Dec. 3, 1968
Canton City Council held a regular meeting on Dec. 3, 1968 in the City Council
Chamber. Mayor Woods called. the meeting to order at 5:35 P. M- RiaYe12 wee4is

Howard, Farr, Svob, Jacobs, Sepich, Long, Ellis, Kroell, Spencer, Yerbic, Dan-
ner, and George. Absent: Alderman Rusnak and Skinner. (Alderman Rusnak ex-
cused because of death in family) .
Pledge of Allegiance was followed by Invocation by Alderman Danner.
Motion by Alderman Kroell to dispense with reading of minutes of previous meetings _
accept same and place on file. Motion seconded by Alderman Yerbic and carried by
Voice vote.
Bills for November. Motion by Alderman Long, seconded by Alderman Spencer that
all bills properly approved by the various committees be allowed for payment.
Roll call vote. A'S'E: Aldermen George, Danner, Yerbic, Spencer, Kroell.,Ellis,
Long, Sepich, Jacobs, Svob, Tarr, and Howard. NAY: None.
Reports of all officers read. Alderman Long; moves, Alderman .Ellis seconds motion
to accept same and place on file. Carried by voice vote.
Standing Committees.
Alderman_ Farr reported on a meeting of the Police and Legal CoiTnittee Nov. 25 re-
garding Traffic safety, the need for modernizing the equipment in the Police Dept.,
and that the state would allow approximately- $1165.00 for this work. Chief of
Police Lindzey reported that it would be advisable to apply for funds for the
modernization of facilities and that about $500.00 was needed to update them at
the present time.
Recommendation for an Ordinance to be drafted regarding use of firearms in the
City was made by Alderman Farr. Police and Legal, Ordinance Committee and the
City Attorney to draft such an Ordinance.
Police and Legal Committee recommended that the City Attorney notify all violators
of the use of the alley between Ash St., Spruce St., Eighth and Ninth Avenues that
the alley is legally open reported by Alderman Parr. Alderman Danner reported
that two more property owners have signed the Petition presented to the Council
on Nov. 19, 1968 (Petition No. 161) . Mayor Woods requested that the Ordinance
Committee and City Attorney draft an Ordinance regarding this alley -- making
sure there was provisions for easements for ttility companies.
Report of the alley between Eighth and Ninth Avenues from Ash to Olive Street by
Alderman George -- a property owner has placed a post in the alley. Alderman
George moves, Alderman Danner seconds motion to refer this matter to the Police
and Legal Committee and City Attorney. Mr. Mclunn, City Attorney stated that a
surveyor was supposed to make a survey and report to the City, but was not avail-
able to give a report. Voice vote on the motion. (1]. AYES and 1 NAY) (Alderman
Howard) . Alderman Howard protested against employing an outside surveyor when
the City Engineer should do this work.
Inquiry about the partial payment from the government for the Civil Defense Dir-
ector's salary -- matching funds for same. Mr. Ed. Sale to be requested to
make a request for this fund and also to make a written report for next Council
meeting.
Alderman Farr reported that more alleys in the City should be closed, they
are too narrow and cause a great deal of expense to the City for maintenance.
Special Committees.
Communications to Council.
Letter from Claudon, Elson & Lloyd, regarding closing the road parallel to a
new road, running up towards the old Ingersoll Airport from West Vine Street.

Canton Park District -- easement regarding roadway on 'North Fourth Avenue.
No report at this time.
Canton Motorcycle Club Lease -- no report at this time.Dec. 3, 1968, Cont. (2)

Third estimate for Div. - 9A and 9B for Normoyle-Berg & Associates for project
"Storm Relief Sewers and Channel Relocations' in the amount of y$481088.35.
Motion by Alderman Long, seconded by Alderman Sepich that this Estimate be
allowed. Roll call vote. AYE: Aldermen Howard, Farr, Svob, Jacobs, Sepich,
Long, E11_is3 Kroell, Spencer, Yerbic, Danner, and George. NAY: None.
Report from Mr. Ozzie Langfelder, Resident Engineer for Crawford, Murphy and
Tilly on progress of construction work. Chestnut Street progressing nicely,
rock to be placed, inlets, curbing and mail boxes to be replaced this fall;
Ash Street, most of gravel has been spread; West Vine Street, at a halt but
work will proceed as soon as roadway had dried some more.
Resolution for Motor Fuel Tax for Sections 45CS and 46C`', total. amount of
$32,993.61. motion by Alderman Kroell, seconded by Alderman Ellis to adopt
this Resolution. Roll call vote. AYE: Alden-iien George, Danner, Yerbic, Spen-
t`+ cer, Kroell, Ellis, Long, Sepich, Jacobs, Svob, Farr, and Howard. W: rlor_ .
This being Resolution No. 492.
Resolution for Rotor Fuel Tax for Sections W,,, 47, 48, 51, 52, and 53 CS, total
V amount of $45,003.54. Motion by Alderman Spencer, seconded by Alderman Yerbic
V to adopt this Resolution. Roll call vote. AYF Aldermen Howard, I+'arr, Svob,
Jacobs, Sepich, Long, Eilis, Kroell, Spencer, Yerbic, Danner, and George. 1HAY:
None. This being Resolution Nq 493.
Alderman Farr reported that the state law demands lights on bicycles used on
the streets after dark and makes a motion to refer this matter to the Police
and Legal Committee and possibly draft an Ordinance to comply with the state
law. Alderman Ellis seconds this motion. Voice vote. Carried.
Representative from HUD, Mr. Ronald Howell. and Ito. Joseph Guyton representing
the Division of Highways attended the Council meeting in the interest of bid
letting for Division 11 and 12. Mayor Woods rc7)orted that if it was allright
with those concerned, the bids would be _read by tie totals only, instead of
by each item. Alderman Yerbic moves, Alderman Sepich seconds motion that the
City Clerk be instructed to open the bids for this project. Carried by voice
vote. . Bids opened: Wiegand & Storrer, Div. 11_ $258,023.85, Div. 12 $244,107.05;
Normoyle-Berg, Div. 11 ¢$269,804.05, Div. 12 >244,955.1 ;H"=Jack Finley, Div. 11
no bid, Div. 12 $$257,342.00; McAfee and IIcAfee, Div. 11, no bid, Div. 12,
$269,865.00; Olardel, Div. 11 ,$326,562.50, Div. 12 ;$327,867.00. Motion by Alder-
man Sepich, seconded by Alderman Jacobs to refer the

Police car bids, next item on agenda. Motion b,-; Alderman Long, seconded by Al-
derman Yerbic to instruct the City Clerk to open the bids. Carried, voice vote.
Bids opened: Lock's Auto Co. 150.00 per month for each car; Gene Wrestler Chev-
rolet, Inc. x$158.50 per month for each car. M oti_on by Alderman Long, seconded
by Alderman Yerbic to refer these bids to the Police and Legal Committee and re-
port back to the Council. Carried by voice vote.
Motion by Alderman Yerbic, seconded by Alders^:an 111_i.s to adjourn. Voice vote
