HomeMy WebLinkAbout08-01-1967 Council Meeting Minutes 17 Aug. 1, 1967 Canton City Council held a regular meeting on August 1, 1967 in the City Council Chamber. Mayor Woods called the meeting to order at 7:02 P.M. Present for roll call: Alderman Rusnak, Howard, Farr, Svob, Jacobs; Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danner and George. Pledge of Allegiance was -followed by Prayer by Alderman Danner. Minutes of previous meeting. Alderman Long moves, Alderman Ellis seconds motion that minutes be accepted as presented and placed on file. Carried by voice vote. 111119 for July were presented. Motion by Alderman Yerbic, seconded by Alderman Skinner that all bills properly approved be allowed for payment. Roll call vote. AYE: Alderman George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, Skinner, Sepich, L Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None. Carried. Reports of officers read. Alderman Kroell moves, Alderman .Jacobs seconds motion to accept same and place on file. Carried by voice vote. Mayor Woods called for reports of standing committees. , Alderman Long moves that the Mayor and City Clerk be instructed to .enter into a contract with the Motorola Company for vehicle radio equipment. Alderman Spencer t seconds motion. Roll call vote. AYF: Alderman Ru.snak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. d" NAY: None. Carried. I Alderman Ellis stated that Tuesday, Aug. 8, 1967 there would be a demonstration on Microfilm Readers by the 3M and Bell & Howell Companies. He suggested that the Traffic, Police and Legal Committees attend. Alderman Ellis reported that the State Traffic Engineer did not see a need at the present for a 4--way stop sign at 7th Avenue and Anderson Place. Alderman Ellis moves, Alderman Danner seconds motion that the Council comply with the recommendation of the State Traffic Engineer not to install a way stop sign at 7th Avenue and Anderson Place at this time. Roll call vote. AYE: Alderman George, Danner, Kroell, Ellis, Long, Sepich, Howard and Rusnak. NAY: Alderman Yerbic, Spencer, Skinner, Jacobs, Svob, and Farr. (8 AYES and 6 NAYS). Carried. Alderman Ellis introduced Chief Lindzey. , Chief Lindzey reported on recommendation of a State Highway Official that the speed limit from North Main and Birch Street to the Canton Country Club be decreased from 40 to 30 miles per hour. The new speed limit to provide greater safety for children attending Lincoln Elementary School. Chief Lindzey reported that the State Highway Official recommended that a signal control light be installed at the Tempo Shopping Center. The businessmen to install the light at their own expense. It was also recommended that the school signal light at 5th & Maple be moved to Oak and 5th Avenue. Alderman .Farr moves and Alderman Ellis seconds motion to ask the Tempo Shopping Center businessmen to install a traffic signal light at their own expense. Voice vote. AYE: Unanimous. Alderman Jacobs requested that the Lake Development Committee meet after the Council Meeting in regards to a Caretaker at Lake Canton. Mayor Woods recommended that an Ordinance be drafted to employ a Caretaker at Lake Canton. Mayor Woods instructed the Traffic, Police & Legal, and Street & Alley Committees to have a traffic signal light installed at 5th and Linn. Alderman Ellis moves, Alderman Farr seconds motion to have traffic signal light installed at 5th and Linn. Voice vote. AYE: Unanimous. Mayor Woods called for reports of Special Committees. il )L Mayor Woods reported that the Board of Local Improvements and City Engineer recommended that .Van Dyke Drive be seal coated. Alderman Long moves, Alderman Farr seconds motion to refer this to the Street & Alley Committee. Carried by voice vote. Mayor Woods recommended that an Ordinance be drafted to pay clothing allowance for policemen and firemen once a month ,instead of yearly. Alderman Howard moves, Alderman Svob seconds motion to have Ordinance drafted. Carried by voice vote. Mayor Woods recommended the installation of a light between the city garages on West Locust Street limits. Alderman Rusnak_moves that the recommendation be referred to the Light Committee. 