HomeMy WebLinkAbout05-16-1967 Council Meeting Minutes F 4 May 16, 1967 Canton City Council held a regular meeting on May 16, 1967 in the City Council Chamber. Mayor Woods called the meeting to order at 7:05 P. M. Present for roll call: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. Absent: None. Pledge of Allegiance was followed by Prayer by Alderman Danner. Alderman Kroell moves, Alderman Yerbic seconds motion to accept the minutes of the previous meeting, as presented, and place on file. Voice vote. Carried. Because of the large attendance of spectators in the Council Chamber, Alderman Howard moves, Alderman George seconds motion that the report of the Planning and Zoning Commission be next item on agenda. Carried by Voice vote. Report of the Planning and Zoning Commission read: that the real estate located on the south side of the 900 and 1000 blocks on East Oak Street be rezoned from a R-1 (single family) to a R-4 (multiple family) residential classification; and the real estate on the south side of the 1300 block of East Ash Street did not recommends rezoning from an R-2 (single family) to a R-4 (multiple family) residential classification. Alderman Ellis moves, Alderman Jacobs seconds motion that the Council concur with the report of the Planning and Zoning Commission. Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, .Skinner, Sepich, Hacobs, Svob, Farr, Howard, and Rusnak. NAY: None.Carried. Alderman Jacobs thanked the Mayor for being appointed to the Planning and Zoning Commission,also thanked all the interested citizens who made their views known at the meeting of the Commission on May 15 and again attended the Council meeting. Mayor Woods made the following appointments: Alderman Svob, Chairman of the Police and Legal and adding Aldermen Rusnak and Danner to that committee. Alder- man Long moves, Alderman Kroell seconds motion to confirm these appointments. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. NAY: None. Carried. Mayor Woods called for reports of standing committees. Announcement of the Water and Sewer Committee immediately following the Council meeting made by Alderman Long. Special Committees. Mayor Woods reported that an estimated cost of laying sidewalk on North Main St., approximately 3460 feet would be $13,000.00. A meeting of the Finance Committee to be held as per handling this expense. Communications. Letter from the Association of Commerce and Industry commending the City of Canton and its personnel for the fine cooperation given at time of the May Festival Days. Letter to be filed. Request from Seventh Day Adventist Church requesting Tag Day on June 30, 1967. Alderman George moves, Alderman Svob seconds motion to grant permission to hold the tag day. Letter to be filed. Request from the Cub Scout Troup No. 104 to hold an ice cream social in Jones Park June 23, 1967. Alderman Svob moves, Alderman Jacobs seconds motion to grant this permission. Carried by voice vote. Request for Poppy day by American Legion Aux. May 19 and 202 1967. Alderman Spencer moves, Alderman Sepich seconds motion to grant same. Carried by voice vote. Thank you note from the family of S. E. Gustine, former Mayor for flowers sent at time of his death. Letter from the Civil Defense Director, Edward L. Sale, thanking the City of Canton for the cooperation received at time of a tornado alert on May 7, 1967. Same to be filed. May 16, 1967, Cont. (2) Letter from Chief of Police Kenneth Lindzey regarding the work carried out by the Police Department. Alderman Farr reported for the Police and Legal Committee for the past year and gave statistics showing the work accomplished in the Police Department; also showed photostatic copies of records sent to the F. B. I. Alderman Howard commended the Police, Street, Water and Sewer and all Departments within the City and wished that the message be taken back to the citizens that the Council is well satisfied with the employees. Alderman Howard moves that this Council commend all City employees for the work they have done4,seconded by Alder- man Jacobs. Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer, Kroell.) Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None. Carried. Letter from the Division of Highways, approving the engineering cost, ffi7sOQO 00 fqr the improvement of West Vine Street (46CS). Motor Fuel Tax Audit for 1966 presented to the Council. Alderman Jacobs moves, Alderman Danner seconds motion to accept same and place on file. Carried, voice vote. 01d business. Inquiry if fluroide had been placed in the City water system made by Alderman Danner, same has not been done. Alderman Howard recommended that the public be notified when this work is to be done. J Need for storage garage for City equipment made by Alderman Rusnak who moves that the City Clerk be instructed to advertise for bids for a 52t x 801 steel pole bldg., bids to be received by 5:00 P. M. June 6, 1967, Alderman Long seconds this motion. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. NAY: None. Carried. Bonds with the Transamerica Insurance Co., each in the amount of $1,000.00 approved by the Finance Committee/for Lawrence McMunn, City Attorney; Howard Gibbons, City Engineer; George Meacl yeas. of Fire Dept. and Charlotte Phillips, Secretary to the Mayor. Alderman Howard moves, Alderman Farr seconds motion to accept same and place on file. Voice vote. Ca rried. Alderman Sepich inquired if 'the City Attorney had any further progress to report on the Flowers case in court -- nothing new has developed. Resolution for proposed street improvement on Locust Street from Main Street to Fifth Avenue and on Fifth Avenue from Locust Street to Linn Street (60CS), approx- imate construction cost $700,000.00, engineering cost $38,000.00. Alderman Long moves, Alderman Skinner seconds motion to adopt this Resolution. Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, Skinner, Sep- ich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None. Carried. This being #453. Agreement with the Division of Highways for street maintenance for Routes 9 and 78, in the amount of $741.114 for the year ending June 30, 1967. Alderman Yerbic mores, Alderman Rusnak seconds motion that the Mayor and City Clerk be authorized to enter into this Agreement. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. NAY: None. Agreement No. 129. Resolutions in recognition of faithful and devoted service to the community for S. E. Gustine, Mayor from 1941 to 1945 and Fred E. Hand, Alderman from 1949 to 1953 Presented. Alderman Danner moves, Alderman Yerbic seconds motion to adopt the Resolutions and send members of the families a copy of same. Carried by a Voice vote. Resolutions no 454 and 455. i Mayor Woods thanked the Council and friends for the flowers, cards and courtesy s mm while his wife is a patient in the hospital. Alderman Jacobs requested that the City of Bushnell be notified that the terraces on Avenue D were in bad shape and an opening left uncovered at Avenue D and Pine Street should be taken care of, also to inquire what type of grass seed had been sown on the terraces instead of resodding. Alderman Lon re ort d terraces on North Eleventh Avenue were being repaired in t9e n9ar ?9turtheat, and it was also stated that this repair work includes the area north of Bradley ccrners. Bids from Miller Construction Co. $16,919.00, from Pschirrer Coal and Asphalt Co. $16,725.00, Alderman Yerbic moves, Alderman Kroell seconds motion that these bids be referred to the Street and Alley Committee and report to the Council. Motion carried. Alderman Howard thanked the citizens for attending the Council meeting and they were invited to attend any future meetings.
