HomeMy WebLinkAbout03-15-1966 Council Meeting Minutes r 406 March 15, 1966 Canton City Council held a regular meeting on March 15, 1965 in the City Council Chamber. Mayor Woods called the meeting to order at 7:00 P. M. Present for roll call Aldermen Howard, Rusnak, Duncan, Farr, Whitehead, Jacobs, Long, Kroell, Ellis, Yerbic, Spencer, George and Danner. Absent: Alderman Skinner. Pledge of Allegiance was followed by Prayer by Alderman Danner, Alderman Long moves and Alderman Jacobs seconds motion to accept the minutes of the previous meeting as presented. Voice vote. AYE: Unanimous. Mayor Woods called for reports of standing committees. Plans and specifications are ready to advertise for bids on the 6011 sewer line and the sewer work around the Graham Hospital area provided that easements are all in order was reported by Alderman Long. Alderman Howard moves and Alderman Long seconds motion to pay Mr. Russell a down payment of $500.00 to make the easement with him binding. Roll call vote. AYE: Unanimous. City Attorney McMunn stated there was still one easement not signed. Lake Development Committee; Chairman Alderman Jacobs reported that the beach was ready to open but roads were in bad condition; plans are being made to lay out eighteen or twenty more lots for lease; a telephone to be installed at the beach; plans for new picnic tables; water fountain for public ytse. Alderman Jacobs reported there was some funds remaining the lease account from last year and that opening new lots would assist in paying for beach improvements. No changes in laws regarding boating or fishing and fishing should be exceptionally good for two or three years. Alderman George reported that in the past, the Street and Alley Department employees assisted with the work on the beach road. Alderman Kroell reported that a workable trailer ordinance would soon be ready for the Council. Traffic Engineer to study several areas as soon as he reports to work on the traffic contract was requested by Alderman Ellis. Alderman Essis stated that the article appearing in the Canton Daily Ledger was very misleading to the general public who were not informed of the hours the various committees spend each week to maintain a good operating City. Police and Legal Committee has considered the purchase of the citizens band radio to be operated through the police station. State laws regarding the reflectorized stop and yield-right-of-way signs would cost the City over $6,186.50 to purchase new signs but Alderman George stated it will be possible to paint our present signs for considerably less; street name markings are to be green with white and the best metal paint has been ordered for this work. Alderman Howard asked the City Clerk for a report of requests for tree planting forms. (two copies of the list of trees available have been given) . Mayor Woods called for reports of special committees. Mayor Woods called for correspondence to the Council. Letter from Wiegand & Storrer, Inc. regarding the damage claim for trees and shrubs for Mr. Alvin Bishop, 1920 E. Chestnut St., releasing the claim of $113.60 withheld by the City of Canton for the Bishop claim. Alderman Spencer moves and Alderman Yerbic seconds motion that the City accept this claim for Mr. Bishop. Roll call vote. AYE: Aldermen Howard, Rusnak, Farr, Whitehead, Kroell, Ellis, Yerbic, Spencer, and Danner. NAY: Aldermen Duncan, Jacobs, Long, and George. (9 AYES and 4 NAYS). Motion carried. Mayor Woods called for unfinished business. Second reading of the no parking Ordinance. Alderman Ellis moves and Alderman Yerbic seconds motion to place this Ordinance on its passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 172. 401 Mayor Woods called for new business. March 15, 1966, Cont. (2) Resolution and Agreement for Traffic Engineering services with Geo. L. Crawford Registered- Professional Engineer (Agreement No. 62-20840) next item on agenda. Alderman Jacobs moves and Alderman George seconds motion that same be referred to the Finance and Traffic Committees for study and recommendation. Voice vote. AYE: Unanimous. - Bond with the Transamerica Insurance Co., in the amount of $1,000.00 for Mrs. Bonnie Howard, relief Police Department File Clerk, approved by the Finance Com- mittee presented. Alderman Danner moves, Alderman Jacobs seconds motion to accept this bond and place on file. Voice vote. AYE: Unanimous. Meeting of the Finance Committee and the Traffic Committee to be held immediately following the Council meeting was announced by Alderman Howard. Mayor Woods made the following appointments for the Workable Program for Community Improvement: Coordinator: Mayor W. Paul Woods Asst. Coordinator; Mayorts Secretary, Mrs. Charlotte Phillips Citizens Advisory Committee: Steering Committee: Capt.-Robert Baize, Chm. Frank Whitman Charles Bond Dick Dunberger Rev. Jack Braundneier Boyd Pickett Sub-Committees: Minority Group Housing, Relocation Housing Leonard 11ats on Howard Bill Foutch Public Information, Community Planning Program Jack Margraves Mrs. Alma Parker Mrs. Blanche Kennedy Codes, Adoption and Enforcement, Home Financing Luther Beck; Mrs. Lorraine Farr Don Hopper Urban Renewal and Public Housing, Capitol Improvements Gordon Linn Paul Gibbons. Alderman Spencer moves and Alderman Yerbic seconds motion to confirm these appointments. Roll call vote. AYE: Unanimous. Alderman Duncan moves, Alderman Yerbic seconds motion to adjourn. Voice vote.
