HomeMy WebLinkAbout12-06-1966 Council Meeting Minutes 4 448 Dec. 6, 1966 Canton City Council held a regular meeting on Dec. 6, 1966 in the City Council Chamber. Mayor Woods called the meeting to order at 7s00 P. M. Present for Roll Calls Aldermen Howard, Rusnak, Farr, Whitehead, Jacobs, Long, Kroell, Ellis, Yerbic, Spencer, George, and Danner. Absents Aldermen Svob and Skinner. Pledge of Allegiance was followed by invocation by Alderman Danner. Alderman Kroell moves, Alderman Jacobs seconds motion that the minutes of the previous meeting be accepted as presented and placed on file. Voice vote, AYE: Unanimous. Petition with thirty-seven signatures requesting a stop sign to be placed at Hickory* Street and Third Avenue. Alderman Long moves, Alderman Whitehead seconds motion to refer same to the Traffic Committee for study and report. Voice vote. AYE: Unanimous. No. 136. Alderman Long moves; Alderman Yerbic seconds motion that all bills properly approved by the various committees be allowed for payment. Roll call vote. AYE: Unanimous. Reports of officers read. Alderman Long moves, Alderman Spencer seconds motion to accept same and place on file. Voice vote. AYE: Unanimous. Mayor Woods called for reports of standing committees. Alderman Long asked that Mr. Ritchie from the Crawford, Murphy& Ti11y Engineering Firm explain the proposed bid for clarifier" work at the water plant as made by the Caldwell Engineering Co. (this firm proposed doing the work on a time and material basis and if that figure was lower than the bid price, the City and Caldwell Eng- ineering Firm would share in the difference of,. cos* The consulting engineering firm has suggested that this plan would be advisable.. Alderman Farr moves, Alder- man Ellis seconds motion to refer this matter to the Water & Sewer Committee and the engineer for study and report their decision to the next Council meeting. Voice vote. AYE: Unanimous. Alderman Ellis announced a Traffic Committee meeting 4:00 P. M. Dec. 8', 1966 in the City Bldg. to discuss traffic hazards at Hickory and Main Streets and adding a stop sign at Third Avenue and Hickory Street. Alderman Ellis moves, Alderman Jacobs seconds motion that the Mayor and City Clerk be authorized to enter into a contract with Homer Electric Co: for installa- tion of the traffic lights on Main and Ash Streets. Roll call vote. AYE: Unanimous. Alderman Danner reported on an old claim (Oct. 1965) for Ed. Zaborac, 20 Stonegate Drive for damages to shrubbery by the Johnstone Construction Co. This claim has been referred from one insurance company to another. Alderman Danner moves, Alder- man Yerbic seconds motion to allow this claim. Roll call vote. AYE: Unanimous. Meeting of the Lake Development Committee immediately following the Council meeting announced by Alderman Jacobs. Mayor Woods called for reports of special committees. Fulton County Safety Board, report of meeting by Alderman Farr, one of the tiae- presidents, who stated that some means of alerting traffic of deer crossing should be made. Mayor Woods reported on a meeting of the Urban Renewal, Federal Housing Agency, and HUD on Dec. 6 -- these agencies hate approved twa sites each for low income homes and for the homes for elderly, but Canton must update building codes before the pro- gram will be approved. Building codes that will meet with the approval of the HUD can be prepared for $750.00. Alderman Kroell moves, Alderman Yerbic seconds motion that the Mayor be instructed to enter into a contract to draft the proper codes and send for approval of the HUD. Roll call vote: AYE: Aldermen Rusnak, Farr, White- head, Long, Kroell, Yerbic, and Spencer. ' NAY: Aldermen Howard, Jacobs, Ellis, George, and Danner. (7 AYES and 5 NAYS) . Mayor Woods voting "AYE". Motion carried. Communications to Council. Thank you notes from Aldermen Svob and Whitehead for flowers. To be filed. Resignation of Albert Scott from'the Fire and Police Commission because of conflict with his work. Same to be filed. 444 Dec. 6, 1966, Cont. (2) Board of Fire and Police Commissioners recommended temporary appointment of Harold Sherwin Gilpin as Police Patrcfman while Chester Phillips is on sick leave. To be filed. Old business New business Basement for construction of a thirty-inch storm sewer on the-Gordon W. and Leroy S. Linn property read. Alderman Yerbic moves, Alderman-George seconds motion that the Mayor and City_Clerk be authorized to sign this agreement on behalf of the City of Canton. Roll call vote. AYE: Unanimous. Judges for the 1967 elections and voting places for each ward-to be announced at the next Council meeting. Mayor Woods appointed Attorney .Ralph Froehling to replace Albert Scott on'the Board of Fire and Police Commission and William Bourke as Traffic Officer, Alderman Farr moves, Alderman Yerbic sec_onds'motion that these appointments be confirmed.
