HomeMy WebLinkAbout07-20-1965 Council Meeting Minutes 351 July 20 1965 Canton City Council held a regular meeting on July 20, 1915 in the City Council Chamber . Mayor Woods called the meeting to order at 7:01 P. M. Present for Roll Call: Aldermen.Rusnak, Duncan, Farr, Whitehead , Jacobs , Skinner, Kroell, -Ellis , Jennings , Spencer, George and Danner . Absent: Aldermen Howard and Long . Pledge of Allegiance was followed by Prayer by Alderman Danner. Petition with ninety-five signatures objecting to a trailer court on East Beech Street read . Discussion. Mayor Woods recommends that this matter be referred to the Ordinance and Water and Sewer Committees. Alderman Skinner moves and Alderman Jennings seconds motion to refer same to Ordinance and Water and Sewer Committees . Voice vote . AYE: Unanimous . Alderman Kroell moves and Alderman Jacobs seconds motion that the minutes of the- prevd ous meeting be accepted and placed on file . Voice vote . AYE: Unanimous . Mayor Woods called for reports of standing committees . w Alderman Jennings , reporting for the Traffic Committee on survey of stop signs , stated that a representative of Chicago Motor Club would be in Canton Friday morning. Mayor 'Moods called for reports of special committees . Alderman Ellis , reported on the last meeting of the- Planning Commission. Alderman Ellis stated that the mobile home area on East Beech Street was reported as not meeting state regulations . Donald Schmidt of the Planning Commission addressed the Council. He stated that the preliminary plat was rejected because of insufficient frontage on lots and insufficient area of lots. Discussion. Alderman Ellis moves and Alderman Skinner seconds motion to withhold any further sewer or water connections to the mobile court until the issue is resolved. Rol call vote .- AYE- Aldermen Danner, George , 'Spencer, Jennings , Ellis , Kroell, Skinner, -, Jacobs, Whitehead and Farr. NAY: Aldermen Duncan and Rusnak. (10 AYES and 2 NAYS) . Motion carried. Alderman Kroell recommends that the Chicago Bridge and Iron Company be contacted to inspect the old- water tower at a cost of $300.00. Alderman Kroell moves and Alderman Jacobs seconds motion that Chicago Bridge and Iron Company be instructed to inspect old water tower. Roll call vote . AYE: Unanimous . Alderman Kroell stated that the eater and Sewer Committee held a meeting Tuesday afternoon and they recommend that the City Attorney be instructed to settle with Johnstone Construction Company. Alderman Kroell moves and Alderman Duncan- seconds motion that the City Attorney settle with Johnstone Construction Company. Roll call vote . AYE : Unanimous . Alderman Spencer, reporting for the committee studying an east side fire station location, recommended the purchase of two lots on the northeast corner of Sixth Avenue and East Locust Street . Alderman Spencer moves and Alderman Farr seconds motion that the City Attorney go ahead with preliminary action to buy this property. Roll Call Vote . AYE: Aldermen Rusnak, kxxz5x, Farr, Whitehead, Jacobs , Skinner, Kroell, Ellis, Jennings , Spencer, George and Danner. NAY: Alderman Duncan. (11 AYES and 1 NAY) . Motion carried . Mayor Woods called for correspondence to the Council. Letter from Crawford, Murphy & Tilly regarding inspection of old water tower by Chicago Bridge and Iron Company read . Letter from Fulton County Health Committee about meeting of the Fulton County Health Committee for the purpose of discussing the rabies program on Monday, July 26, 1965. Mayor goods stated that he would try to attend and asked that anyone who wished to attend to contact him. 352 July 20, 1965, Cont. Mayor Woods called for Unfinished business . Alderman George stated that the Ordinance about tree planting was read at last Council Meeting. Alderman George stated that this Ordinance was drafted for four (4) reasons . 1. Beautification. 2. Shade . 3 . Provide trees so Canton wouldn't be a "naked city" . 4. Encourage people to plant trees . Alderman Spencer moves and Alderman George seconds motion to dispense with second reading of ordinance . Roll Call Vote . AYE: Alderman Danner, George , Spencer, Jennings , Ellis , Kroell, Skinner, Jacobs , .4hitehead, Farr and Rusnak. NAY: Alderman Duncan. MAYES and 1 NAY) . Motion carried. Alderman Spencer moves and Alderman George seconds motion to place the Ordinance on its passage . Roll call vote. AYE: Alderman Rusnak, Farr, Whitehead, Kroell, Ellis , Jennings , Spencer, George, Danner . NAY: Alderman Duncan, Jacobs and Skinner. (9, AYES and 3 NAYS) . This being Ordinance No. 143 . Mayor Woods called for new business . Report from Crawford , Murphy & Tilly regarding Water Works & Sewerage Improvements Division 5 - Sewer Main Extension read. Alderman Jennings moves and Alderman Whitehead seconds motion that Council approve payment to Johnstone Construction Company in the amount of $24,361.54. Roll Call Vote . AYE: Unanimous . Motion carried. Mayor Woods appointed Mike Svob to fill the vacancy on the Police Pension Board . Alderman Duncan moves and Alderman George seconds motion that appointment be accepted. Voice vote . AYE: Unanimous . First reading of Ordinance pertaining to annexation of Eash Ash Street . Alderman Danner moves , Alderman George seconds motion to suspend the rules . Roll Call Vote . AYE: Unanimous . Alderman Danner moves and Alderman George seconds motion to place the Ordinance on its passage . Roll Call Vote . AYE: Unanimous . This being Ordinance No. 144. First reading of Ordinance pertaining to rezoning "Pensinger Lot" . Alderman Duncan asks if this property is to be used for just a banking center . Alderman George states that Attorney Chester Claudon and Gordon Linn wish to make a presentation on what they plan to do it the Pensinger Lot . Discussion. Alderman Farr moves , Alderman Jennings seconds motion to suspend the rules . Roll Call Vote . AYE: Unanimous . Alderman Duncan moves that Ordinance be amended to read: "Section 1. That the premises described as follows : be and shall hereafter be zoned a B-2 General Business District limited, however,to be a financial institution only." Roll Call iott . AYE: Unanimous . Alderman Farr moves and Alderman Jacobs seconds motion to place the Ordinance on its passage . Roll Call Vote . AYE: Unanimous . This being Ordinance No. 145. Mayor Woods suggested that the Traffic Committee and Street & Alley Committee check on the parking south of the overall factory. Mayor Woods suggested that the Chief of Police , Street Superintendent and City Engineer mark off stalls for parking on Second Avenue north of Maple Street to Elm Street. He suggested that this be done while the IHC is on vacation. Alderman Duncan moves and Alderman Jennings seconds motion to adjourn. Voice Vote . AYE: , Unanimous .
