Mayor Cook called � Canton City Council head's r meeting to order at 7x03 P. 'M. Present for Roll Call: Aldermen Sebree, Howard, Wright,'Duncan, Hurst, Whitehead, Skinner, Long, Ellis, Kroell, Horton, Jennings, Bender, and .George. Absent: None. Petition signed by six property owners requesting street improvement on Sycamore Street between Fifth and Seventh Avenue. Alderman Bender moves, Alderman George seconds motion to refer this Petition to the Board of Local Improvements. Roll call vote. AYE: Unanimous. Petition with six signatures of property owners requesting annexation of property to the City of Canton. Alderman Bender moves, Alderman Horton seconds motion that the Petition be accepted and placed on file. Voice vote. AYE: Unanimous. Alderman Bender moves and Alderman Horton seconds motion that the minutes of the previous meeting be accepted and placed on file. Roll call vote. AYE: Unanimous. Bills for the month of March were read. Alderman Bender requested that the H.E. Miller Autobody Co. repair of Fire truck in the amount of $736'50 be referred to the A. C. Shepley Insurance Co. and also to hold the Ludlow Valve Co. bill rintil an adjustment had been made on merchandise returned. Alderman George moves and Alderman Jennings seconds motion that all bills properly approved be allowed for payment. Roll call vote. AYE: Unanimous. Reports of all officers read. Alderman Bender moves, Alderman Kroell seconds motion that the reports be accepted and placed on file. Roll call vote. AYE: Unanimous. Mayor Cook called for reports of standing comunittees. Alderman Long reported that the Holthaus Construction Co. had furnished a pro- posal for repair of the east and west side of the City Building for repair of water damage. Alderman Long moves, Alderman Skinner seconds'the motion to accept this proposal and order the work to be done. Roll call vote. AYE: Unanimous. Mayor Cook called for reports of special committees. Alderman Jennings asked that Mr. James Purdin from the Illinois Bell Telephone Co. be allowed to speak to the Council regarding the installation of, teletype in the Police Department. Mr.' Purdin stated that the' City of Canton was in District 8, that communications are being made available from coast to coast, the service cannot be tampered with, is completely secret; no written contract but a thirty-day minimum'contract is expected; cost-of installation and train- ing any personnel is $25.00, monthly charge is $110.00, payable each month. Alderman Howard moves that the Police and Legal Comnnittee, the Mayor and City Attorney meet and bring their reca:mnendations to the Council. Alderman Long seconds this motion. Roll call vote. AYE: Unanimous, Alderman Bender reported that a Petition with'481 signatures protesting the use of motors above 10 H. P. on Lake Canton: Mrs(. Ralph Blazevich spoke to the Council stating that elimination of larger motors would help maintain a clean lake and help to keep the water purified and also preserve fishing. Mr. Georges Ketcham reported that large motors were partly responsible for soil erosion. Alderman Bender moves and Alderman Wright seconds a motion that the Petition be read to the Council. Alderman Howard moves that consideration of the Petition lay over until the first meeting in bray for the new Council and that Orval Kuhn be considered a part of any action that will be taken. Alderman Sebree seconds this motion. Roll call vote. AYE: Unanimous. Alderman George reported that the railroad'cressi.ng on East Locust Street will be repaired as soon as weather permits. Alderman Howard reported a fare vel:l "dutch treat# dinner, party'for outgoing officials to be held at Butleres 'in Mapleton on April 10, 1965, the party to in- elude all City officials and personnel and also the press was invited to attend. Mayor Cook called for camunications to the Council. Letter from Crawford, Murphy & Tilly regarding the procuring "of easements for the sewer program. Mr. Senift stated that the easements on the northwest side of the city would soon be`received and that a promise of $400.00 had been made to secure these easements. Alderman Bender recommended that Mr. Barker con- tact the parties who have not signed therest of the easements to see that same are completed. 319 Apr. 7, 1965, Cont. (2) Alderman Howard excused from the Council Chamber at 8s20 P.M., returning at 8s23P.M. Letter from the Sanitary Water Board to Mr. -Cheater Miller, Sewerage Disposal Supt; requesting that he serve on a panel discussion on Effluent Quality Con- trol to prevent Pollution. Alderman Bender moves to allow $30.00 per day for Mr. Miller's expenses. This motion seconded by Alderman Wright. Roll call vote. AYES Unanimous. Letter from Michael J. Howlett, Auditor of Public Accounts recommending that cities prepare municipal audits on the accrual basis. Alderman Wright moves and Alderman Bender seconds motion- that this letter- be referred to our- city auditor and that he confi m with this letter. Voice vote. AYE: Unanimous, Alderman Howard moves and Alderman Duncan seconds a motion that Mr. George Hooker be requested to audit the municipal books and to meet recommendations' as specified by the Auditor of Public Accounts. Voice vote. AYE: Unanimous, 1yaayor Cook called for unfinished btisi.ness. Mayor Cook called for new business. Estimate