HomeMy WebLinkAbout08-19-1969 Council Meeting Minutes 1 45 August 19, 1969 Canton City Council held a regular meeting on Aug. . 19, 1969 in the City Council Chamber. :Mayor Jennings called the meeting to order at 6:32 P. M. Present for roll call: Aldermen Howard, Rupe, Farr, Sepich, Hurst, Long, Edwards, Kroell, Williams, Yerbic, Spencer, and George. Absent: Aldermen Svob and Preece. Pledge of Allegiance was followed by Invocation by Alderman Howard. Minutes of previous meeting. Alderman Spencer moves, Alderman Kroell seconds motion that minutes be accepted and placed on file. Carried by voice vote. Standing committee reports. Traffic Committee. Alderman Williams reported that schml lights are to be repaired by Homer nle ctric and that Main and Vine St. signal lights will be completed (school district may assist with this exnense) . police and Legal. Alderman George stated that next time bids were advertised for police cars, he would list an additional unmarked car. Discussion about changes in the dog ordinance. Parking meter tickets -- several hundred dollars in unpaid tickets to be turned over to the City Attorney to process. City Attorney 1a1mgren exnlained procedures for collecting same and that all tickets should be treated alike. Motion by Alderman Williams, seconded by Alderman George that the Chief of Police or a designated officer sign ccm- plaints on overdue parking notices to a-)pear in court. Roll call vote. AYE: Aldermen Goerge, Spencer, Yerbic, Williams, Kroell, Edwards, Long, Hurst, Sepich, Farr, Rube, and Howard. NAY: None. Reports of special committees. Alderman Howard asked for reservations for the annual Friendship Festival Luncheon be made soon. Report of cars parked on W. 1hestnut and i..ain and Locust St. parking lots - during the time the square was being blacktopped was given by Alderman Tarr. Mayor Jennings reported seeing three places of business sweeping their walks on to the city street that had just been swept by the city sweeper and recom- mended the police department enforce the cit:, ordinance by prosecution to the first offender. Alderman Howard moves that the Police Department be authorised to enforce the Ordinance, seconded by Alderman Long. Roll call vote. AYE: Aldermen Howard, Rune, Farr, Sepich, Hurst, Long, E_,dwards, Kroell, Williams, Yerbic, Spencer, and George. NAY: None. City Clerk to send two copies of this Ordinance to the Association of commerce and Industry. Mayor Jennings reported complaints received about stray dogs, but apparently nothing was being done and refers this matter to the Police and Legal Committee to get some action instead of talk. Alderman Hurst recommends a meeting of the Police and Legal and Ordinance Committees. Alderman Farr stated the com- mittee had talked to Dr. Trotter, but other vets were interested in caring for city stray dogs and that he will have a meeting of the Building and Grounds and Police and Legal Committees. Communications to Council... None. Old business. Recommendation by Alderman Hurst that the storm sewer project on South Main Street be delayed until after the Friendship Festival Parade as the workmen have plent,- of other work that can be done. Mr. Ozzie Langfelder, resident engineer from Crawford, Murphy & Tilly stated he had planned opening Main Street because of pressure being used, but he also recommended waiting until after the Parade. Alderman Edwards requested that a hole in pavem,:nt on So. ?Main St. be repaired, Alderman Long asked about a sidewalk near the old Junior High School, Alderman Hurst inquired about sidewalk on Main and Locust Streets and the Vine Street bridge, Alderman : eorge inquired about E. Ash Street, Al- derman Sepich asked about !