HomeMy WebLinkAbout03-21-1967 Council Meeting Minutes fi 462 March 21, 1967 Cantor_ City Council held a regular meeting March 21, 1967 in the City Council Chamber. Mayor Woods called the meeting to order-at 7:01 P. M. Present for roll call: Aldermen Howard, Rusnak, Svob, Whitehead, Jacobs, Long, Skinner, Kroell, Ellis, Yerbic, Spencer, and George. Absent: Aldermen Farr and Danner._. Army Pledge of Allegiance was followed by Prayer by the Salvation^Captain Baize. Motion by Alderman Kroell, seconded by Alderman Yerbic to accept the minutes of the previous meeting and place on file. Unanimous voice vote. Mayor Woods called for reports of standing committees. Retort on bids for water pipe, fittings, valves, etc. by Alderman Long who reported that due to unf orseen things in the bids, they should be held over until the next meeting. Motion by Alderman Ellis to draft an Ordinance -to increase parking meter rates to 5¢ for one-half hour and 10¢ for one hour, fine to be increased to $1.00, in order to increase the City's revenue. Alderman Long seconds this motion. Roll call vote. AYE: Aldermen George, Spencer, Yerbic, Ellis, Kroell, Long, Jacobs, Whitehead, Svob, Rusnak, and Howard. NAY: Alderman Skinner. (11 AYES and 1 NAY) . Carried. Report by Mayor Woods of the Municipal League, Board of Directors meeting in. Urbana on April 8. Alderman Howard makes motion that the Council approve the attendance of the Mayor and that his expenses be allowed. Alderman Rusnak seconds motion. Voice vote. AYE: Unanimous. Mayor Woods called for reports of special committees. Alderman Howard, reporting for the "pay increase for employees" committee gave the following recommendations: City pay 60% of hospital insurance premium by group policy, including employee and dependents. Vacation schedules: 1 years ' employment, 1 week; 3 years ' employment, 2 weeks; 10 years' employment, 3 weeks; 15 years ' employment 4 weeks. Triage Increases. All Department heads receive .; 15.00 per week. Sergeants and assistant Chiefs ­113.00 per week. Policemen, to to 5 years, :$8.00 per week, 5 years and after-- $10.00 per week. Firemen up to 5 years -- $8.00 per week, 5 years and after $10.00 per week. Truck drivers -- $8.00 per week. Machine Operators -- $10.00 per week. Water Plant Operators -- up to 5 years $8.00 per week, Certified Operators ° 10.00 per week-. Sewer Plant Operators -- $8.00; certified operators -- $10.00 per week. Meter Readers -- up to 5 years -- $5.00 per week. 5 years and after -- $8.00 per week. Garbage -- $6.00 per week. Radio Operators up to 5 years, $5.00 per week. 5 years and after, $8.00 per week. City Attorney -- $15.00 per week. City Engineer - $15.00 per week. Assistant City Engineer -- $7.00 per week.' Cashier, Water Dept. $10.00 per week. Mayor's Secretary -- 8 hours a day, 5 days-a week, $5.00 per week. Comfort Station Attendant -- $5.00 per week. Building ' Grounds Custodian -- $5.00 per week. Communications to Council. Thank you note from the Wilkinson family for flowers. Letter from the A.C. I. regarding the May Festival Days, May 10 through 13 -- re- questing use of the east side of the square, and the north island on the square. Letter from Crawf ord, Bunte, and Roden regarding traffic count on Fifth Avenue, Linn Street and also on Elm Street. Same to be filed. Old business. Alderman Kroell inquired about repair of railroad crossings and was inf ormed same would be repaired as soon as weather settled. t; i 46 March 21, 1967, Cont. (2) Fluoridation of city water Ordinance ready for second reading. Motion by Alder- man Howard that Ordinance be read by "Titl€" only, seconded by Alderman George. Roll call vote. AYE: Unanimous. Dr. Ragsdale and Alderman Svob spoke to the Council, recommending the passage of this Ordinance. Motion by Alderman Lomg, seconded by Alderman Yerbic that the Ordinance be placed on its passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 199. New business. Bond for Howard Williams, Jr'., Auxiliary Policeman, $1,000.00 with the Trans- america Insurance Co., approved by Finance Committee presented. Motion to Alder- man Yerbic to accept same and place on file. Alderman Jacobs seconds this motion. Voice vote. AYE: Unanimous. Motion by Alderman Ellis, seconded by Alderman Jacobs that the Mayor be directed to notify the Fire and Police Commission to conduct examInations for these de- partments. Voice vote. AYE: Unanimous. Civil Defense Emergency Equipment: Captain Baize from the Salvation Army reported that their part in the community was to 10 relieve suffering whenever and wherever possible and stated that the Federal Government was walling to provide a 200-bed ;eJ emergency unit (the Junior High School gym available for the beds, but a place must be provided"for a revolving stock of medical supplies, requiring space of approximately 351x 401) . Mr. Robert Hagie from the State Health Department and Dan Swickard reported there were 66 such units in the State, each with a valuation of about $45,000.00 equipment. Alderman Howard makes a motion, Alderman Ellis seconds same to refer to the Civil Defense and Building and Grounds Committees, with power to act to achieve this project. Roll call vote. AYE: Unanimous. Alderman Howard reported that marry sidewalks in the City were in bad shape -- "this is the property owners responsibility bo repair same. The'City Attorney is to be advised by the City Engineer of existing bad walks and City Attorney to notify owners to repair same. Question about progress on sidewalks on North Main Street. Alderman Jacobs stated that repairs to sidewalks should be of concrete. Alderman Spencer inquired what could be done regarding bad curbs in the City. City-of Canton under obligation to repair same Street Superintendent, City Engineer or Street and Alley Chairman to be notified. Forms can be provided for this work. Motion by Alderman Jacobs, seconded by Alderman Uhitehead to adjourn. Voice vote. AYE: Unanimous. Canton City Council adjourns at 7:55 P. M. City Clerk l
