Present for Roll Call; Aldermen Sebree, Duncan, Hurst, Whitehead, Skinner, Long, Abbott, Gibbons, Horton, Jennings, and George. Aldermen Wright and Bender arriving at 7:04 P.'I,'., �II 'toward arriving at 7:08 P.M. Absent: None. Pledge of Allegiance was followed by Prayer by Alderman Long. Alderman Long Moves, Alderman Gibbons seconds a motion that minutes of previous meeting be accepted as presented and placed on file. Roll call vote. AYE: Unanimous. il One claim against the City -- that of the Pavley Nursery for tree planting completed, amount of $23228.80. Alderman George moves and Alderman, Bender seconds a motion bill be referred to Finance Committee and same to be paid if necessa that the ry. Rollcall vote: AYE: Unanimous. Mayor Cook called for reports of Standing Committees: Alderman Howard arriving 7:08 P.M. Alderman Jennings reported on the condition of all oiled streets in the City and moves that the Street & Alley Com. and Street Supt. be permitted to rurchase blacktop material to fill holes in streets. Alderman Horton seconds motion. Gendval discussion including tree removal. Alderman Howard requested the Finance committee be excused a few minutes to meet with City Treas., Carl Hill. Mayor Cook called a five-minute recess at 7:20 P.M. a,. At 7:30 P.M., Mayor Cook called the meeting to order. Alderman Wright moves to amend the motion "at an expense of $500.00y seconded by Alderman Howard. Discussion. Alderman Howard withdrew his %64iexi second of motion and Alderman Wright withdrew his motion. Roll call vote on original motion. AYE: Unanimous. Aldermen Bender read a portion of letter received by Chester Miller, Chief Opr., Sewer Plant from the State Sanitary Board, commending Mr. Miller for the fine work he was doing. Mayor Cook called for reports of special committees Mayor Cook called for Communications to the Council. Letter of thanks from Atty. Elson for use of City Bldg. for a hearing (Canton Mfg. v. Gavenda). Notice of Municipal Assoc. of Central Region to be held in Havana, March 18, 1961 . Letter from Crawford,Murphy & Tilly explaining their bill foe` engineering work done on E. Chestnut St. -- to be ready for any road improvement that might come under Federal aid. Alderman Hurst moves that the bill, $644-51., (City's share of eng. fees), be allowed, seconded by Alderman Jennings. Discussion. Alderman Wright stated it was a good idea to have this work completed, and, if in a year or so, the injunction of Rt. 78 could be lifted, the entire project may be developed. Roll call wbe on the motion.AYE: Unanimous. Mayor Cook called for unfinished business. Mayor Cook appointed Mr. Jack Dougherty, Mr. Chas. Ashley, and Mr. Harry Crank to serve on the Council Committe on the truck routing project. Alderman Wn ight moves and Alderman Jennings seconds the motion to accept the ap?ointments. Roll call vote; AYE: Unanimous. Mayor Cook called for new business. First -Leading of an ordinance pertaining to stop signs, city square. Same to lay over. Resolution -- City of Canton as joint plaintiff in any lawsuit'or litigation to be filed against the Dept. of Public Works & Bldgs. of the State of Ill., and/or, The Federal Bureau of Roads, concerning the location of Rt. 74 interchange near Rt. 78, Alderman Wright explained the benefit of Rt. 7� making interchange at Rt. 78 and that Canton, under a gentlemen's agreement, was not being asked for any portion of the cost of a lawsuit. Alderman Wright moves to adopt this Resolution, Alderman Long seconds the motion. Roll call vote. AYE: Unanimous. This being Resolution No-375. Alderman Wright moves that the City Attorney and City Engineer be instructed to draw up La temporary map and make arrangements for easements for right-of-way for a continuance of North Fourth Avenue -- from Birch Street on to City limits. Alderman Jennings seconds this motion. Roll call vote. AYE: Unanimous. -Alderman Hurst inquired what progress was being made on the sewer project. Alderman Bender reported a meeting of the Sewer and Water and Finance Committees with a repre- sentative of the Crawford, Murphy & Tilly Engineering Firm and Mr. Rutherford from the Bonding Co. Alderman Bender invited any of the Council members who wished, to attend. Alderman Duncan moves and Alderman Horton seconds a motion to adjourn. Voice vote. AYE: Unanimous.
