Mayor Woods called meeting to order at 7:00 P. M. Present for Roll Call:' Aldermen Howard, Rusnak, Duncan, Farr, Whitehead, Jacobs, Long, Kroell, Ellis, Yerbic, Spencer, George, and Danner. Absent: Alderman Skinner. Pledge of Allegiance was followed by Prayer by Alderman Danner. Alderman Kroell moves and Alderman Rusnak seconds motion that the minutes of the previous meetiiig be accepted and placed on file. Voice vote. AYE: Unanimous. Petition, signed by five property owners, requesting blacktop street on Seventh Avenue from Elm to pine Streets. Alderman Long moves and Alderman Spencer seconds wi motion to refer this Petition to the Board of Local Improvements. Voice vote. AYE: Unanimous. Bills for the month of March were read. Alderman Long moves and Alderman Yerbic seconds motion that all bills properly approved be all-owed for payment. Roll call vote. AYE: Unanimous. Reports of officers read. Alderman Kroell moves and Alderman Jacobs seconds motion that same be accepted and placed on file. Voice vote. AYE: Unanimous. Mayor Woods called for reports of standing committees. Alderman Long reported that representatives of Infilco Co. recommended a larger accelerator to be placed west of the present ones. Alderman Long moves that the Council employ a resident engineer to inquire about the installation of a 2000- gallon per minute accelerator. Alderman Farr seconds this motion. Roll call vote. AYE: Unanimous. Federal matching funds could be available for the installation of the 601, sewer project providing the plans and specifications are ready and there are funds re- maining at the end of the Federal Grant Fiscal year. Alderman Howard moves and Alderman Long seconds motion that the Mayor and Mr. Murphy or one of the Crawford, Murphy & Tilly Engineering Co. meet with the Federal Committee in Chicago. Roll call vote. AYE: Unanimous. Quotations for water pipe will be available for the next meeting for the install- ation of water to the Northview Manor addition was reported by Alderman Long. Trailer ordinance will be ready for presentation at the next Council meeting was reported by Alderman Kroell.. c Liberty Place from Third Avenue to Eleventh Avenue has been replaced in good con- dition after the Bushnell gas line was installed, but more gravel should be applied soon -- reported by Alderman George. Traffic lights on Main and Locust' Streets were disconnected until the street signs have been painted -- reported by Alderman Ellis. Mayor Woods called for reports of special committees. Alderman Danner reDbrted that considerable work had been done on the redistricting of the Cityls wards, working with the City Directory to determine the number of persons on each "street, a report may be ready for May 1 meeting. Municipal Association of Central Region quarterly meeting will be held June 8 in Canton. Mayor Woods appointed a committee for this occasion: Aldermen George, Howard, Spencer, Rusnak, Danner, Farr, and Kroell. Mr. Klassen from the ?dept. of Public Health will be the speaker. Mayor Woods informed the Council of the Community Forum dinner to be held April 21 at Wee-Ma-Tuk Hills 6:30 P. M., $3.50, with a workshop to be held from 7:30 P. M. to 10:00 P. M. A list of those planning to attend was made. Mayor Woods called for communications to the Council. Letter from Louis M. Sepich complaining of the Flowers Trucking Co. operating in an R-2 Zoning district. Alderman Howard moves and Alderman George seconds motion to refer this matter to the City Attorney and the Police and Legal Committee for study. Voice vote. AYE: Unanimous. 