HomeMy WebLinkAbout11-21-1967 Council Meeting Minutes 38 Nov. 21, 1967 Canton City Council held a regular meeting Nov. 21, 1967 in the City Council Chamber, Mayor Woods called for roll call at 7:00 P. M. Present: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, and Danner. Absent: Alderman George. Pledge of Allegiance was followed by Prayer by Alderman Danner. Alderman Kroell moves, Alderman Yerbic seconds motion that the minutes of the previous meeting be accepted, as presented, and placed on file. Carried by voice vote. Standing committee reports. Lake Development Committee Chairman, Alderman Jacobs, announced that a new Lake Canton Fishing Club had been formed - that this club was helping to preserve the lake and the grounds surrounding same; Department of Conservation willing to assist with further stocking of channel cat fish (available in the spring); fifteen picnic tables almost completed; repairs to bath houses; a tem- porary trailer camp site and the brush is being cleared. Meeting of the Traffic Committee immediately following the Council meeting was announced by Alderman Ellis. Special committee reports. Alderman Farr reported on the Safety Council meeting held recently and pre- sented folders to be used when the National Drivers Tests are given. Communications to the Council. Letter and release from LaSalle National Insurance Co. regarding the damage of fire hydrant by the Yellow Cab Co., (April 1, 1967) -= settlement of clam (Less 25% depreciation) total of $181.25 presented. Alderman Yerbic moves, Alderman Danner seconds motion to instruct the Mayor and City Clerk to sign the release under the instruction of the City Attorney. Roll call vote. AYE: Aldermen Danner, Yerbic, Spencer, 'Kroell, Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None. Carried. Thank you letter from the Graham Hospital Association for assistance by the ,Itreet department in placing signs to direct traffic to the hospital. To be filed. Old business. Ordinance pertaining to residential territory boundary lines in the City up for second reading. Alderman Yerbic moves, Alderman Jacobs seconds motion to read same by title only. Voice vote. , Carried. Title read. Alderman Jacobs moves, Alderman Sepich seconds motion to place this Ordinance on its passage. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, and Danner. NAY: None.Carried. This being Ordinance No. 231. Ordinance "Regular meetings of the City Council" for second reading. Alderman Yerbic moves, Alderman Skinner seconds motion that same be read by title only. Voice vote. Carried. Alderman Yerbic moves, Alderman Jacobs seconds motion to place the Ordinance on its passage._ Alderman Jacobs moves, Alderman Howard seconds motion to amend the motion to strike out the meeting time of 7:00 P.M. to read 5:30 P. M. Roll call-vote on the amendment. AYE! Aldermen Danner, -. Yerbic; Spencer, Kroell, Long, Skinner, Sepich, Jacobs, Svob, 'Howard, and Rusnak. NAY: Aldermen Ellis and Farr. (11 AYES and 2 NAYS) . Carried. Roll call vote on the motion for passage of the Ordinance as amended. AYE: Alder- men Rusnak, Howard, Svob, Jacobs, Sepich, Skinner, Long, Kroell, Spencer, Yer- tic, and Danner. NAY: Aldermen Farr and Ellis. (11 AYES and 2 NAYS). Carried. This being Ordinance No.232. Ordinance "Increase in Salaries" up for second reading. Alderman Yerbic moves, Alderman Sepich seconds motion to read the Ordinance by title only. Voice vote. Carried. Title read. Alderman Danner moves, Alderman'Spencer seconds motion to place the Ordinance on its passage. Roll call vote. AYE: Aldermen Danner, Yerbic, Spencer, Kroell, Ellis, 'Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None. This being Ordinance No. 233• 39 Nov. 21, 1967, Cont. (2) New business. First reading of an Ordinance "Vacating an Alleytt (First Avenue near Ash St.). Alderman Spencer moves, Alderman Danner seconds motion to suspend the rules. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, and Danner. NAY: None. Carried. Alderman Spencer moves, Alderman Danner seconds motion to place the Ordinance on its passage. Roll call vote. AYE: Aldermen Danner, Yerbic, Spencer, Kroell, Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None. This being Ordinance No. 234. Resolution for Motor Fuel Tax for Sections 39,41,42,43,44,47548f51,52, and 53CS, Principal due Jan. 2, 1968, $62,129.22, Interest due $11,577.67. Alderman Long moves, Alderman Spencer seconds motion to adopt this Resolution. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, and Danner. NAY: None. Carried. Reso. No, 463. Permit and Resolution from the Division of Highways for construction, Maintenance, and operation of a 24-inch storm sewer along Route 78 (approximately one block) presented. Alderman Farr moves, Alderman Yerbic seconds motion that the Mayor and City Clerk be instructed to sign these forms on behalf of the City of Canton. ilk Roll call vote. AYE: Aldermen Danner, Yerbic, Spencer, Kroell, Ellis, Long, d� Skinner, Jacobs, Svob, Farr, Howard, and Rusnak. Alderman Sepich voting "Pass". Objection by Alderman Howard to the "Passtt vote and Alderman Sepich changes his vote to ttNaytt. (12 AYES and 1 NAY). Carried. Permit No. (aigreement No. 133), Resolution No. 464. Next item on the agenda - sealed bids on three-wheeled vehicle for Police Dept. Alderman Kroell moves, Alderman Jacobs seconds motion to instruct the City Clerk to open the bids. Carried by voice vote. Bids opened: Leon Short & Sons, Keokuk, Iowa $1793.00; R. E. Common Co., Peoria $1762.00, Alderman Svob moves, Alderman Danner seconds motion to accept the bid of the R. E. Common Co. Roll call vote. AYE: Aldermen Rusnak, Farr, Svob, Jacobs, Sepich, Skinner, Long, Kroell, Spencer, Yerbic, and Danner. NAY: Aldermen Howard and Ellis. (11 AYES and 2 NAYS). Carried.
