance. Alderman Rune re- ported Section 9 of the Ordinance should read "500.0') fine instead of the $12000.00 as quoted. ?Motion by Alderman Farr, seconded by Alderman Sepich to hold this Ordi- nance over until the next meeting for its second reading. Roll call vote. AYE: Aldermen Kovachevich, George, Spencer, Yerbic, Williams, Edwards, Long, Hurst, Sep- ich, Farr, Rune, and Howard. NAY: None. Motion by Alderman Hurst, seconded by Alderman Sepich that the Street Sur)t.rgontact the C.I.P.S.Co. to see that the gas openin7 o-. :Test Pine St. was nroperly closed. Voice vote carried. V Motion by Alderman Sepich, seconded by Alderman Farr that the Zoning Enforcing Officer not issue building permits in sub-d.ivis�ons until sidewalks have been provided. Motion carried, voice vote. Alderman Hurst suggested that a letter of transmittal issued to the Zoning Enforcing Officer that sidewalks would be installed might be sufficient, but the City Attorney states a letter would not be binding. Alderman Farr withdrew his second and Alderman Senich withdrew his motion. Alderman Farr renorted more complaints have been received lately because of the mine shots and also a Mr. Smith, supposed to be an insurance adjustor had been contacting property owners in a very untactful manner. Mayor Jennings said he had been notified of this and Mr. Smith is being replaced. Alderman Williams renorted there still was no progress on First Avenue railroad crossing, weeds have not been cut, and trains have `been blocking the tracks in the night. City Attorney to call the r1linois Commerce Commission. Complaints of drain tile (north part of the city, east of :gain St.) being laid around the house and hooked un to the sewer had been made to Alderman Howard. City Plumbing Tnspector said the the was bringing water from a field into a storm sewer instead of into a sanitary sewer. Alderman Long moves, Alderman Edwards seconds motion that Sec. 3 be deleted and referred to the Traffic Com. for stuty. (That the Petition presented earlier in the meeting sh ozld be taken seriously). Voice vote on the motion carried, but Roll call vote taken: AYE: Aldermen Howard, Rupe, long., 1 wards, Spencer, George, and Kovachevich. NAY: Aldermen Farr, Senich, Hurst, Williams, and Yerbic. (7 AYES and 5 NA`-,J) . Motion carried. Motion by Alderman Hurst to place the Ordinance on its passage, as amended, then withdrew his motion. Alderman Senich moves, Alder- man Hurst seconds motion that an Amendment adding "No Parking from the ilest curb line, .Main Street, 35 ft. west on the north side of Blest -Fine Gt. to be made into parallel parking. This amendment carried by voice vote. Discussion of consideration of changes in parking on Stonegate Dr. (Alderman Rune to talk to some of the property owners). Motion by Alderman `durst, seconded by Alderman Sepich that the Ordinance be placed on its passage, as amended. Roll call vote. AYE: Aldermen Kovachevich, George, Spencer, Yerbic, Williams., Edwards, Long, Hurst, Se-pich, Farr, Rune, and Howard. NAY: done. This being Ordinance No. 308. Stop Sign Ordinance - second reading. Motion by Alderman Hurst, seconded by Alder- man Sepich that the minutes show that the reading of this :ordinance was conducted. Voice vote carried. Motion by Alderman Sepich, seconded by Alderman Hurst to ;dace this Ordinance on its passage. Roll call vote. Lease with C-_ty of Canton and Wm. A. lKaurice for rental of concession space at Lake Canton Beach for the season, `75.00. Motion by Alderman Edwards to place this lease on file. Alderman Hurst seconds motion. Voice vote, carried. No. 169. Bond, Transamerica Ins. Co., 81,000.00, approved by Finance Committee for Eldon Myers, Street Supt. presented. Lotion by Alderman Long, seconded by Alderman George to accent same and place on file. Voice vote carried. Alderman 'Jil_liams commented on lack of bond for new police officer and was informed by Mayor Jennings that the Fire and Police Commission had not sent a letter of appointment. Motion b,,- Alderman Rupe, seconded by Alderman Howard to refer to Finance Con. the possibility of blanket agreement for city bonds. Voice vote, AYE: Unanimous. Estimate No. 1, Natkin & Co. for Anderson Lift Station, amount of $6,212.69 pre- sented. Motion by Alderman Rupe, seconded by Alderman Sepich to allow this bill. Roll call vote. Estimate No. 9 and final, T,Jest Vine Street 46 CS in amount of $13,437.27 (waivers of vendors to the Alton and Co. and Skal-ts Construction Co. attached), presented. Alderman Yerbic presented a bill for $100.00 for damage to corn crop (Carroll. Owens), which had not been included with the .waivers. Motion by Alderman Yerbic, seconded by Alderman Farr to hold up the payment on this account until the Owens bill had been paid, and the motion carried by voice vote. Estimate No. 6, 45CS, E. Chestnut .street, Alton & Co., and Skaggs Construction Co., amount of 1`14,456.99 presented. Motion by Alderman Spencer, seconded by Alderman Yerbic to pay this claim. Roll call vote. AYT : Aldermen Kovachevich, George, Spencer, Yerbic, Williams , Edwards, Long, Hurst, Sepich, Farr, Rube, and Howard. NAY: None. Alderman Hurst reported the Street and Alley Committee should investigate the rebuilding of the dyke near Wallace Park to rule out any further flooding of that area. Alderman Long; thanked the ladies for taking s-.�ch an interest in visiting the Council. Al`(errnan George inquired from City Engineer why, in some cities the openings for sanitary sewers could be made and filled with sand and blacktopped in two weeks and the City of Canton contracto„s asked to hold up blackt0pninfr for 90 days.
