HomeMy WebLinkAbout04-16-1968 Council Meeting Minutes si Apr. 16, 1968 Canton City Council held a regular meeting on April 16, 1968 in the City Council Chamber. Mayor woods called the meeting to order at 5:30 P. M. Present for roll call: , Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. Absent: None. Pledge of Allegiance was followed by Invocation by Alderman Danner. Minutes of previous meeting. Alderman Kroell moves, Alderman Yerbic seconds motion that the minutes be accepted and placed on file. Carried, voice vote. Standing committee reports. Alderman Ellis, speaking for the Traffic Committee., stated that application for Federal Funds would have to be made before April 25 and that same were to be sent at once. Mayor Woods reported that he planned to attend a meeting of the Illinois Municipal League April 19 in Mattoon, and a meeting of the executive board of the Illinois Municipal League on Saturday. Mayor woods inquired if the Council wished to hold an informal meeting re- garding appointments for the next year - city personnel. Alderman George moves, Alderman Yerbic seconds -motion that no informal meeting be held-and the appointments be read as prepared. Carried by voice vote. Report from the Chief of Police that a portion of the city would be without lights for at least one and one-half hours. Council continued by candle light. Mayor woods requested-that dedications be obtained for opening up a street on North Fourth Avenue and, if necessary to obtain any dedications, that necessary action be taken. Inquiry from the Mayor to the 6treet Superintendent regarding the moving of telephone pole on Fifth Avenue and Chestnut Street. Mr. Myers reported that a pole on North , Ylftonth Avenue would also need to be moved. Appointment of an auxilliary policeman who will also assist the pound master, made - Gary Avery. Alderman Long moves, Alderman Jacobs seconds motion to confirm the appointment. Mr. Avery to be paid the same as the present pound master. Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None. Special committee reports. Alderman Farr stated that there was some confusion of a legal technicali*a regarding the storm. sewer bid at the last council meeting. He then moves that the Council affirm the acceptance of the bid on the storm sewer on North Main Street, Alderman Jacobs seconds this motion. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Skinner, Long, Ellis, Kroell, Spencer,, Yer- bic and Danner. NAY: Aldermen Sepich and George. (12 AYES and 2 NAYS).Carried. Communications to Council. Urban Programming Corp. letter and "Scope of Services for the Preparation of an Urban Renewal Survey and Planning Application for the central business district area of Canton". Alderman Danner moves, Alderman Sepich seconds motion that the application be read. Carried by voice vote. Same read. Alderman Yerbic moves, Alderman Kroell and Ellis seconds motion that the Mayor and City Clerk sign this application on behalf of the City of Canton. Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None. Dept. of Public Health report on inspection of the land fill on March 21, 1968, Mayor woods reported that he had answered the letter and that the requests have nearly all been tj complied with, except toilet facilities. Dept. of Revenue letter regarding receipt of Municipal Service Occupation Tax Ordinance (No. 2L4), tax Late of three-fourths of one per cent to be effective May 11 1968. 62 April 16, 1968, Cont. (2) Old business. Second presentation of Ordinance - no parking on West side of North Avenue A between Locust and vine Streets. Alderman Long moves, Alderman Ellis seconds motion that the Ordinance be read by Title only. Carried by voice vote. Title read. Alderman Ellis moves, Alderman Danner seconds motion to place the Ordi- nance on its passage. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. NAY: None. This being Ordinance No. 246. Peddlerts License Ordinance presented for second reading. Alderman Jacobs moves, Alderman Yerbic seconds motion that the Ordinance be read by Title only. Carried by voice vote. Title read. Alderman Yerbic moves, Alderman Skinner seconds mo- tion to place the Ordinance on its passage. Roll call vote. AYE: Aldermen George, Yerbic, Skinner, Sepich, Farr, and Howard. NAY: Aldermen Danner, Spencer, Kroell, Ellis, Long, Jacobs, Svob, and Rusnak. (6 AYES and 8 NAYS). Motion lost. New business. Invitation from Raymond L. Pial to attend a meeting of interested citizens in Region Four (Bureau, Fulton, Knox, LaSalle, Marshall, Peoria, Putman, Stark, Tazewell and Woodford Counties), regarding air and grater pollution in Illinois to be held April 30, 1968, 7:30 P. M., Glen Oak Park Yavillion in Peoria. Resolution for Transfer of Funds: $9,000.00 from the Garbage Disposal Fund, $3,500.00 from the Civil Defense Funds, $7,500.00 from the Public Comfort Station Fund, and $50,000.00 from the General Corporate Fund of the City to the Road and Bridge Fund; $50,000.00 from the General Corporate Fund of the City to the Fire Protection Fund of said City. Alderman Howard moves, Alderman Yerbic seconds motion to adopt this Resolution. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. NAY: None.
