HomeMy WebLinkAbout04-04-1967 Council Meeting Minutes 464 Apr. 4, 1967 Canton City Council held a regular Council meeting on April 4, 1967 in the -City Council Chamber. Mayor Woods called the meeting to order at 7:02 P. M. Present for roll call: Aldermen Howard, Rusnak, Farr, Whitehead, Jacobs, Long, Skinner, Kroell, Ellis, Yerbic, Spencer, George', and Danner. Alderman Svob arriving at 7:06 P. M. Absent: None. Pledge of Allegiance was followed by Prayer by Alderman Danner. Motion by Alderman Kroell, seconded by Alderman Yerbic to accept the minutes of the previous meeting and place on file. Voice vote. AYE: Unanimous. Petition containing 138 signatures of property owners objecting to the proposed location of the law income housing project. (vicinity of Ash St. and 14th Ave.). Alderman George makes motion, Alderman Danner seconds same, to refer this Petition to the Planning and Zoning Committee for study. Voice vote. AYE: Unanimous. This being Petition No. 141. Bills for the month of March were read.' Motion by Alderman Long, seconded by Alderman Farr that all bills properly approved be allowed for payment. Roll call vote. AYE: Unanimous. Repbrts of officers read. Alderman Jacobs moves, Alderman Whitehead seconds motion to accept same and place on file. Voice vote. AYE: Unanimous. Alderman Svob arriving in Council Chamber at 7:06 P. M. Mayor Woods called for reports of standing committees. Alderman Long reported on bids for pipe for new water lines and moves that the lowest regponsible bidder, Nelson Utility Sales Co. be given the order -- bid price $11,876.00. Alderman Kroell seconds mme. Roll call vote. AYE: Unanimous. Report of meeting with the Association of Commerce and Industry regarding parking problems in the City. Alderman Ellis makes a motiof that an Ordinance be drafted that the first ticket given be yellow, cost of 50¢ for first hour and if not paid within one week, the charge would be 52.50, second ticket given be red, cost of $1.00 for first hour and if not paid within one week the charge would be $5.00; Alderman Jacobs seconds this motion. General discussion. Roll call vote on the motion. AYE: Aldermen Danner, George, Ellis, Kroell, Skinner, Long, Jacobs, Whitehead, Farr, Svob, Rusnak, and Howard. NAY: Aldermen Spencer and Yerbic. (12 AYES and 2 NAYS). Carried. Report of the Police 'and Legal Committee by Alderman Farr of some of the problems to be solved. Announcement of the Lake Development Committee by Alderman Jacobs for a meeting to be held Thursday, Apr. 6, 6:30 P. M. Breakdown of the sanitary landfill tractor reported by Alderman Whitehead, who also reported that out of town people were using the fill. Alderman Whitehead reported the landfill should be fenced. Mayor Woods called for reports of special committees. Communications to Council. Thank you note from the family of Mrs. Mary A. Ward. Request from the C.I.P.S.Co for use of the terrace on south side of their building for parking facilities for employees. (This surface to be gravelled). Alderman Jacobs moves, Alderman Spencer seconds motion that the request be granted. Voice vote. AYE: Unanimous. Request by Alderman Howard to have the lights replaced on the sign at Mapleton. New business. First presentation of three Ordinances: Housing Code, Building Code and Fire Prevention Code, Alderman Howard moves that these Ordinances be read by Title only, since each Alderman had received a copy and they had been advertised in the local newspaper. Alderman Long seconds this motion. Voice vote. AYE: Unanimous. 465 Housing Code Ordinance" read by Title. Alderman Howard mo s,'Aljncg 7n' Cont. (2) Farr seconds motion to suspend the rules. Roll call vote. AYE: Unanimous. Alderman Danner moves to place the Ordinance on its passage, seconded by Alderman Yerbic. Roll call vote. AYE: Unanimous. This being Ordinance No. 200. "Building Code" Ordinance read by Title. Alderman Howard moves, Alderman Rusnak seconds motion to suspend the rules. Roll call vote. AYE: Unanimous. Alderman Yerbic moves, Alderman Kroell seconds motion to place this Ordinance on its passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 201. "Fire Prevention Codd" Ordinance read by Title. Motion by Alderman Howard to suspend the rules, seconded by Alderman Spencer. Roll call vote. AYE: Unanimous. Motion by Alderman Farr, seconded by Alderman Svob to place this Ordinance on its passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 202. Request by the Junior Sportsman League to hold a tag day on May 6 for the benefit of 'little boys in the community who need uniforms to play in the little ball leagues during the summer. Motion by Alderman Spencer, seconded by Alderman Yer- bic to grant this permission. Voice vote. AYE: Unanimous. Request from Mr. John Davidson, representing the Y. M. C. A. to use a portion of the ground now rented by the Motorcycle Club for use of day camp for boys. Alder- ww; magi Howard moves, Alderman Ellis seconds motion to refer this matter to the Lake Development Committee and report to the next Council meeting. Voice vote. AYE: Unanimous.
