HomeMy WebLinkAbout09-17-1968 Council Meeting Minutes 90 Sept. 17, 1968 Canton City Council held a regular meeting Sept. 17, 1968 in the City Council Chamber. Mayor Woods called the meeting to order at 5:33 P. M. Present for roll call: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Spencer, Danner, and George. Alderman Yerbic axriFing in the Counc4.l. Chamber at 5:41 P. M. Absent: Alderman Kroell. Pledge of Allegiance was followed by Invocation by Alderman Danner. Alderman Ellis moves, Alderman Long seconds motion that the minutes of the previous meeting be accepted and placed on file. Carried by voice vote. Standing committee reports. Lake Development Committee Chairman, Alderman Jacobs reported on a meetinj of that committee and that recommendations to sell the water department boat to 'the highest bidder (last bidding) to Harry Jenkins for $180.25. Motion seconded 'by Alderman Danner. Roll call vote. AYE: Aldermen George, Danner, Spencer, Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY:None. Alderman Howard reported on the North Fourth Avenue street opening and stated that Anthony Potesanos had been dissatisfied over a $1400.00 agreement that he had not received and since he was the only owner who had not given an easement for the project, he moved that the Mayor and City Clerk be authorized to enter agreement for a quit claim deed for an easement and grant Mr. Potesanos $2,000.00 which would remove the debt and same to be paid from the Parking Meter Fund. Alderman Rusnak seconds this motion. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, skinner, Long, Ellis, Spencer, Danner, and George. NAY: None. Carried. Alderman Yerbic arriving in the Council Chamber at 5:41 P. M. Communication from Sen. Tom Railsback regarding the federal grant that can be received for the training for law enforcement and crime prevention read by Alder- man Farr, who stated the City should take advantage of this grant. Special committee reports. Communications to Council. Letter from the Planning Zoning Commission: 1. Recommending approval of a portion of the Eastmore Addition; 2. Approval of the preliminary plat of Lot No. 1 to 7 of the Assembly of God Church Addition; 3. Approval of a plat for the Second Addition of the Lincolnshire Addition. Alderman Ellis moves, Alder- man Jacobs seconds motion to accept the recommendation of the Planning and Zoning Commission. (Water, sewer and sidewalks to be installed by owners). Roll call vote on the motion. AYE: Aldermen Goerge, Danner, Yerbic, Spencer, Ellis, 'Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None. Mayor Woods reported that late requests for reservations to the Illinois Municipal League Convention can not be made because of the large number making advance registrations. Alderman Sepich inquired if the Consulting Engineer for Crawford, Murphy and Tilly Engineering Firm could make a report on the progress relgoF4 of construction wovk. Mr. Langfelder reported that West Walnut Street would be completed about on schedule (approx. 60 more days), only hold-up now for the telephone company to move poles; Ash Street from Fourteenth Avenue to Olive Street, sidewalk completed this week on the north side; from Fiftbenth , Avenue to 8chool entrance has been re- paired so school busses can get to the school; Ash Street and Fourteenth Avenue, Base course, curb and gutter and sidewalk will be completed this fall with black top material applied in spring of 1969; West Vine Street is about two weeks behind schedule but work should start on the bridge Sept. 23 with plans for opening of bridge this fall. New business. Final Estimate for Wiegand & Storrer, Inc. for sanitary sewers and watermains on East Ash, East Locust, and Oak Street (full construction cost $38,426.49 with payment being made $34,749.50 - total due this date $3,677.00. Alderman Long moves, Alderman Svob seconds motion that the final estimate be allowed. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Spencer, Yerbic, Danner, and George. NAY: None. 9T Sept. 17, 1968, Cont. (2) Report of the Board of Local Improvements given by Mayor Woods, also President of that Board regarding all the steps to be taken, each requires a certain number of days,for the construction of a street improvement. Resolution -- Workable Program for 1968-1969. Alderman Ellis moves, Alderman Sepich seconds motion to adopt this Resolution. Roll call vote. AYE: Alder- men George, Danner, Yerbic, Spencer, Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: This being Resolution No, 490. Petition -- Annexation of portion of land south of the new Junior High School (Design Developers, Inc.) , -- approximately 2.141 acres, plus lot No. 3, Block 4 of Eastern Star Addition. Alderman Skinner moves, Alderman Yerbic seconds motion to grant this Petition. Rdll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Spencer, Yerbic, Danner, and George;, NAY: None. This being Petition No. 160. First reading of an Ordinance pertaining to Annexation of territory south of the New Junior High School, approximately 2.1 41 acres plus lot No. 31 Block 41 Eastern Star Addition. Alderman Ellis moves to suspend the rules, Alderman Spencer seconds this motion. Roll call vote. AYE: .Aldermen George, Danner, Yerbic, Spencer, Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None. Alderman Yerbic moves, Alderman Spencer seconds motion to place this Ordinance on its passage. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Spencer, Yerbic, Danner, and George. NAY: None. This being Ordinance No. 260. V Alderman Danner makes motion that the City Council inquire from the Planning and Zoning Commission what steps can be taken to zone the area from State Routes No. 9 and 78 (northeast area of those routes) for a distance of one and one-half miles as residential and agricultural. This motion was seconded by Alderman Sep- ich. Voice vote. AaE: CARRIED. Motion by Alderman Jacobs, seconded by Alderman Yerbic to adjourn. Voice vote. carried.
