In the absence of Mayor Woods, ' City Clerk Nellie Crawford called the meeting to order at 7:02 P. Ma for Mayor oward serve as Alder- seconds as M yor man Long moves, Alderman Yerbic pro tem for the meeting. Carried by voice vote. Mayor pro tem Howard called for roll call: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Long, Ellis, Spencer, Yerbic, Danner, and George. Absent: Alderman Skinner and Kroell. Pledge of Allegiance was followed by Prayer by Alderman Danner, Alderman Jacobs moves, Alderman Long seconds motion that the minutes of previous meeting be accepted as presented and placed on file. Carried by-voice vote. Call for reports of standing committees. Street and Alley Committee Chairman, Alderman Spencer reports on the feasibility of radio equipment for the city's vehicles and introduced Mr. Don Zimmerman from the Motorola Co. Mr. Zimmerman explained inter department radio service "Local Govern- ment Frequency" and that the city building would be the logical place to erect the equipment with the control center in the Police station. Approximate cost for four. vehicles and one fire truck would be $4,490.00 Discussion. Alderman Spencer moves that the city advertise for bids to be received in the City Clerk's office by 5:00 P. M., July 11 and opened at the Council meeting on that date. Alderman Yerbic seconds this motion. Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer, Ellis, Long, Sepich, Jacobs, Svob, -Farr, Howard., 8z Rusnak. NAY None. Carried. Special committee reports. Communications Letter from Division of Highways stating that radar speed checks would be made on North Main Street - (Rte. 78) in June. Same to be filed. Request from D.A.V. to hold Forget-Me-Not Drive on Aug. 19, 1967. Alderman Jacobs moves, Alderman Spencer seconds motion to grant the request. Carried by voice vote. Request from A.C.I. to hold sidewalk days on July 12 and 13, 1967. Alderman George moves, Alderman Danner seconds motion that the request be granted. Motion carried. Report from the Fulton County Housing Authority regarding the taxes a=the taxes on the property on East Oak St. (recently annexed to City) and the proposed site for the new housing project. Alderman`Farr moves, Alderman Svob seconds motion that the City Attorney check this matter. Carried by voice vote. Old business. Mayor pro tem Howard announced the meeting of the Illinois Municipal League House Com. on Municipalities and Senate'Committee on Municipal Corporation to be held June 20 in Springfield and that Mayor Woods was attending this meeting. New business. Appropriation Ordinance. Alderman Jacobs moves, Alderman George seconds motion that the Ordinance be read by Title only. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Long, Ellis, Spencer, Yerbic, Danner, and George. NAY: None. Carried. Alderman. Jacobs moves, Alderman Danner seconds ,motion to place the Ordinance on its passage. Letter to TP&'WRR from Ill. Commerce Commission regarding flashing light signals at grade crossin# to Truax Traer Haul Road west. of Canton. Same to be filed. Resolution and Highway Permit issued from Division of Highways for proposed sidewalk on North Main Street presented. Alderman Jacobs moves, Alderman Danner seconds that the Resolution and Permit be signed by proper authorities and forwarded- to Division of Highways. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Long, 'Ellis, Spencer, Yerbic, Danner, and George. NAY:. None. Motion carried. Resolution No. 457• Alderman Jacobs moves that the City advertise for bids to be received by 5:00 P. M. on Julyfland opened at Council meeting that date -- bids to be advertised in two ways: walk'on east side and walk on both sides, N. Main St. from the existing walk to City Limits. Alderman. Svob seconds this motion. Discussion. Roll Call vote. AYE: Aldermen George," Danners Yerbic, Spencer, Ellis, Long, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None. Carried. Alderman Ellis moves that the City Attorney be instructed to draw an Ordinance of amendment to enable the present 11 June 20, 1967, Cont. (2) emergency to be taken care of and a second amendment to make it mandatory for property owners to build own sidewalks. Alderman Farr seconds this motion. Voice vote. AYE: (11 ANES and 1 NAY (Alderman George) . Carried. Alderman George stated that the Board of Local Improvements should make sure that sidewalks are built at the time new streets are built. Letter from the Sanitary Water Board approving the extension of sanitary sewer on Gettysburg Drive. Same to be filed. First reading of an Ordinance providing an annual salary of $900.00 per year for Civil Defense Director. Alderman Svob moves, Alderman Long seconds motion to sus- pend the rules. Roil call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Long, Ellis, Spencer, Yerbic, Danner, and George. NAY: None. Alderman Svob moves, Alderman Ellis seconds motion to place the Ordinance on its passage. Roll call vote. Mayor pro tem Howard announced that Chester Miller, Superintendent of the Waste Water Treatment Plant received first place award for operators at the Illinois - Wisc-onsin-Minnesota Central States Water Pollution Control Association and congratulated Mr. Miller for such an honor. Mr. Miller said the City of Canton plant is one of the 900 plants in this region. Bonds, approved by the Finance Committee, with the Trans-America-. Insurance Co., each in the amount of $1,000.00 for Charles Weed, Zoning Enforcing Officer and Eldon Myers, Street Superintendent., Alderman Spencer moves, Alderman Danner seconds motion to accept same and place on file, Voice vote. AYE: Carried. Appointment of John Coleman to fill the unexpired term of Rev. Claire Harris on the Appeals Board. Alderman Long moves, Alderman Sepich seconds motion that this appoint- ment be confirmed. Carried by voice vote. Life guards appointed for the season; Gary Bill, Beth Steinkamp, Linda Weaver, and Dermis Weaver. Alderman Jacobs moves, Alderman Sepich seconds motion that these appointments be accepted. Voice vote. AYE: Carried. Notice from the Board of Fire and Police Commissioners of the appointment of Wm. F. Bourke as Police Patrolman, effective June 24, 1967. Same to be filed. Alderman Rusnak moves that the City Clerk be instructed to open bids for the storage building, Alderman Svob seconds motion. Carried by voice vote. Bids opened: Morton Builders and Tazewell Builders Supply Co. Mr. Dave Taylor, representing the Tazewell Builders Supply Co. described the type of building he had bid on. Alderman Danner moves, Alderman George seconds motion that the bids be referred to the Build- ing and Grounds Committee for study. Carried by voice vote. Announcement of a Conference for newly elected officials to be held in Springfield July 15 and 16. Alderman George reported that many complaints had been received regarding weeds. After general discussion, Alderman George recommended that each Alderman check on his own ward. Alderman Ellis moves, Alderman Yerbic seconds motion to adjourn. Voice vote. Carried.
