Mayor Cook called the meeting to order at 7:05 P. "I. Present for Roll Call: Aldermen Sebree, Wright, Duncan, Hurst, Whitehead, Skinner, Long, Abbott, Horton, Jennings, Bender, and George. Alderman Howard arriving at 7:10 P. 1,11. Absent: Alderman Gibbons. Pledge of Allegiance was followed by Prayor b-y Alderman Lon;;. Alderman George moves and Alderman Bender seconds a motion that the minutes of the previous meeting be approved to be placed on file. Roll call vote. AYE: Unanimous. Bills for month of August read. Alderman ?ender moves, Alderman Horton seconds the notion that all bills properly approved by allowed for payment. Roll call vote. AYE: Unanimous. Alderman Skinner excused at 7:18 P. M. Officers reports for August read. Alderman_ Lender moves and Alderman Horton seconds a motion to accept same and place on file. Roll call. vote. AYE: Unanimous. Mayor Cool; called for reports of standing committees. Alderman Bender asked to have Chester Miller, Chief Operator of the Sewerage Disposal Plant, to give a report of their inspection of other sewerage disposal plants near Chicago. Mr. Miller stated that at present the drying pits are built with black-top acid recommended that they be rebuilt using concrete; he offered to take charge of the rebuilding of five pits at an estimated cost of $1350.00 to <„1h.50.00 per bed and thus saving the expense of an outside engineer. Alderman Jennings moves that Mr. Niller and the City Engineer begin repairs on the beds at once. Alderman ',,,'right stated that the Sewer and Water Committee advap" obtain bids on the concrete, tile, etc. The motion was seconded by Alderman Morton. Roll. call vote. AYE: Unanimous. Mayor Cook reported the appointment of two auxilliary police -- Thomas Brinkley and Gerald D. -aert. Alderman Bender moves and Alderman Jennings seconds a mo- tion to confirm these appointments. Roll call vote. AYE- Unanimous. Alderman Jennings moves and Alderman Long seconds a motion that Alderman Bender and Chester Miller be allowed $30.00 each for expenses to Chicago, Sept. 1, 1964. Poll call vote. AIT" : Aldermen Sebree, Iia.rard., Wright, Duncan, Burst, IiIiAhead., Long;, Abbott, Horton_, Jennings, and George. Passing: Alderman Bender. Carried. Mayor Cook called for reports of special caii-mittees. Alderman Wright inquired about the tile to be used in the sewer extension work -- a meeting to be later. Alderman Jennings reported that the Chamber of Commerce was planning to dedicate the Jones Park/ in October and moves that the project of planting trees and shrubbery be completed. Alderman I;right seconds this motion. Roll call vote. AYE: Aldermen George, Bender, Jennings, Horton, Abbott, Long, Whitehead, Ilurst, Duncan, Wright, and Sebree. NAY: Alderran Howard. (11 Ay ',S and 1 YJAY). Carried. Acting Chief of Police Paul Nebergall read a letter from the Fulton County Sheriff's office commending the Canton Folice force for answering a call outside the city, limits for an accident case on Aug. 27, 19''>Zr. Acting Chief of ?ooice Paul Nebergall reported that the present city ordinance has hours to discontl.nue selling liquor i_n taverns, but no closing hour. A survey showed that several_ taverns in the city have been complying with the ordinance, but that fne patrons were still in the taverns for an hour or more after the bars were closed. Fe asked for an ordinance that will assist the police in enforcing the laws of the ci.t `. Alderman Bender moves and Alderman Long seconds a motion that an ordinance pertainin€ to closing hours for taverns. be drafted. Voice vote. AYE: Unanimous. Alderman Jennings moves that the stop si„n on :forth First Avenue and Sycamore be removed, making; First Avenue a through street to Locust Street and placing the 270 dept. 11 1964, Cont. (&g. 2) stop sign at the Southwest corner of Sycamore. He was informed that it would be necessary fo have an ordinance passed before a change of stop signs could be made. Alderman Hurst asked to have the meter heads removed from the parking meters on ?Test Pine Street. Mayor Cool: called"for communications to the Council. Letter of approval for the proposed pumping station, pumps, altitude valve for existing elevated tank and 1,500,000 gallon steel standpipe, Division 3 and 4, Water and Sewer 1daLn Extension. Alderman Bender moves and Alderman Jennings seconds a motion to place the letter on file. Voice vote. AYE: Unanimous. InVi_tation to attend the Benjamin & Lang Suite at the 11unici.pal League Convention. Alderman sender moves and Alderman Jennings seconds a motion that the elected officials or depart.ient heads who wished to attend the convention be allowed $40.00 per day for expenses. Roll call vote. AYE: Aldermen Howard, Wright, Duncan, Hurst, Whitehead, Long, Abbott, Horton, Jennings, sender, and George. NAY: Alderman Sebree. (11. AY_ S and 1 MAY) . Aiotion carried. Proclamation -- Labor Safety Week -- Au ;. 30 through Sept. 7, 1964, read. Same to be given to the press and radio. Resignation of Alderman Paul Gibbons, wh.o moved out of the Fifth Ward, reported by Mayor Cook, Alderman Long moves and Alderman render seconds a motion that the resignat-1-onbe accepted with regret and that a standing ovation for the fine work that Alderman Gibbons had done while he was in office be given. Voice vote. AYE: Unanimous. Estimate No. 2 for the work performed by the Johnstone Construction Co., on the Water and Sewer project -- P29,718.80 re-orted. Alderman Jennings requested that the payment be withheld until the estimate had been received in the City Clerk's o_"fice. Alderman mender requested that a letter be sent to the John- stone Construction Co. explaining the delay in payment of Estimate No. 2. Estimate Noi 1 for the C. Iber & Sons, for ",later and Sewer Construction work -- approved by the Crawford, �Lrphy & Tilly Eng_ineer_i_ng Firm and the Water and Sewer Committee -- amount of $6,750.00 read. Alderman Bender movos and Alder- ran Horton seconds a motion to allow this bill. Poll call vote. AYE: Unanimous. Alderman Hurst asked that the Street and Alley Committee make investigation as to wl at can be done regarding water running from the alley between Blest Elm Street and West Pine Street on to the Clark property. Alderman Howard inquired about the drainage of water on Liberty Place and Alderman George reported that it would soon be taken care of. Aldermar_ B~nder moves and Alderman Jennings moves •to adjourn.