403 Apr. 5, 1966, Cont. (2) Letter from Dept. of Health, Education, and Welfare requesting that more sewer taps be connected before the final payment on the Federal Grant is made. Mayor Woods to write to Mr. Schneider, Chief Officer. Request from the American Legion Auxiliary to hold Poppy Day on May 27 and 28, 1966. Alderman Jacobs moves and Alderman Spencer seconds motion to grant this request. Voice vote. AYE: Unanimous. Letter from , Mr. Eli Byrum, Chairman of the Planning and Zoning Commission requesting more cooperation from the City Officers. Letter to be placed on file.. Report from Board of Fire and Police Commissioners stating that George Meachamts temporary appointment has been extended to May 18, 1966 or until Rodney Beadles is able to reutrn to work. Same to be filed. Agreement with G. L. Crawford and Associates, Traffic Engineers, as revised, read by the City Attorney. Alderman Ellis moves and Alderman Yerbic seconds motion that the Mayor and City Clerk be instructed to enter into this agreement. Roll call vote. AYE: Aldermen Howard, Rusnak, Duncan, Farr, Whitehead, Long, Kroell, Ellis, Yerbic, George, and Danner. NAY: Aldermen Jacobs and Spencer. (11 AYES and 2 NAYS). Motion carried. #10 rw Bond with the Transamerica Insurance Co. for $1000.00 for Raymond Wefenstette, Aux. Policeman, properly approved by the Finance Committee presented to Council. Alderman Howard and Alderman Farr seconds motion that same be accepted and placed on file. Voice vote. AYE: Unanimous. Ordinance pertaining to increase in salaries. Alderman George moves and Alder- man Duncan seconds motion to refer this Ordinance to the Finance Committee for further study. Voice vote. AYE: Unanimous. Meeting of the Mayor and Finance Committee to be held on April 7, 1966, 4:00 P. M. First reading of an Ordinance pertaining to regular meeting of the City Council. Same to lay over. Mayor Woods appointed Mrs. JoAnn Freiley and Leon Otto as School Crossing Guards. Alderman Long moves and Alderman Ellis seconds motion that these appointments be confirmed. Voice vote. AYE: Unanimous. Mayor Woods reported on the meeting on Tourism held on April 30 in Peoria. He said that the state matches funds with communities that participate in the Tourism program. This District comprises about five counties and Canton's share of the program would be approximately $500.00 ($1750.00 for Fulton Co.). Alderman Spencer moves and Alderman Farr seconds motion that the City contribute $500.00 toward this program. Roll call vote. AYE: Aldermen Danner, George, Spencer, Yerbic, Kroell, Long, Jacobs, Whitehead, Farr, Duncan, Rusnak, and Howard. NAY: Alderman Ellis. (12 AYES and 1 NAY). Motion carried. Report on the progress of the Neighborhood Workable Program was given by Mr. Sheridan and Mr. Morrow. Mr. Sheridan stated that this long range program could include installation of sewers, storm sewers, streets, additional lighting facilities, etc. through this comprehensive plan for help by Federal Grant. He asked that the City Council enter into an agreement for this workable program. Alderman George moves that the City Attorney draft a resolution approving the workable program. Motion withdrawn and a recess to be declared while City Attorney McMunn was excused from Council_ Chamber to draft the Resolution. A trailer on N. 12th Ave. has been placed on a lot in violation of zoning Ordinance., no permit from Zoning Enforcing Officer, and has :improper sewer connection. A neighbor cannot receive an FH& loan because of this situation. Alderman George moves and Alderman Jacobs seconds motion to refer this matter to Police 8c Legal Com. with power to act and report next meeting. Voice vote. AYE: Unanimous. Alderman Howard inquired what procedures would be necessary to open North Fourth Avenue as a street, and moves that the Mayor, Traffic Committee, Street and Alley Committee, City Attorney and Traffic Committee meet with the School and Park Boards to work out a solution. Alderman Farr seconds this motion. Voice vote. AYE: Unanimous. 404 Apr. 5, 1966, Cont. (3) Mayor Woods declared a recessaat 8:50 P. "M. while the Resolution pertaining to the Workable Program was being drafted by the City Attorney. Council reconvened at 9:01 P. M. Resolution for the "Workable Program" read. Alderman Danner moves and Alderman Long seconds motion that the Council adopt this Resolution°. Roll call vote. AYE: Unanimous. This being Resolution No. 423. Alderman Duncan moves and Alderman Rusnak seconds motion to adjourn. Voice vote. AYE: Unanimous. Canton City Council adjourns at 9:03 P.- M. ity C er
