HomeMy WebLinkAbout10-19-1965 Council Meeting Minutes j 371 Oct. 19, 1965 Canton City Council held a regular meeting on Oct. 19, 1965 in the City Council Chamber. Mayor Woods called the meeting -to order at 7:03 P. M. Present for Roll Call: Aldermen Howard, Rusnak, Duncan, -i'arr, Whitehead, Jacobs,_ Long, Skinner, Kroell, Ellis, Yerbic, Spencer, George, and Danner. Absent: None. Pledge of Allegiance was followed by Prayol'oy Alderman Danner. Alderman Ellis moves and Alderman Yerbic seconds motion that the minutes of the previous meeting be accepted as presented. Voice vote. AYE: Unanimous. Mayor Woods called for reports of standing conunittees. Alderman Long, report:i.nv for the Water and Sewer Comni.ttee stated that in a meet- ing with Mr. Ritchie from the Crawford, Murphy c'e Tilly Engineering, Firm., the entire plan of the project of the sewer from the vicinity of the Graham Hospital should be made before an attempt to begin any work -- this was an estimated cost of $101000.00P for --the engineer's plans. Mr. Ritchie reported the City could construct a portion of this sewer, but it was not advisable to construct any sewer until the full plans are made because of present water and sewer line interferences. General discussion. Alderman Duncan moves and Alderman Jacobs seconds motion to hold this decision over until Nov. 2, 1965. C Cam; Easements for the project of the 60" sewer line have been obtained with the excep- tion of one property was reported by Alderman Long. City Attorney McMunn to contact m this property owner. Claims Committee report by Alderman Danner regarding Mrs. Ed. Re:inholtz damage to an auto on West Vine Street near the bridge. The committee referred this matter to the City Attorney and I�Ir. j�. L. Shepley, Tnsurance Anent who reported that the driver of any car should assume some responsibility f or the condition of roads. Alderman Danner recommended that the claim be denied and placed on file. vak�-ling Alderman Farr stated that the owners of taverns are not vad'in' their premises after closing hours. He moves that the City Council permit the Ordinance Committee to draft an Ordinance to prohibit anyone, except the employees, to vacate taverns by 12:30 A. M. Alderman Long seconds this motion. Voice vote. AYE: Aldermen Danner, Ellis, Kroell, Long, Whitehead, Parr, and Rusnak. AY: Aldermen George, Spencer, Yerbic, Skinner, Jacobs, Duncan, and Howard. (7 AYES and 7 NAYS). Motion lost. Chief of Police Lindzey reported some complaints have been received, but when the tavern doors are locked at midnight, that prevents the police to enter to see if liquor is being sold. Mayor Woods renorted that the Liquor Commission and City Attorney would meet with Chief of Police Lindzey. Mayor Woods called for reports of special committees. Inquiry about the removal of curbing in front of the Jines property on North Main Street was made by Alderman Farr. Street Superi-n-tendent Myers stated that he had given Dr. Jines ,permission to remove this curb. Mayor i!oods called for communications to the Council.. Request for an Ordinance to be drafted naming the Community Bark & Trust Co, as a depository for the City of Canton was made by Carl Hill, City Treasurer. Alderman Danner moves and Alderman George seconds motion to concur with the recommendation of the City Treasurer. Voice vote. AYE: Unanimous. Letter commending Arthur Wilkinson, Lake Patrol Officer, for the splendid work he had done to maintain order regarding fishing, drivi.rig on the lake road, and pro- hibiting hunting in the residential portion. Letter to be placed on file. Mayor Woods called for unfinished business. Illinois Division of Highways may hold another rneetins; in the near future and Mayor Woods plans to attend same. Second reading of the 11110 Parking on Nest Locust Street" ordinance. Alderman Ell-is moves and Alderman Skinner seconds motion to place same on its passage. Roll call vote. AYE: Unanimous. This being Ordinance 1o. 157. L 372 Oct. 19, 1965, Cont. (2) Second reading of "Stop-sign and yield right-of-way" Ordinance neat on agenda. Alderman Elli.s. moves- and Alderman Long seconds motion that the Ordinance be._ read by title only. Voice vote. AYE: Unanimous. Title of Ordinance read. Alderman Ellis moves and Alderman Kroell seconds motion to place this Ordinance on its -passage. Discussion. Alderman Ellis stated this Ordinance was the recommendation of the representative from the Chicago Motor Club, the Chief of Police, and the Traffic Corn;nittee. Roll. cal]_ vote on the motion. Mayor 'roods voting stat.i.ng that the City should give a -try for Canton's traffic problem and if this does not work out, a change will be made. This being Ordi-nance I'1o. 158. Waivers of liens and an affidavit that all bills have been paid was attached to this estimate. Alderman Long moves and Alderman Duncan seconds motion that this estimate be allowed. Roll call vote. AYE: Unanimous. Est-'; to I,1o; 4 (104 Mal), Division 7, Sewer MLai_n E;tensions, Wiegand � Storrer, :ind. in the amount of .$13,158.923 approved by the Crawford, Murphy €,: Tilly Engineering; Firm tis:i_th a recommendation to hold payment of $'1,000.00 of this estimate pending; settlement of all claims that may be made within the next sixty- days. Alderman Long moves and Alderman Duncan seconds motion that the amount of $,12,158.92 be allowed for payment at this time. Roll call vote. AYE: Unanimous. Repair or removal of the old Pfister building vTas suggested by Alderman Howard who -stated that the owner had remarked that he would do with that building as he pleased. Alderman Howard moves and Alderman Farr seconds motion that the Council empower the City Attorney to take whatever steps are necessary to get this matter corrected. City Attorney McMunn stated that to take such a matter to Court must be a dangerous or unsanitary building -- not because it was unsightly. Roll call vote on the motion. AYE: Unanimous. Alderman George reported an open basement on Seventh Avenue between Olive and Tlyrtle Streets -- sometimes there are two feet of -vrater standing in same. He has reported this to the Police and Legal and the Police Department but no action has been taken and requests that the City Attorney see that same is corrected. Need for one more snow plot to give better service to the City of Canton wa re- ported by Alderman George who moves that the City advertise for sealed bids fora ; snow plow to be received in the City Clerk's office by 5:00 P. M. on Nov. 2, 1965 -- specifications in City Clerk's office. Alderman Spencer seconds this motion. Voice vote. AYE: Unanimous. Alderman Duncan moves and Alderman Jacobs seconds motion td�djourn.