18 Aug. 1, 1967 Cont1d (2) Mayor Woods recommended that a gate and fence be installed at the Sanitary Land- fill to prevent dumping after hours. Mayor Woods reported there would be a meeting August 16, 1967 at 7:30 P.M. to show a film on landfill operations. Mayors and City Officials from surrounding towns ,are invited to attend. Alderman Spencer inquired about an Ordinance to prevent non-residents dumping trees and limbs at the 0ld Landfill. Mayor Woods moves that this matter be referred to the Landfill Committee and report to the Council. Alderman Howard suggested that the hours at the Sanitary Landfill be reviewed. Alderman Farr commended the Street & Alley Department for the fine work they have done during the two storms. Mayor Woods also commended the Street and Alley Depart- ment, the Civil Defense and Police Department -for a good job done dying the storms. Communications to Council. Thank you note from the Pavley families for flowers sent at the time of the death of Frank Pavley. To be filed. , Letter from the Y.W.C.A. Y-Teens to hold a candy sale September 9, 1967. Alderman Yerbic moves, Alderman Spencer seconds motion to grant permission to the Y.W.C.A. Y-Teens to hold a candy sale. Motion carried by voice vote. Letter from the Department of Revenue acknowledging receipt of Municipal Retailerst Occupation Tax Ordinance. To be filed. Letter from Paul Nebergall in regards to the inspection of the Jones and Taylor Trailer Courts. All violations had been corrected. To be filed. Letter from Canton Friendship Festival in regard to Festival Parade and Dignitaries Luncheon. Alderman Howard moves, Alderman Jacobs seconds motion to finance this luncheon. Carried by voice vote. Mayor Woods appoint4d Alderman Howard, Chairman, and Kroell, Rusnak, Jacobs and Sepich to make arrangements for the luncheon. Second reading of Ordinance for Levying 'Taxes -for Corporate Purposes of the City of Canton, Illinois for the fiscal year of said City, 1967-1968 next on Agenda. Alder- man Ellis moves, Alderman Yervic seconds motion that Ordinance be read by Title only at this meeting. Roll call vote. AYE: . Alderman Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danner and George. NAY: None. Title read. Alderman Long moves, Alderman Ellis seconds motion to place this Ordinance on its passage. Roll call vote. AYE: Alderman George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard and Rusnak. NAY: None. Carried. This being Ordinance No. 220. Second reading of Ordinance, no parking, Ave. B from Elm to Pine Street. Alderman Sepich moves, Alderman Ellis seconds motion to place this Ordinance on its passage. Roll call vote. AYE: Alderman Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. NAY: None. Carried. This being Ordinance No. 221. First reading of an Ordinance "Municipal Service aBcupation Tax" repealing Ordinance No. 218 entitled "Municipal Service Occupation Tax." Alderman Jacobs moves, Alderman Sepich seconds motion to suspend the rules. Roll call vote. AYE: Alderman George, Danner, Yerbic, Spencer, Kroell , Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard and Rusnak. NAY: None. Alderman Jacobs moves, Alderman Sepich seconds motion to place this Ordinance on its passage. Roll call vote. AYE: Alderman Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, -Danner and George. NAY: None. This being Ordinance No. 222. Resolution to locate, construct and maintain a concrete sidewalk along Route 78. Alderman Jacobs moves, Alderman Farr seconds motion to adopt this resolution. Roll call vote. AYE: Alderman George, Danner, Yerbic, Kroell, Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard_ and Rusnak. NAY: Alderman Spencer. (13 AYES and 1 NAY) . Carried. This being Resolution #459. First reading of an Ordinance "Police Department Created, Members" and "Fire Department Established". Alderman Ellis recommends that this be separate Ordinances for the Police Department and Fire Department. City Attorney Lawrence McMunn wdb instructed to draw up separate Ordinances. A Aug. 1, 1967 Cont1d. (3) Alderman Spencer reported on storm water — Chestnut St. and Ninth Ave., and Pine and Elm Street. Alderman Spencer moves, Alderman Yerbic seconds motion that the City Engineer and Street Superintendent go ahead with sewer improvement work to be done at North Ninth Avenue and East Chestnut Street and at Elm and Pine Streets on 11th Avenue. Roll call vote. AYE: Alderman Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danners. NAY: Alderman George. Motion carried. Lease of City building basement for use of the Junior Achievement , Inc. discussed. Alderman Howard moves, Alderman Yerbic seconds motion that the Mayor and. City Clerk be authorized .to enter into a lease with the Junior Achievement, Inc. Roll call vote. AYE: Alderman George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard and Rusnak. NAY: None. Motion carried. Lease #132 Mayor Woods commended the Building and Grounds Committee for the work done in the Council Room. Alderman Jacobs moves to adjourn, seconded by Alderman Yerbic. Voice vote. AYE: Unanimous.
