Home My WebLink About02-16-1965 Council Meeting Minutes 310 Feb. 16, 1965 Canton City Council held a regular meeting on Feb. 16, 1965 in the City Council Chamber. Mayor Cook called the meeting to order at 7:05 P. M. Present for Roll Call: Aldermen Sebree, Howard, Wright, Duncan, Hurst, IPnite- head, Skinner, Ellis, Kroell, Jennings, Bender, and George. Absent: Aldermen Long and Horton. Pledge of Allegiance was followed by Prayer by Alderman Howard. Alderman Bender moves and Alderman George seconds a motion that the- minutes of the previous meeting be accepted and placed on file. Voice vote. AYE: Unanimous. Petition requesting annexation of lots No. 1 through 10, Rihard's Addition to the City of Canton be annexed to the City. Alderman Hurst moves and Alderman Whitehead seconds motion that ali ordinance be prepared for the next Council meeting. Alderman Wright suggested that it be referred to the Planning and Zoning Commission for study and recommendations. Alderman Whitehead withdrew his second of motion and Alderman Hurst withdrew his motion. City Clerlt ?� strutted to notify the Planning and ZZming Commission of this Petition. y Petition with seventy-.six signatures objecting to the rezoning of a portion of Fifth Avenue read. Alderman Bender moves and Alderman Skinner seconds a motion that the petition be accepted and placed on file. Voice vote. AYE: Unanimous. Je f9 Mayor (look called for reports of standing committees. Alderman Hurst stated that the sanitary land fill -tractor would be delivered to the city dump on Feb. 17, 1965. Alderman Wright said he would have a report to give next meeting regarding adver- tising ;for the City of Canton. Mayor Cook called for reports of special committees: Mayor Cook called for communications to the council. Mayor Cook called for unfinished business. Alderman Bender reported that the Johnstone Construction Co. and the Street Department were blading some streets, but some of the streets need a base and then gravel, at least one and one-half inch gravel after the blading had been done, and thought that $ 500.00 would be a fair amount to spend for a trial on this work. Alderman Wright reported making an investigation and that by grad- ually applying some gravel, rather than a crash program would be best. Alder- man Jennings recommended scarifying the all-surface roads before applying gravel. Alderman Wright moves and Alderman Howard seconds a motion to allow the Water and Sewer and the Street and Alley Departments to order two trucks to work daily until the Council sees fit to close down the work -- this work to be done on the streets under the water and sewer improvement program. Roll call vote. AYE: Unanimous. Alderman Howard excused from the Council Chamber at 7:40 P. M. Alderman George stated that the street sweeper was in need of repairs and that a representative from the factory should make inspection of same. He then moves that the needed repairs be made -- approximate cost of repair of the sweeper belt would be $1,000.00 Alderman Hurst seconds this motion. Roll call vote. AYE: Unanimous. Mayor Cook called for new business. First reading of an ordinance pertaining to rezoning of a portion of Fifth Avenue. Alderman Wright recommend ame to lay aver until next meeting. Resolution pertaining to work on the sewer and water improvement program that the Council hold up payment on the contractor's estimates until satisfied with the work performed toward the clean-up of their work. Mr. Murphy from the Crawford, Murphy &, Tilly Engineering Firm, reported that his firm had written to the Council, that they were willing to accept any censorship, but they had kept a resident engineer on the job but the weather conditions were against any contractor fulfilling his obligations this winter. He stated it would be wile wise to check on the contracts regarding the legal part of holding up the pay f f f 311 Feb. 16, 1965, Cont. (2) for the contractors. A little fair weather will help considerably with the road conditions and the next complaint will be dust -- since it will be around the first of June before the first road surface can be applied. The contract requires that the contractor put in six-inch gravel or stone over the trench and maintain the street within reason. General discussion about placing the blame for the road conditions this winter. Alderman Wright said the Council had been led to believe the road condition was the contractor's fault -- but now know that the contractor is responsible for the ditch and when weather per- mits to replace the streets in good or better condition than before the program was started. The representatives of the Johnstone Construction Co.were given permission to speak and reported that in regards to the resolution presented, the elements had caused-trouble beyond any ones control. Mr. Ritchie stated that although the papers had not been completed for a Right- of-way with the T. P. & W. RR, a telephone conversation indicated that the papers were just a matter of formality and the City Council could advertise for bids on the pumping station, force main, and oxidation pond portion of the water and sewer improvement program (Division 8) . The C. T. P. S. Co, stated they would install a line free to the station, but a charge of about $1,000.00 would A' be necessary for the three-phase power.
