HomeMy WebLinkAbout11-10-1964 Council Meeting Minutes f 285 Nov. 10, 1964 " Canton City Council held a regular meeting in the City Council Chamber, Nov. 10, 1964. In the absence of Mayor Cook, City Clerk Crawford called the meeting to order at 7:05 P. M. and asked for a motion to dbsignate a Mayor pro tem for the evening. Alderman Jennings moves and Alderman George seconds a motion that Alderman Howard act as Mayor pro tem for the evening. Voicb vote. AYE: Unanimous. Mayor pro tem M award asked for roll call. Present; Aldermen Sebree, Howard Wright, Duncan, Hurst, Whitehead, Skinner, Long, Abbott, Horton, Jennings, and George. Absent: Alderman Bender. Pledge of Allegiance was followed by Prayer by Alderman Long, Alderman Long moves and Alderman Horton seconds a motion that the minutes of the previous meeting be accepted as presented and placed on file. Voice vote. AYE: Unanimous. Mayor pro tem Howard called for reports of standing committees. r. Alderman Jennings, reporting for the Sewer and Water Committee on the sewer �j project, stated that the committee recommended by-passing the Tony Potesanos property, and detour thirty-five west and then five hundred feet north and .� then thirty-five feet east again, making an extra seventy feet additional cost. He suggested that the Council could advertise for bids of contact the present contractor for a price on this' extension. He also stated that most of the easements had been received on the East Chestnut Street project and the Council could soon advertise for bids -- 14th Ave. to the aereation pond. Alderman Hurst moves that the Sewer and Water Committee be granted permission to adver- tise for bids on the East Chestnut Street project as soon as easements are ob- tained. Alderman Wright seconds this motion. Roll call vote. AYE: Unanimous., Alderman Hurst moves and Alderman George seconds a motion that the extending of sewer line along Fourth Avenue and the detour around the Potesanos property should be considered by the present contractor after being presented by the Sewer and Water Committee. Roll call vote. AYE: Unanimous, Alderman Hurst, reporting for the Garbage Disposal Committee, stated that the committee recommended purchase of a tractor with blade and to accept the low bid since it was lower in cost and cheaper to maintain. Alderman Hurst then moves that the committee recommends the purchase of the tractor with blade and accept the low bids --cost of same to be spread over a four or five year period. Alderman Long moves to amend the motion, accepting the low W-14 bid with an automatic transmission. Alderman George seconds this motion. No vote. Alderman Wright moves to table action on the purchase of garbage dis- posal equipment. Alderman $, ciM6r seconds this motion. Roll call vote. AYE: Aldermen George, Jennings, Abbott, Long, Skinner$ Whitehead, Wright, and Howard. NAY: Aldermen Horton, Hurst, Duncan, and Sebree. (8 AYES and 4 NAYS). Motion to table carried. *Jebham Wright moves and Alderman Jennings seconds a motion that the City Clerk readvertise for bids on the type of tractor that the City Council decides upon at this meeting. Roll call vote. AYE: Aldermen Howard, Wright, Whitehead, Skinner, Abbott, Jennings, and George. NAY: Aldermen Se- bree,p Duncan, Hurst, Long, and Horton. (7 AYES and 5 NAYS). Motion carried. Alderman Jennings moves that before advertising for bids that the City Council concur with the Garbage Disposal Committee. No second to the motion. Alderman Hurst moves and Alderman Wright seconds a motion to purchase a TD15 without advertising for bids. Declared out of order, since the purchase would be over $1500.00. Mayor pro tem Howard stated that prior to adjournment, a recess would be held to discuss the type of machinery required. Mayor pro tem Howard called for reports of special committees. 6 Inquiry by Alderman George concerning the proposed truck route through Canton. Alderman Jennings stated that the committee would have a meeting soon and a re- port made. Mayor pro tem X award called for communications to the Council. Mayor pro tem Howard called for unfinished business. 286 Council, Nov. 10, 1964, Cont. (2 ) Alderman Duncan moves that the City Council take such action as necessary to rezone South Fifth Avenue from Locust to Linn Street to a B-2 Zone. Aldermn Long seconds this motion. Alderman Hurst mcves to amend the motion that the Planning Zoning Committee on the City Council handle this matter as they see fit. Alderman George seconds this motion. Voice vote. AYE: Unanimous., with exception of one vote (Alderman Jennings), Alderman Duncan moves and Alderman Hurst seconds a motion that the original motion, as amended, be voted upon. Roll call vote. AYE: Unanimous. Alderman Wright requested that a copy of the minutes of the Council meeting be sent to each member on the Planning and Zoning Committee. Mayor pro tern Howard dalled for new business. First reading of an ordinance pertaining to supper clubs in the City of Canton. Alderman Wright stated that this ordinance should lay over for a second reading. Alderman Hurst stated that a recommendation from the Liquor Commission of the City of Canton as to their opinion should be received before this ordinance was passed. R.ev. Harris, President of the Canton Ministerial Association spoke briefly in opposition to this proposed ordinance and presented petitions with approximately one thousand names protesting same. Alderman Hurst moves and Al- derman George seconds a motion to accept these petitions and place same on file. Voice vote. AYE: Unanimous. (Petition No. 93. Mayor pro tern Howard called a recess at 8:45 P. M. for a ten minute review of type of tractor needed for the garbage disposal use. ,_Mayor pro tem Howard reconvened the City Council at 9:00 P. M. Alderman Hurst moves that it is the opinion of the City Council to advertise for an automatic transmission with dozer blade tractor -- identical with the I. H. C. and Caterpillar bids. Alderman Duncan seconds this motion. Voice vote. AYE: Unanimous. Alderman George moves, Alderman Jennings seconds a motion to adjourn. Voice vote. AYE: Unanimous. Canton City Council adjourns at 9:01 P. M.
