HomeMy WebLinkAbout09-07-1965 Council Meeting Minutes i Sept. 7, 1965 359 Canton City Council held a regular meeting on Sept. 7, 1965 in the City Council Chamber. Mayor Woods called the meeting to order at 7:03 P. M. Present for Roll Callf Aldermen Howard, Rusnak, Duncan, Farr, Whitehead, Jacobs; Long, Skinner, Kroe11, Ellis, Jennings, Spencer, George, and Danner. Absent: None. Pledge of Allegiance was followed by Prayer by Alderman Danner. Alderman Long moves and Alderman Jacobs seconds motion to dispense with reading of the minutes of the previous meeting. Voice vote. AYE: Unanimous. Bills for month of August were read. Alderman Long moves that all bil18 properly approved be allowed for payment. Alderman Kroell seconds this motion. The Melvin Foster bill to be referred to the Claims committee. Roll call vote. AYE: Unanimous. Reports of all officers read. Alderman Skinner moves and Alderman Long seconds motion to accept same and place on file. Voice vote. AYE: Unanimous. Mayor Woods called for reports of standing committees. Alderman Long, reporting for the Water and Sewer committee recommended that 1100 feet of 6-inch water pipe be laid east of Main Street on Shamrock, estimated cost between r- $2600.00 and $3000.00 -- this extension- has a possibility of connecting 117 new water taps for outside city residents at double rate which would be an additional rev- enue to the City. After discussion Alderman Long moves that the City Council authorize the committee to install 1100 feet of 6-inch water main an Tarrtarack Street. Alderman Spencer seconds this motion. Roll call vote. AYE: Aldermen Rusnak, Duncan, Farr, Jacobs, Long, Kroell, Ellis, Jennings, Spencer, George, and Danner; NAY: .fldermen Howard, Whitehead, and Skinner. (11 AY? S and 3 NAYS). Motion carried. Alderman George recommended that the City Ordinance on dead tree removal on private property be enforced. City Attorney to assist with this work. Alderman'Rusnak commended on the new mats that had been placed on the former Mayor's pictures, thus°making them uniform. Reporting for the Traffic Committee, Alderman Ellis read the eighteen recommendations made by the Chicago Motor Club for changes in the traffic pattern of the City. Alder- man Ellis moves that these recommendations of the Chicago Motor Club, also the Chief of Police and the Traffic Committee be incorporated into a traffic ordinance. Alder- man Duncan seconds this motion. Roll call vote. AYE: Aldermen Danner, Ellis, Knoell, Long, Jacobs, Whitehead, Farr, Duncan, Rusnak, and Howard. HAY: Aldermen George, Spencer, Jennings, and Skinner. (10 AYES and 4 NAYS). Motion carried. Alderman Ellis also reported that the school crossings would be painted very soon. Alderman Rusnak reported that the street signs needed repainting. Police and Legal Committee report by Alderman Farr that the street sweeper had diffi- culty in keeping the square clean and that the Association of Commerce would speak to the merchantsabout sweeping their walks onto the pavement. A check on the duties per- formed by the second and third shift policemen has been made. Alderman Farr reported that the Parking Meter Patrolman should be eliminated to a Patrol Officer which would be much better for the entire Police Department. He moves that the City Council authorize the Ordinance Committee to draft an Ordinance than the number of Patrolmen from seven to eight, one of whom shall take care of the parking meters. Alderman George seconds this motion. Roll call vote. AYE: Aldermen Rusnak, Duncan, Farr, Whitehead, Jacobs, Skinner, Kroell, Ellis, Spencer, George, and Danner. NAY: Aldermen Howard, Long, and Jennings. (11 AYES and 3 HAYS). Motion carried. Mayor Woods called for reports of special committees. Mayor Woods announced the quarterly meeting of the Municipal Association of Central Illinois to be held at the Tz, �m House in Havana on Sept. 8, 1965 and urged the Alder- men to attend. Mr. Steve Sargent, Illinois Municipal League representative to report on recent state legislature. Request from the Beta Sigma Phi Sorority to sell chances on the square in preparation for the Canton Friendship Festival. Alderman Howard moves and Alderman Rusnak seconds motion that this request be granted. Voice vote. AYE: Unanimous. Mayor Woods called for communications to the Council. Bonds with the Transamerica Insurance Co., each in the amount of $13000.00, properly approved by the Finance Committee f or` Delbert Patterson, Auxiliary Police Officer and James A. Murphy, Police Radio Operator. Alderman Skinner moves and Alderman Long seconds motion to accept same and place on file. Voice vote. AYE: Unanimous. 