Mayor Woods called the meeting to order at 7:01 P. M. Present for Roll Call: Aldermen Howard, Rusnak, Duncan, Farr, Whitehead, Jacobs, Lon-, Skinner, Kroell, Ellis, Yerbic, Spencer, George, and Danner. Absent: None. Pledge of Allegiance was followed by Prayer by Alderman Danner. Alderman Long moves and Alderman Yerbic seconds motion that the minutes of the previous meeting be accepted as presented and placed on file. Voice vote: AYE: Unanimous. Bills for the month of September read. B1F bill, $82.19, Good Life Co. $210.00, and Illinois Bell Telephone Co. bill $ 2.20 to be held for study. Alderman Long moves and Alderman Farr seconds motion that all other bills properly approved be allowed for payment. Roll call vote. AYE: Unanimous. Reports of all officers read. Alderman Long moves and Alderman Jacobs seconds motion that same be accepted and placed on file. Voice vote. AYE: Unanimous. Mayor Woods called for reports of standing committees. Alderman Rusnak reported that the house on the corner of Locust Street and Sixth Avenue should be sold and moves that the Ordinance Committee and City Attorney draft an Ordinance for the sale of this house. Alderman George seconds this motion. Voice vote. AYE: Unanimous, Alderman Farr reported there would be a meeting of the Police and Legal Committee immediately f ollowin- the Council meeting. Report of the Traffic Committee by Alderman Ellis to be given after a further study and interview with State Traffic personnel had been made. Mayor Woods called for reports of special committees,, Mayor Woods called for communications to the Council. Alderman Danner moves that the claim of James Wallace, $45.48 for damage to property by sewer construction be allowed. Alderman Spencer seconds this motion. Roll call vote. AYE: Unanimous. Invitation to Mayor Woods to attend meeting of Tri-state Mayor's Association, October 20, 1965 read. Recommendation for study for need of stop light at Locust Street and Avenue A made by Coroner George Kauzlarich. This letter referred to the Traffic Committee for study. Thank you note from Jacob Varnold, School Guard Patrol, for increase in salary. Approval of the Department of Public Works and Bi..ildings, Division of Highways of Resolution of May 18, 1965 designating West Walnut Street from Avenue D to the Township Road (north) and the Township Road (north) from West Walnut Street to Illinois Route No. 9 arterial streets. Letter to be filed. Request for interview regarding insurance for City of Canton from Mr. James H. ,y.;:Caughey read. Same to be referred to the Finance Committee. Motor Fuel Tax Audit (No. 29) Jan. 1, 2.964 ending Dec. 31, 1964 presented to the Council. Alderman Skinner moves and Alderman Danner seconds motion to accept same and place on file. Voice vote. AYE: Unanimous. Mayor Woods called for unfinished business. Mayor Woods called for new business. Lease between William Purtle and Ray E. Buskirk and the City of Canton for rent of the house at the old city dump grounds -- tenants to keep said area clean, feed the dogs in the dog pound, keep the gate locked at the roadway and to pro- hibit any person from dumping trash or garbage on said premises, rent $10.00 per month. Alderman Jacobs moves and Alderman Skinner seconds motion that the Mayor and City Clerk be instructed to enter into this agreement. Roll call vote. AYE: Unanimous. 367 Oct. 5, 1965, Cont. (2) First reading of an Ordinance pertaining to diagonal parking; on East Ma.nle Street. Alderman. Ellis moves and Alderman Farr seconds motion to suspend t'_ze _rules. Roll call vote. AYE: Unanimous. Alderman Ellis moves and Alder- man .Rusnak seconds motion to place the Ordinance on its passar;e. Roll call vote. AYE: Unanimous. This being Ordinance No. 151 . Seventh (and final) estimate, $13,708.30 for tli_e Pittsburgh-DesMoines Steel Co., (Division 4, 1,500,000 gallon standpipe), approved for payment by the Crawford, Murphy ec `filly Engineering Co. Alderman Farr moves and Alderman Howard seconds motion that this estimate be paid. Roll call vote. AYE Unanimous. Estimate No. 5 (and final), Division 8, Pumping Station., Force Main and Oxidation Pond, Canton Contractors, in the amount of $9,252.99 recommended for payment by the.Crawford, Murphy °c Tilly Engineering Firm only after the receipt of waivers of liens from Livio Poggioli, Lee Butler, Stanna d Power Equipment Co. (Smith- Loveless), James B. Clow and Sons, Inc., and J & T Read7,--1°1ix and also the re- ceipt of an affidavit from Canton Contractors that all bills have been paid. Alderman Long moves and Alderman Hov=d seconds motion that, upon compliance with the recommendations of Crawford, Narpliy Tilly Engineering Finn, the amount of $9,252.99 be allMTod. Roll call vote. AYE: Unanimous. Mayor Woods reported on a meeting; held with Division of Highway officials re- garding the street improvements on Hest Vine Street and East Chestnut Street '= City of Canton to furnish matching funds (approximately $135,000.00). This matter should be -referred to Finance Committee, City Attorney, City Treasurer, and. Board of Local improvements was the recommendation of Mayor Woods. Alderman Farr moves and Alderman George seconds motion that the Finance Committee, City Attorney, City Treasurer and Board of Local Improvements be instructed to find means to raise these funds. Roll call vote. AYE,: Unanimous. Mr. Steven Meade, Manager, Illinois Bell Telephone Co. requesting an easement to lay telephone cable along the roadside in the vicinity of Lake Canton (the property owned by City of Canton). Alderman 'toward moves and Alderman Duncan seconds motion that the Mayor and City Clerk be instructed to enter into this Agreement. Roll, call_ vote. AYE: Unanimous.