�J'alnut Street bridge. Mayor Jennings answered that Walnut Street bridge work would start in the spring of 1970. Alderman Edwards asked the Zoning Enforcing Officer, Ray Hartle, if he had checked on the Largent trailer on West Oak Street. Mr. Hartle stated he had given a form to be signed and returned to hip, but same has not been received. Alderman George moves, Alderman '?,dwards seconds motion to refer the matter to City Attorney and Zoning Enforcing Officer. Carried by voice vote. Aug. 191 1969, Cont. (2) Tax Levy Ordinance ready for second reading. Motion by Alderman Edwards, seconded by Alderman Long that same be read by title only. Roll cal]. vote. AYE: Aldermen C:eorge, Spencer, Yerbic, Williams, Kroell, Edwards, Long, Hurst, Sepich, Farr, Rupe, and Howard. NAY: None. Title read. Appropriation $1,111,894.93, to be levied: r.J80,400.00. Motion by Alderman Hurst, seconded by Alderman Sepich to place the Ordinance on its passage. Roll call vote. AYE : Aldermen Howard, Ruoe, Farr, Sepich, Hurst, Long, Edwards, Kroell, Williams, Yerbic, Spencer, and George. NAY: None. this being Ordinance No. 276. New business. Municipal Retailers Occupation Tax Ordinance. City Attorney k4almgren explained his reason for holding this Ordinance over until he had received official notice. Anddrson ?� "ssociates Proposal for Development and Implementation of an Accident Records System read. Alderman Williams explained the procedures and that the City was approved for matching Federal Funds providing the contract was made before Aug. 31, 1969. Alderman Williams moves, Alderman George seconds motion that the ,layor be given authority to enter into this contract providing t&City would re- ceive matching funds. Discussion. Roll call vote on the motion. Alderman George, Williams, Kroell, .Edwards, Long, Hurst, Sepich, Farr, Rupe, and Howard. 1AY: Al- dermen Spencer and Yerbic. (10 AYES and 2 NAYS) . Carried. �/-SS Mayor Jennings appointed James Shaw, Sr. to serve on the Human Relations Committee and John Lenover to replace Alderman George, explaining that Alderman George would be required to serve a dual purpose by remaining on this committee. Alderman Howard moves, Alderman Edwards seconds motion to confirm these appointments. Roll call vote. AYE: Aldermen Howard, Rupe, Farr, Sepich, Hurst, Long, Edwards, Kroell, Williams, Yerbic, Spencer, and George. NAY: None. Alderman Howard commended the Committee for the fine work during the recent hearings. Mayor Jennings sent a letter to this committee. Mayor Jennings appointed William Long, Sr. as a member of the Fire and Police Com- mission. Lotion by Alderman George, seconded by Alderman Long to confirm this ap- pointment. Roll call vote. AYE: Aldermen Howard, Rupe, Farr, Sepich, Hurst, Long, Edwards, Kroell, Williams, Yerbic, Spencer, and George. NAY: done. Harrassment of elderly people. Mayor Jennings had received numerous calls regarding teenagers annoying elderly people in the City. City Attorney, Wm. I1�lalmgren, ex- plained the legal proceedings in case of boys under 17 and girls under 18 -- they cannot be convicted of a criminal act, however, police can take these teenagers into projective custody and then within twenty-four hours should be brought before the Family Court. Discussion regarding need for probation officer for the City. Motion by Alderman Williams, seconded by Alderman Hurst to investigate the possibility of appointing one of the police officers as probation officer -- by referring same to Police and Legal Committee. 'Discussion. Motion carried by voice vote. Mayor Jennings reported that the City Attorney told him police officers have not re- ported to Lewistown on Court Day and asked to go on record that if the police do not appear in Court (unless for a very good reason), action taken against them. Alder- man Howard moves, Alderman George seconds motion that, unless excused by Chief of Police, officers must appear on Court days. Carried by voice vote. Bids for tree removal. None received. Motion by Alderman Farr, seconded by Alder- man Spencer that the City advertise for a tree topper in and Canton and surrounding town. newspapers. Carried by voice vote. Traffic •-ronosals: Alderman Williams moves, Alderman Farr seconds motion to refer the pronosed changes to the Ordinance Committee. Carried, voice vote. (Alderman Howard reported a sign needed on W. hickory St. to designate end of speed lisrit), E. Chestnut St., (25 mile speed limit) to be removed. Motion carried by voice vote. F. Stanley Klyber, Exec. Sec., A. C. I. invited th.e Mayor and Aldermen to attend a stag day at the Wee la-Tuk Hills Country Club, Aug. 27, 1969 for the A. C. I.
