HomeMy WebLinkAbout07-11-1967 Council Meeting Minutes July 11, 1967 Canton City Council held a regular meeting on July 11, 1967 in the City Council Chamber. Mayor Woods called the meeting to order at 7:00 P. M. Present for roll call: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. Absent: None. Pledge of Allegiance was followed by Prayer by Alderman Danner. Alderman Kroell moves, Alderman Sepich seconds motion that the minutes of the previous meeting be accepted and placed on file. Motion carried by voice vote. Petition requesting a four-way stop sign at South Seventh Avenue and Anderson Place, sixty-five signatures, presented. Alderman Yerbic moves, Alderman Spencer seconds motion to refer this Petition to the Traffic Committee for study and report to the first Council meeting in August. Carried by voice vote. (Petition No. 144) . Bills for June read. Alderman Long moves, Alderman Yerbic seconds motion that all bills properly approved be allowed for payment. Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer, Kroell, Ellis., Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None. Carried. Officers reports -for June read. Alderman Long moves, Alderman Kroell seconds mo-" tion to accept same and place on file. Carried by voice vote. Mayor Woods called for reports of standing committees. Report of a Traffic Committee meeting by Alderman Ellis: 1. removal of parking across from the Dairy Dream; 2. removal of parking on west side of Avenue B from Pine to Elm Streets; 3. parking plans for low income property sites. Alderman Ellis stated that microfilm may be the solution for parking violation tickets. Alderman Howard suggests that a meeting be held on the second Tuesday in August to review the city's financial statement. Mayor Woods called for reports of special committees. , Mayor Woods reported on a meeting in Springfield, also the quarterly meeting of the Board of Directors for the Illinois Municipal League. He also announced the annual convention of same would be' held Sept. 23-26 and asked that those interested in attending to register with him. Mayor Woods introduced Thomas Wood, City Editor of the Canton Daily Ledger and David West, the Managing Editor. Communications to Council. Thank you note from Ira Johns for flowers sent at time of his wife's death. Thank you note from the Shelby'Wright family for flowers at time of Mr. Wright's death. Both notes to be filed. Division of Highways approval of Section 59CS (Sycamore St., Olive, Tenth) and Twelfth) street improvement read. To be filed. Division of Highways approval of 60CS (Locust St. and Fifth Ave.) $38,000.00 motor fuel tax funds for engineering costs in connection with construction. To be filed. Temporary appointment of Kenneth E. Kington to police patrolman, effective June 21, 1967 by the Board of Fire and Police Commissioners read. To be filed. Division of Highways approval of construction of sidewalk on east side of North ` Main Street presented. To be filed. Bonds with the Transamerica Insurance Co., approved by the Finance Committee for Kenneth Kington, police patrolman (bond for $1,000.00), and Harold E. White, Plumbing Inspector (bond for $2,000.00) . Alderman Howard moves, Alderman Svob seconds motion to accept same and place on file. Carried by voice vote. Motion by Alderman Howard, seconded*by Alderman Rusnak to open sealed bids on the proposed North Main Street sidewalk. Carried by voice vote. One bid received: Holthaus Construction Co., total for sidewalk and driveways $14,275.75• A recess to be held later in the meeting to consult with interested persons concerning this bid. 1 July 11, 1967 (2) Reca mendation from Planning and Zoning Commission to rezone lots No. 1 through 20 in Block 41, D. W. Vittum Addition from R-1 and R-2 to R-4 (Multiple family residential district) proposed site for elderly. Alderman Howard moves, Alder- man Jacobs seconds motion that the recommendation of this Commission be accepted. Roll call vote. First reading of an Ordinance "Rezoning lots one through twenty in Block forty-one in D. W. Vittum's Addition from an R-1 and R-2 to an R-4 (Multiple family resi- dential district). Alde Farr moves, Alderman Jacobs seconds motion to suspend