HomeMy WebLinkAbout03-19-1968 Council Meeting Minutes 55 March 19, 1968 Canton City Council held a regular meeting on Mar. 19, 1968 in the City Council Chamber. Mayor Woods called the meeting to order at 5:30 P.M. Present for roll call: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. Absent: None. Pledge of Allegiance was followed by Invocation by Alderman Danner. Alderman Kroell moves to dispense with reading of minutes of previous meeting, accept same and file. Motion seconded by Alderman Jacobs.0 Carried by voice vote. Standing committees. Motion by Alderman Long, seconded by Alderman Spencer that the City Clerk be authorized to advertise for bids for a one-ton truck for the water department, Lids to be received in the Clerk's office by 5:00 P. M. on Apr. 2, 1968 and opened at the meeting on that date. Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, Skinner, Sepich, Svob, Farr, and Rusnak. NAY: Aldermen Jacobs and Howard. (12 AYES and 2 NAYS). Carried. Oiling and chipping -- Alderman Spencer moves, Alderman Yerbic seconds motion that the City Clerk be authorized to advertise for bids for, oiling and chipping approximately 200 city blocks, bids to be received by 5:00 P. M. on Apr. 2, 1968 and opened at the Council meeting on that date. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. NAY: None. Z.� Traffic Committee report by Alderman Ellis of a meeting held Mar. 7, 1968: Com. recarmended the traffic light on First Ave. and Locust St. remain. A meeting set Mar. 20, 1968, 4:00 P. M. with School Board (request for as many Council members to be present as possible); 'traffic lines have become worn and will be repainted soon; parking meters straightened and painted. Alderman Ellis moves that an ordinance be drafted to eliminate parking on one side of North Ave. A from Locust to Vine St. Alderman Sepich reconds motion. Carried by voice vote. Street Supt. Myers reported that Homer Electric suggested the underground work and pedestals be done at this time on North Main Street. Report of Police and Legal Committee by Alderman Svob concerning the dog problem -- meeting held and it was recommended that an ordinance be drafted for consideration. Fulton County also has problems and a meeting set for Mar. 25, 1968 to consider a solution with a request for a representative from City Council, preferably the Mayor. Lake Development Com. to meet following the Council meeting announced by Alderman Jacobs, Alderman Jacobs reported the new road in Orion Township is washing into the lake -- requested that the township officials act to eliminate this situation. Special committees. Alderman Farr requested a report on the No. Main St. sewer project -- City Atty. McMunn reported that one person had not signed the easement and was asking $250.00. Alderman Farr stated that Feb. 1, 1968 had been set for final date for signing ease- ments, otherwise condemnation proceedings were to be started -- he said the proper authorities should begin at once. Mayor Woods appointed members to the City Council Citizens Advisory Council: Stanley Klyber, Won. Ubell, Leon Moss, and Arthur Kochis. Alderman Jacobs moves, Alderman Ellis seconds motion that appointments be confirmed. Motion carried. Report by the Mayor of a state law -- illegal possession of liquor. Alderman Kroell moves, Alderman Sepich seconds motion that the City Attorney be authorized to draft an ordinance regarding illegal possession of liquor. Voice vote. Carried. Discussion pertaining to dedications for roadway, N. Fourth Ave;; all property owners willing to give a dedication for street except one. Alderman Howard moves that if the City Attorney is unable to secure the necessary dedication to take whatever procedure is necessary to obtain the land, seconded by Alderman Farr. Carried by voice vote. Geo. Bolling easement has not been received for Federal Housing Project. Communications to Council. Thank you note for flowers to the Charley Myers family at time of his death. Div. of Waterways -- authorization for construction of bridge on W. Vine Ste and change creek channel. Alderman Ellis moves, Alderman Jacobs seconds motion that the Mayor and Uity Clerk be authorized to sign the permit. Roll call vote. AYE: Aldermen George, banner, Yerbic, Spencer, Kroell, Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None. Dept. of Public Health regarding inspect.on of water supply -- found to be of sanitary quality -- also praising the Supt. of waterworks, Orval Kuhn for his efficiency. Assoc. of Commerce & Industry requesting assistance on Region Four Tourism Fund again this year. Alderman Howard moves, Alderman Farr seconds motion that the City of Canton participate in this program. Aoll call vote. Traffic control survey proposal by Crawford, Bunte, & Roden, Inc. read. Alderman nlis moves, Alderman Farr seconds motion that the Mayor and City Clerk be author- ized to enter into an agreement subject to the approval of Federal Gov. Alderman Howard suggested the matter lay over until after the next appropriation ordinance had been set up and an allowance made for the work. Alderman Ellis moves to amend, Alderman Howard seconds motion to add to the motion "subject to availability of city funds and Federal funds". Roll call vote on amendment. AYE: Aldermen Rusnak, Howard, Farr, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. NAY: Alderman Svob. (13 AYES and 1 NAY). Carried. Carried by voice vote. Assoc. of Commerce & Industry Agreement to participate in the urban Programming Corporation, (their share $1800.00) . Alderman Yerbic moves, Alderman oepich seconds motion that the Mayor and City Clerk be authorized to sign this agreement. Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None. Carried. Agreement No. 141. Bids for Pickup truck for Plumbing Inspector. Alderman Long moves, Alderman Sepich seconds motion to instruct the City Clerk to open bids. Carried, voice vote. One bid received:.
