HomeMy WebLinkAbout12-15-1964 Council Meeting Minutes 294 Dec. 15, 1964 Canton City Council held a regular meeting- on Dec. 15, 1964 in the City Council Chamber. In the absence of the Mayor, City Clerk Crawford called the meeting to order at, 7:05 P. M., stating that a motion to designate a Mayor pro tem for the evening was in order. Alderman George moves and Alderman Bender seconds the motion to name Alderman Howard as Mayor pro tem for the. meeting. Voice vote. AYE: Unanimous. Mayor pro tem Howard called for roll call. Present: Aldermen Sebree, Howard, Wright, Duncan, Hurst, Skinner, Horton, Jennings, Bender, and George. Absent: Aldermen Whitehead and Long. Pledge of Allegiance was followed by Prayer by Mayor pro tem Howard. Alderman Bender moves and Alderman George seconds a motion that the minutes of the previous meeting be accepted as presented and placed on file. Unanimous affirmative vote. Mayor pro tem Howard called for reports of standing committees. Alderman Wright expressed thanks on behalf of his family for the flowers, food, and consideration shown at the time of his fatherts death. Alderman Jennings moves that a snow plow be purchased to be used on the garbage disposal trucks in time of emergency. After lengthy discussion, Alderman Skinner seconds his motion. Alderman Sebree moves to table the motion and Alderman Wright seconds this motion. Roll call on tabling the motion made by Alderman Jennings. AYE: Aldermen Bender, Horton, Hurst, Duncan, Wright, Howard, and Sebree. NAY: Aldermen George, Jennings, and Skinner. Motion tabled. Alderman Wright, reporting an error on the Salary Ordinance for salaries of the Garbage Disposal employees, stated that an ordinance would be drafted for the next meeting to correct same. Alderman Hurst inquired what progress had been made toward the purchase of the track type tractor for pushing dump. Mayor pro tem Howard stated that the Mayor and City Treasurer were working on a plan to meet payment on same. Mayor pro tem Howard called for reports of special committees. Alderman George asked when the special committee on truck routing through Canton was going to make a report and if the committee did not intend to function, they should resign and a new committee be appointed. Alderman Jennings moves and Alderman Bender seconds motion that the City Clerk be instructed to send a Resolution expressing sympathy to the White- head family at the death of Alderman Whiteheadts father. Unanimous affirm- ing vote. This being Resolution No. 395. Mayor pro tem Howard called for communications to the Council. Note of thanks printed in the Canton Daily Ledger for flowers sent to Mayor Cook while he was hospitalized, read. Resignation of Police Patrolman Darrell Parsons read. Alderman Hurst moves and Alderman Duncan seconds a motion to accept the resignation. Voice vote. AYE: Unanimous. Letter of permit from the Sanitary Water Board to install only a sanitary sewer extension along Chestnut and 14th Ave. with no outlet stating that the City shall not authorize any connection to these sewers until the pumping station, force main, and pond have been completed. Alderman Duncan moves and Alderman Hurst seconds motion to accept this letter and concur with the provisions therein. Voice vote. A YE: Unanimous. Mayor pro tem Howard called for unfinished business. Alderman Hurst stated that Alderman Whitehead had reported a sewer opening on Quality Hill sinking and same should be repaired. A portion of the City Ordinance read. Street Superintendent Myers and City Engineer Gibbons to see that same is repaired. f 295 Dec. 15, 1964, Cont. (2) Mayor pro tem Howard called for new business. Second Estimate of Division 3, Standpipe Foundation and Pumping Station, Acton Construction Co., amount of $30,160.76 read. A five-minute recess was granted at 8:00 P. M. for the committee to inspect this estimate. Meeting called to order again at 8:06 P. M. Alderman Bender moves and Alderman Jennings seconds a motion that the amount of theestimate be paid. Roll call vote. AYE: Unanimous. Alderman Bender moves and Alderman Jennings seconds a motion that the City Clerk be instructed to open bids on the East Chestnut portion of the Water- works and Sewer program (Division 7) . Voice vote. AYE: Unanimous. Bids read: Galva Construction Co. $74,739.00; Dupons Construction Co., $83,435.65; Wiegand & Storrer, $59,661.50; E. A. Sullivan, Inc., $67,828.60; and Johnstone Construction Co., $88,134.00. Alderman Bender moves and Alderman Horton seconds a motion to refer the bids to the Crawford, Murphy & Tilly Engineering Firm for examination and make recommendation to the next Council meeting. Roll call vote. AYE: Unanimous. Resolution for request for Motor Fuel Tax Funds for 36CS, 37CS, 39CS, 41CS, 42CS, N 43CS, and 44CS, Total principal due Jan. 2, 1965, $32,688.22; total interest due Jan. 2, 1965, $53969.36 -- total amount $38,657.58. -Alderman Bender moves and Alderman Hurst seconds a motion to adopt this Resolution. Roll call vote. AYE: Unanimous. This being Resolution No. 396. Resolution designating dates of City Primary and General Election to elect one Alderman from "each ward with exception of ward five -- to elect two Aldermen, naming polling places and the judges for each polling place. Alderman Hurst moves to amend the Resolution to include the election of Mayor, City Clerk and City Treasurer. Alderman Duncan seconds this motion, Voice vote. AYE: Unani- mous. Alderman Duncan moves to adopt the Resolution, as amended. Alderman Hurst seconds the motion. Voice vote. AYE: Unanimous. This being Resolution No. 397. First reading of an Ordinance pertaining to-one-way street on South Second Avenue from Elm Street to Maple Street, parallel parking on both sides, except parallel parking only on the east side of the street between Maple Street and Railroad Street, Alderman Bender moves and Alderman Skinner seconds a motion to suspend the rules. Voice vote. AYE: Unanimous. Alderman Bender moves and Alderman Jennings seconds a motion to place the Ordinance on its passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 122. Alderman Bender moves and Alderman Jennings seconds a motion to adjourn. Voice vote. AYE: Unanimous. Canton City Council adjourns at 8:40 P. M. City Clerk
