HomeMy WebLinkAbout01-04-1966 Council Meeting Minutes 385 Jan. 4, 1966 Canton� City Council held a regular meeting on Jan. 4, 1966 in the City Council Chamber. Mayor Woods called the meeting to order at 7:00 P. M. Present for Roll call: Aldermen Howard, Rusnak, Duncan, Farr, Whitehead, Jacobs, Long, Kroell, Ellis, Yerbic, Spencer, George, and Danner. Absent: Alderman Skinner. Pledge of Allegiance, was followed by Prayer by Alderman Danner. Minutes of previous meeting -- Alderman Long moves and Alderman Kroell seconds motion that the minutes be accepted as presented. Voice vote. AYE: Unanimous. Bills for December -- Alderman Kroell moves and Alderman Yerbic seconds motion that all bills properly approved be allowed for payment. Roll call vote. AYE: Unanimous. Reports of officers read. Alderman Long moves and Alderman Yerbic seconds motion to accept same and place on fib. Voice vote. AYE: Unanimous. Mayor Woods called for reports of standing committees. Traffic Committee Chairman, Alderman Ellis,stated that the committee had agreed not to recommend the placement of any more stop signs until advice from a com- CA petent traffic engineer had been obtained, but recommended Council action be taken for necessary steps to provide traffic lights at intersections of Main and Ash Streets, Main And Vine Streets, and Fifth Avenue and Chestnut Street; also recommended that Martin Avenue, Avenue A between Pine and Vine Streets, - Ash from Main Street to the new school and Walnut Street from Fifth Avenue to the City limits. Alderman Ellis also stated that the traffic signal for repair of signal light for Locust Street and First Avenue had been shipped and would soon be in service. Municipal Airport Committee Chairman, Alderman Kroell, stated that several meetings had been held and that he should soon have a report to make. Street and Alley Committee Chairman, Alderman George, commented on the Canton Daily Ledger editorial "This is our opinion" regarding the removal of ice and snow and stated that snow removal was first started in the vicinity of the Graham Hospital; he further stated that he thought Canton rated as one of the best cities. Mayor Woods called for reports of special committees. Mayor Woods called for communications to the Council. Resolution of Proclamation commending the Chicago Motor Club for the fine work program it carries. Alderman Ellis moves and Alderman Farr seconds motion to' adopt this Resolution. Roll call vote. AYE: Unanimous. This being Reso.No.417. Mayor Woods called for unfinished business. Mayor Woods called for new business. Bond with the Western Casualty and Surety Co., $1,000.00, Lloyd A. Williams, Police Patrolman, approved by the Finpnce Committee read. Alderman Howard moves and Alderman Rusnak seconds motion to accept this bond. Voice vote. AYE:Unanimous. Committee appoihtments -- Mayor Woods appointed Aldermen Danner, Spencer, Farr, and Rusnak to serve on committee to redistrict the City wards. Alderman Howard moves and Alderman Yerbic seconds motion that the appointments be accepted. Voice vote. AYE: Unanimous, Mayor Woods appointed Mr. Ed. Reinholtz on the Airport Committee and Miss Leatha Houston on the School Patrol. Alderman Long moves and Alderman Kroell seconds motion that the appointments be accepted. Voice vote. AYE: Unanimous. First reading of an Ordinance pertaining to annexation of Lot No. 20 in the C.H. Divilbiss Addition. Alderman Howard moves and Alderman Long seconds motion that the rules be suspended. Roll call vote. AYE: Unanimous. Alderman Howard moves and Alderman Jacobs seconds motion to place the Ordinance on its passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 167. First reading of an Ordinance pertaining to sewerage pipes laid in underground work (shall use either lead or rubber joints known as elastrametric compression- type gaskets, and the fee for plumbing permits to be $2.00 for each opening). 386 Jan. 4, 1966, Cont. (2) Alderman Long moves that the Council suspend"the rules because of the additional revenue, Alderman -Spencer seconds the motion. Roll call vote. AYE: 'Unanimous. Alderman Long moves and Alderman Kroell seconds motion to place the Onlmnce on . its passage. Roll call vote. AYE: Unanimous.- This being Ordinance No. 168. Discussion of the amount due to Wiegand & Storrer ($1,000.00). Mr. Ritchie from the Crawford, Murphy & Tilly Engineering Firm reported that there was one known claim outstanding against the contractor (Mr. Bi-shop, damage to trees $113.60). Mr. Ritchie recommended the payment of the balance of this bill of $1,000.00. Alderman Long moves and Alderman Ellis seconds motion that $886.40 be allowed and withhold the amount of $113.60 until Mr. Bishop's claim is settled. Dis- cussion. Roll call vote to allow the amount of $886.40. AYE: Aldermen Yerbic, Ellis, Kroell, Long, Jacobs, Whitehead, and Rusnak. NAY: Aldermen Danner, George, Spencer, Farr, Duncan, and Howard. (7 AYES and 6 NAYS). Motion carried. Holiday pay. Mayor Woods recommended that the- Finance Committee make study of same. Alderman George moves and Alderman Farr seconds motion that the Finance Committee meet and make recommendations regarding holiday pay. Voice vote. AYE: Unanimous, Alderman Duncan moves and Alderman Rusnak seconds motion to adjourn. Voice vote. AYE: Unanimous. Canton City Council adjourns at 7:49 P. M. -City Clerk
