HomeMy WebLinkAbout11-25-1969 Council Meeting Minutes 1 Nov. 25, 1969 Canton City Council held a regular meeting Nov. 25, 1969 in the City Council Chamber. Mayor Jennings called the meeting to order at 6:40 P. 11. Present for roll call: Aldermen Howard., Rupe, Svob, Farr, Sepich, Hurst, Long, Edwards, Kroeli, 1:illiams, Yerbic, Spencer, and Preece. Ab- sent: Alderman George. 'ledge of Allegiance was followed by invocation by Rev. Darrell Harrison. Minutes of previous meeting. Motion by Alderman Long, seconded by Alderman Preece to accept the minutes as presented and place on file. Motion by Alder- man Hurst to correct minutes regarding Spoon river College Moratorium services to read "Sanction" instead of "permission". This motion was seconded by Alder- man Sepich. Voice vote to approve minutes, as corrected carried. Three Petitions from residents on North and South First Avenue requesting that parking be permitted on that street (approximately 190 signatures). Alderman Williams asked permission to speak to the Council. Motion by Alderman Howard, seconded by Alderman Hurst to grant permission and the voice vote carried. Motion by Alderman Williams, seconded by Alderman Sepich to nostpone any action on the Ordinance pertaining to eliminating traffic on First Avenue until the U_ first Council meeting in January 1970, thereby giving the Chief of Police and M Aldermen time to study the matter. V V Standing Committee reports. .:otion by Alderman Durst, seconded by Alderman Sepich that the bids on the landfill tractor be opened at this time. Carried by voice vote. Bids read: 1. Johnson & Johnson, Lewistown, new Allis Chalmers $46,677.60; 2. Capitol Machinery, Springfield, New Caterpillar DT3 ;'>52 731. :00; used WE 337,500.00; 3. Peoria Tractor Co., Caterpillar D7E new ;,';49XO.i�0, used D6C 38,990.00, used Caterpillar D8H 1u34,850.00; 4. D. L. Kennedy, Bellwood, Ill. HD16DP Allis Chalmers $45,956.00, used Allis Chalmers HD16DP, '$26,000.00. Motion by Alderman durst, seconded by Alderman Sepich that the bids be referred to the Garbage Disposal Committee and if that committee wished to purchase the used tractor, the Council would give authority to enter into a purchase agreement and if a new tractor would be selectod, -the matter referred to the Council. Roll call vote. AYE: Aldermen Howard, Rupe, Svob, Farr, Sepich, Hurst, Long, Edwards, Kroell, Williams, Yerbic, Spencer, and Preece. NAY: None. ilayor Jennings asked permission of the Council to move the presentation of the college referendum by President Hearl Bishop to the next item of business on the agenda. Motion by Alderman Hurst, seconded by Alderman Farr to grant this request. Voice vote. Carried. After Mr. 43ishop's very informative tall{ on the necessity of passage of the referendum, Alderman Hurst moves, Alderman Farr seconds motion that the Canton City Council go on record as supporting the referendum by a 100; standing vote. Roll call vote answered by standing: Al- dermen Preece, Spencer, Yerbic, villia.ms, Kroell, Edwards, Long, Hurst, Sepich, Farr, Svob, Rupe, and Howard. Also voting, "AYE", I.ayor Jennings. Alderman Howard moves, Alderman Hurst seconds motion that the Building and Grounds Committee be instructed to provide more chairs in order to accommodate the visitors to the Council meetings. Mayor Jennings asked three young men who have been attending; the Council meetings to stand and thanked them for taking an interest in commun'.ty affairs. Alderman Williams reported that the traffic control sicnal light had been installed Nov. 24 on Chestnut Street and Fourteenth «venue and the C _ty needs a traffic guard for that post. Alderman Farr announced a meeting; of the >uilding and Grounds Committee immediately following the Council meeting and asked the :.layer and City httorney to attend. Civil Defense Committee meeting Dec. 8, 1969 announced by Alderman Howard. Alderman Hurst moves that the Garbage Disposal Comiittee request sealed bids for all gasoline and oil used by various city departments on an annual basis. Alder- man Preece seconds this motion and it carried by voice vote. 174 Nov. 25, 1969, Cont. (2) Snecial committee reports Communications to Council. Invitation to the Illinois Municipal Association of Central Region, Dec. 3, 1969, Elks Club, l4acomb, Ill. Illinois Commerce Commission notice of request for 10% increase in passenger fares and packa,;e express rate by the Continental Trailways, Inc. P„lotion by Alderman Howard, seconded by Alderman Rupe to refer this matter to the City Attorney and reoort to the Council. Carried by voice vote. Thank you notes from the family of Lloyd Heidenreich and Irs. Louise Martin for flowers sent at time to death. Second reading of an Ordinance to install narking meters on the present White Court parking lot. Motion by Alderman Edwards, seconded by Alderman Preece to place the Ordinance on its passage. Recommendation from the Hoard of Local hmprovements for street improvement, West Walnut Street, 69-B, also Resolution and estimate of cost and Ordinance - recommendation to be referred to the Committee on Streets and Allegs. James Snodgrass thanked the City Counell for their action to delay the "no parking" Ordinance for First Avenue. 1,1r. Kenneth Elliott, spokes pan for the citizens on First Avenue also thanked the Council.. Alderman Cloward thanked the citizens for the interest in the First Avenue "no parking" project. Director and Revere, d Darrell Harrison represented the Canton "1111isterial Association recommending to the City Council that an Ordinance be drafted requesting that objectionable movies be prohibited from being shown in Canton. Voice vote carried. Betterment Corunittee. Mayor Jennings requested that the Aldermen provide him with a written list of named to be presented to serve on the Betterment Committee. Alderman Farr inquired about vacating taverns after the closing hours -- should be done at a stated time after the taverns close. Chief of Police Elman reported the taverns have been vacated at ?goner ti:ie after closing for the past two weeks. Bids for dem_lition of the Gustine building.
