Canton City Council held a regular meeting on April 7, 1964 in the City Council
Chamber. Mayor Cook called the meeting to order at 7:07 P. M. Present for Roll
Call: Aldermen'Sebree, Howard, Wright, Duncan, Hurst, Whitehead, Long, Abbott,
Gibbons, Horton, Jennings, Bender, and George. Absent: Alderman Skinner.
Pledge of Allegiance was followed by Prayer by Alderman Long.
Mayor Cook introduced Mr. Guy Williams, representing the V.F.W. and American Legion,
who, in turn, introduced several members of each organization visiting the Council.
Mr. Williams con4ratulated the City Council for the fine work in erecting the monu-
ment in Jones Park, and reported that the two organizations wished to install light-
ing system for the monument at their expense. Alderman Jennings moves and Alderman
Long seconds a motion that the V. F. W. and American Legion committees be. permitted
to install the lights, using their own judgment. Alderman Wright asked that the
vote on this issue be a standing vote in respect to the two organizations. Unanimously
in favor.
Report of more named added to the Petition requesting sidewalks on North Main Street,
Alderman Howard recommended that the work on this project be completed this year.
Alderman Howard moves and Alderman Bender seconds a motion that the minutes of the
previous meeting be accepted, as presented, and placed on filQ. Roll call vote.
AYE: Unanimous.
Mayor Cook called for claims against the City.
Alderman George reported on the C. B. Wells bill for $200.00 for damage to a corn
crop, and moves that same be laid over until the next meeting. Alderman Jennings
seconds this motion. Roll call vote. AYE: Unanimous.
Bills for the month of March were read. Alderman Bender moves and Alderman Jennings
seconds a motion that all bills properly approved be allowed for payment. Roll call
vote. AYE: Unanimous.
Reports of all officers were read. Alderman Bender moves and Alderman Long seconds
a motion that all reports be accepted and placed on file. Roll call vote. AYE:
Unanimous.
Mayor Cook called for reports of standing committees.
Alderman Howard reported that the $50,000.00, transferred from the Water and Sewer
Funds, for use of Motor Fuel Tax (which was late in arriving), had been replaced.
Alderman Bender read a letter from the Crawford,
Murphy & Tilly Engineering Firm suggesting that a portion of the water and sewer
expansion work be started at once and bids 'be let on same. General discussion ---
more helpers should be employed to assist with easements. Mr. Crawford said that
all plans are ready and waiting for the easements and right-of-ways. Alderman
Gibbons moves that the Council permit the Water and .Sewer Committee and the Finance
Committee to employ whatever help is necessary to expedite the acquiring of ease-
ments, including any necessary assistance fnr the City Attorney. Alderman Hurst
seconds this motion. Roll call vote. AYE: Unanimous.
Alderman Hurst received permission to be excused from the Council Chamber at 8:15 P.M.
Alderman Bender reported that a new compressor was needed at the water plant and
that one could be purchased from Quincy, Ill. for $515.17 and that a City truck
could be sent to bring it to Canton, thus saving freight. Alderman Duncan seconds
same. Voice vote. AYE: Unanimous.
Mayor Cook called for reports of special committees.
Mayor Cook called for communications to the-Council.
Resignation of Edward Fuller, operator at the Sewerage plant, read. Alderman Long
moves, Alderman George secons motion to accept resignation Voice vote. AYE: Unanimous.
Resignation of George O'Bryant, Planning and Zoning Commission read. Alderman Long
moves and Alderman Bender seconds a motion to accept this resignation and send a lette r
of thanks to him for the fine work done for the City. Voice vote. AYE: Unanimous.
Thank you note for flowers sent at time of death of D.A.Bennet, M. D., member of the
Canton Public Health Board.

Mayor Cook appointed George Coykendall, operator at Sewerage Disposal Plant to
replace Edward Fuller. Alderman Wright moves and Alderman George seconds a motion
to-accept this appointment. Roll call vote. AYE: Unanimous.
Mayor Cook appointed Charles Ashley to vill vacancy on Planning and Zoning Board
by resignation of Mr. George O'Bryant, Alderman Jennings moves and Alderman Long
seconds a motion to accept this appointment. Roll call vote. AYE: Unanimous.
Letter from the C.B.Q.RR regarding repairs on work on crossing, Fourth Ave. and
Hickory Street, same to be completed as soon as weather is favorable.
Mayor Cook introduced property owners on Edmar Drive and asked if they had any
questions. Mrs. Larry Daily asked what the holdup on the completion of the road
improvement on that street. Mayor Cook explained the Board of Local Improvements
were waiting for authorization from the Illinois Division of Highways.
Mayor Cook called for unfinis}ied business.
Alderman Bender moves that the Crawford, Murphy & Tilly Engineering Firm be allowed
to- start sewer extension on the portion of Canton available for work and that bids
be- let (in accordance with their letter of March 19, 1964) . Alderman George seconds
this motion. Roll call vote. AYE: Aldermen Howard, Duncan, Whitehead, Long,

Wright. Motion carried.
Second reading of Ordinance pertaining to stop signs around Jones hark. Alderman
Bender moves, Alderman Gibbons seconds a motion to place this ordinance on its
passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 105.
Mayor Cook called for new business.
Resignation of Dewey Fillingham from the Canton Fire Department for thirty years.
Alderman Jennings shoves to accept this resignation and Alderman Bender seconds the
motion, asking that the Council give a rising vote of thanks and commending Mr.
Fillingham for the many years of fine service.
Request for Poppy day (May 2$,29) by V.F.W. Aux. Referred to Building and Grounds Com.
Request for a street opening on West Pine from Avenue G -- one-half block east.
Alderman Wright moves a nd Alderman Duncan seconds a motion to refer this matter to
the Street and Alley Committee, allowing power to act as they see fit. Roll call
vote. AYE: Unanimous.
Resolution advising the purchase of a tract of land for the use of oxidation pond
(E.I NE1, See-36,R E, 4th P.M., Canton Township). City Attorney Senift stated
it was wise to adopt this Resolution in order --Chat, if necessary, condemnation
proceedings could be started. Alderman Bender requested a five-minute recess.
Granted. Mayor Cook called the Council to order at 9:19 P. M. Alderman Bender
moves and Alderman Horton seconds the motion to adopt this Resolution. Roll call
vote. AYE: Unanimous. This being Resolution No. 377.
Letter from Charles E. Wright, Chm., Public Relations Committee, Canton Chamber
of Commerce, regarding donation for Fulton County's share in the Illinois Tourism
Program. Mr. F. Stewart Reed, Exec. Sec. of the Chamber of Commerce, reported
that the program for inducing vacationers from other states and residents of Ill.
to visit the scenic and educational spots in Illinois, mentioned that the Jones
Park improvement was worthy of mention for sightseers. Alderman Jennings moves
to accept the letter, then withdrew his motion. Alderman Howard moves that the
City of Canton participate in this program, donating $ 100.00 at this time and
$300.00 after the end of this fiscal year. Alderman Jennings seconds this motion.
Roll call vote. AYE: Unanimous.
Alderman Bender moves and Alderman Gibbons seconds a motion to adjourn. Voice vote
AYE: Unanimous. Canton City Council adjourns at 9:35 P. M.