the rules. Resolution in recognition of faithful and devoted service to the community and its citizens as an Alderman for Shelby Wright read. Alderman Long moves, Alderman Sepich seconds motion to adopt this Resolution. Roll call vote. Resolution, Scruggs & Hammond Inc. for planning assistance for Federal Housing j project, presented. Alderman Howard moves, Alderman Yerbic seconds motion to re- fer this matter to the Finance Committee and to send each Alderman a copy of same. Voice vote. AYE: Unanimous. Ordinance requesting the vacation of a part of Hemlock Terrace read. Mr. Gerald Whitehead explained that this portion of street was not used but could be used for building a home. Alderman Ellis moves, Alderman Sepich seconds motion to hold this Ordinance for the next meeting and that the Aldermen could investigate same. Voice vote. AYE: Unanimous. First reading of an Ordinance regarding building a sidewalk on North Main Street. Alderman Howard moves, Alderman Farr seconds motion to suspend the rules. Roll call vote. This being Ordinance No. 218, Alderman Spencer reported on storm water -- Chestnut St. and Ninth Ave., and Pine St. and Eleventh Avenue. Same referred to City Engineer, Street Supt., and Street & Alley Committee. Alderman Long reported that many homes have storm water connected to the sanitary sewer system and that an Ordinance should be drafted to eliminate same; referred to Plumbing Inspector, and City Attorney to draft an Ordinance. 6 14 July 11, 1967, Pg. 3 Alderman Howard moves that the City Clerk be instructed to open bids on the vehicle radio equipment., Alderman Spencer seconds motion. Carried by voice vote. One' bid received -- Motorola -- total bid $4731.50. Alderman Farr moves, Al- derman Spencer seconds motion to refer this bid to the Street and Alley and Water and Sewer Committees for study. Carried by voice vote. Building and Grounds Chairman, Alderman Rusnak reported on the storage building, 60x70, fully instuuated, Tazewell Builders Supply, Inc., ($10,231 .62. Alderman Rusnak moves that this bid be accepted and that the Mayor and City Clerk be in- structed to enter into this contract. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell Spencer, Yerbic, Danner, and George. NAY: None. Carried. (Agreement No. 130 Mayor Wood's declared a ten-minute recess at 8:10 P. M. for discussion on the proposed sidewalk on North Main Street. Reconvened at 8:30 P. M. Discussion regarding eliminating parking on Avenue B from Elm to Pine Street. Alder- man Ellis moves that an Ordinance be drafted to eliminate parking on the west side of Avenue B from Pine to Elm Street, Alderman Sepich seconds this motion. Roll call vote. AYE: Aldermen George, Danner, Yerbic, 'Spencer, Kroell, Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard, 'and Rusnak. NAY: None. Ordinance to be drafted. Regarding the proposed vacation of a portion of Hemlock Terrace, Alderman Ellis stated he would withdraw his objection to suspending the rules for the Ordinance and moves that the Council reconsider the vacation of a portion of Hemlock Terrace and suspend the rules, Alderman Svob seconds this motion. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Skinner, 'Ellis, and Yerbic. NAY: Alder- men Sepich, Long; Kroell, Spencer, Danner, and George. (8 AYES and 6 NAYS). Lost. Report on inspection of the microfilm process for parking tickets as handled in the City of Pekin by Alderman Jacobs who was not favorably impressed with the project. Discussion about handling parking violation tickets. Alderman Farr moves, Alderman Ellis seconds motion that the Mayor present this problem before the Municipal League at the state convention. Carried by voice vote. Mr. Carroll Ludlum, speaking for the citizens interested in obtaining sidewalks on North Main Street recommended that the City accept the bid presented (Holthaus Con- struction Co.) with installation of east side sidewalk and work to secure approval of the Division of Highways for sidewalk on the west side. Alderman Farr moves, Al- derman Svob seconds motion that the Mayor and City Clerk enter into a contract for the construction of sidewalk on east side of North Main Street. Discussion. Roll call vote.