360 Sept. 7, 1965, Cont. (2) Note of thanks for flowers from the Viola A. Whitehead family. Same to be filed. Letter from the Chicago Bridge & Iron Co. regarding the recent inspection of the ele- vated water storage tank erected in 1929 and suggestions for the needed repairs on same. This matter referred to the Water and Sewer Committee for study and report next meeting. Mayor Woods called for new business. Estimate No. 4, Division 8, Pumping Station, Force Main and Oxidation Pond, Canton Con- tractors in the amount of'$9,857.87 recommended for payment by Crawf ord, Murphy & Tilly Engineering Firm. Alderman Long moves and Alderman Duncan seconds motion to allow this claim for payment. Roll call vote. AYE: Unanimous. First reading of an` Ordinance regarding charges to be made at the Sanitary Land Fill. Alderman Whitehead requested that the Ordinance lay over. First reading of'ficense fees for theaters' in the City.` Alderman Jennings moves and Alderman Howard seconds motion to suspend rules. Roll call vote. AYE: Aldermen Howard� Rusnak, Duncan, Farr, Whitehead, Jacobs, Long, Jennings., and Gorge, and Danner. NAY: Alderman Ellis. (13 A�S and l NAY). Alderman Jennings moves Alderman Rusnak seconds motion to place this Ordinance on its passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 150. Resolution recommending interstate route connecting LaSalle-Peru,Peoria and Lincoln read. Mayor Woods reported on a recent meeting held with surrounding mayors with the Division of Highways. Alderman George moves and Alderman Spencer seconds motion to adopt this Resolution_. Roll call vote. AYE: Unanimous. Copy of this Resolution to be sent to Governor Kerner, Peoria Mayor Lehnhausen and the Federal Bureau of Roads in Washington, D. C (This being Resolution No.412). Mayor Woods reported that the Peoria Division of Highways have two or three proposals for the traffic problems on Locust Street and will make a report in about one month. Mayor- Woods stated that the East Chestnut Street and West Vine Street improvements should be placed on the FAS section (City of Canton to meet with matching funds) . Alderman. Farr moves that East Chestnut Street from Fourteenth Avenue and 'Test Vine Street be placed under the FAS program. Alderman Skinner seconds this motion. Roll call vote. AYE: gnanimous. Mayor Woods reported that the Greenwood Cemetery Board had recommended the appointment of Mr. Forest Kaufman as sexton of the Greenwood Cemetery. Alderman Howard moves and Alderman Rusnak seconds a motion to approve the appointmeht of Mr. Kaufman for this position. Roll call vote. AYE: Unanimous. Mayor Woods appointed a committee in charge'of the Friendship Festival Luncheon held annually for visiting Mayors and their w1vess Aldermen Howard, Rusnak, Kroell, Farr, and George. Alderman Long moves and Alderman Skinner seconds motion that the committee appointment be confirmed. Voice vote. AYE: Unanimous. Alderman Howard called for a meeting of this committee immediately following the Council meeting. A request by the Association of Commerce for the Retail Section to hold an auction in front of the Williams store building, Oct. 22, from 4:00 P. M. to 8:00 P. M. or Oct. 23 from 12:00 Noon to 4:00 P. M. and further requesting that West Chestnut Street from Market Street to Avenue A be closed for traffic for this period. Alderman Jacobs to speak to the Assoc. of Commerce regarding another location to hold same and report 'pack. Discussion regarding the Sanitary Landfi.Tl 'Ordinance. Alderman Whitehead stated that his reason for asking same to lay over was the "Traile,.'' (.'.-large did not state what size trailer. After discussion, the Ordinance tras made to read "two wheel trailers of one ton or less, 750 per load". Alderman Rusnak moves that the City Clerk be instructed to read this Ordinancd again. Alderman Long seconds this motion. Voice vote. AYE: Unani- mous. Alderman Ellis moves and Alderman Whitehead seconds motion to suspend the rules after the Ordinance had been read as corrected. Roll call vote. AYE. Unanimous. Alderman. Duncan moves and Alderman Danner seconds motion to place the Ordinance on its passage. Roll call vote. AYE: Unanimous. This being Ordinance No.' 151.' Alderman George requested the Superintendent of Streets to check on Dwayne Bishop's use of a tractor with lugs on the blacktop streets. Alderman Howard announced that the Friendship Festival Luncheon would be held 1:00 P.M. Sept. 18 and asked for reservations by showof hands. Alderman Duncan moves, Alderman Whitehead seconds motion to adjourn. Voice vote. AYE: Unanimous. Canton City Council adjourns at 8-40 P._M. J City Clerk