No. 3, Division 4' (Pittsburgh-DesMoines Steel Co. in the amount of V $13,232.20 and Estimate No. 8, Division 2, Johnstone Construction Co.' in the amount of $6,849.92 read, both-estimates had been checked and approved by the �p Consulting Engineers, Crawford, Murphy & Tilly, Alderman Bender inquired what provisions were being made for repair' of the str eet along the ball parka Al- derman Wright moves that the Crawford, Murphy & Tilly Engineering Firm contact the firms involved and have some recommendations to report by May 1 as'to what action can be taken, Alderman Duncan seconds this motion. Voice vote. AYEi Unanimous. Alderman'Bender moves and Alderman Howard seconds motion that the two estimates be all=dd, for payment. Roll call vote. AYE: Unanimous. May oz' Cook appointed Joseph Sherman Wells as School Patrol officer. Alderman Wright moves and Alderman Bender seconds motion to acoept this appointment. Voice vote. AYE: Unanimous. Bond with Transamerica Insurance Co., $1,000;00 for Joseph S. Wells, and bond with the Aetna Casualty & Surety Co., $1,000.00 for Esther Fairborn, both approved by the Finance Committee read. Alderman Howard moves and Alderman Wright seconds motion that these bonds be accepted and placed on file. Voice vote. AYE: Unanimous. First reading'of an Ordinance establishing a Depaatment of Sanitation and the salary $6,165.50 for same. Discussion regarding the need for a department head and also the amount of the salary. Alderman Hurst moves to suspend the rules, Alderman Skinner seconds saws ' Alderman Howard moves and Alderman Duncan seconds motion to table-the Ordinance. `Roll call vote to table the Ordinances AYES Aldermen Sebree, -Howard, Duncan, Long, Ellis, Kroell. NAY: Aldermen Wright, Hurst, Whitehead, Skinner, Horton, Jennings, Bender, and George. (6 AYES and 8 AYES). Motion lost. Roll call vote'to suspend the rules. AYES Aldermen George, Bender, Jennings, Horton, Long, Skinner, Whitehead, Hurst, and Wright. NAY: Aldermen Kroell, Ellis, Duncan, Howard, and Sebree. (9 AYES and 5 NAYS). Motion declared lost. Ordinance to lay over. Alderman Howard excused from Council Chamber at 9:25 P.M., returning at 9:30 P.M. First reading of an Ordinance pertaining to annexation of property to the City of lknton. Alderman Bender moves and Alderman George seconds motion to suspend the rules. Roll call vote. AYE: Unanimous. Alderman Bender moves and Alder- man George seconds motion to place the Ordinance on its-passage. Roll call vote. AYES Aldermen, George, Bender, Jennings, Horton, Kroell, Ellis, Long, Skinner, Whitehead, Hurst, Duncan, Wright, and Sebree. PASS: Alderman Howard who vas' just returning to the Council Chamber. (13 AYES and 1 PASS). Motion carried. This being Ordinance No. 133. Alderman Wright asked for discussion am an amendment or resolution to be pre- sented to the Council to retain Ordinance No. 107 calling for three Council meetings per month. After discussion, Alderman Ellis moves that an Ordinance be drawn to amend Ordinance No. 107 to strike out the expiration date, making it a continuing arrangement that can be terminated with the next Council. Alder- man Skinner seconds this motion. Alderman Wright wished to have noted on the record that the three Council meetings have been very successful. Roll call vote on the motion. AYE: Unanimous. 320 April 7, 1965, Cont. (3) Alderman Hurst requested that a .man be appointed on a temporary basis to work on the sanitary land fill.. -Go4eral discussion. Alderman Howard moves-that the Mayor be authorized t ` gat his discretion, any resignations siib- mitted to'him prior to May 1,196 . Alderman Bender seconds this motion. Roll call vote. AYE: Aldermen George, Bender, Jennings) Horton, Kroell, Ellis, Long, Skinner, Whitehead, Hurst, Howard, and Sebree. PASSING: `Aldermen Duncan and Alderman Wright). (12 AYES and 2 PASSING). Motion carried. Alderman George moves and Alderman Long seconds motion to advertise for bids for a street sweeper on-dpril'9, i bids to be received in'City Clerk's office by 5:00 P. M., on April 212 1965. Roll call vote. AYE: Unanimous. Alderman Bender moves and Alderman Jennings seconds a motion that the City Clerk, Mayor, and. City Attorney advertise for bids for a small hydraulic-lift loader, bids to be received by April 21, 1965, 5:00 P. M. Roll call vote. AYE: Unanimous. Chief of Police Lindzey reported on, the program in Fulton County, for catching dogs under the Fulton County Program Rabies Control act at a cost of 250' per capita for the full year and then there is no charge. A member of this com- mittee will appear before the City Council at the next meeting to explain the full procedures. Alderman Howard asked that the City Clerk invite all the can- didates for the General Election to attend this meeting. . Alderman Wright introduced Mr. Richard Millers' President of the Association of Commerce and Industi.res, who thanked the members of the City Council for their cooperation in the *selling Canton" program. Mayor Cook appointed a committee to work with the'Association of Commerce and Industries: Aldermen Wright, Jennings, Howard, and Mayor Cook. Alderman Long moves and Alderman Bender seconds a motion to accept these appointments. Roll call vote. AYE: Unanimous. Alderman Bender moves and Alderman Jennings seconds a motion to adjourn.
