HomeMy WebLinkAbout05-21-1963 Council Meeting Minutes . 183 May 21, 1963 Canton City Council held a regular meeting on May 21, 1963 in the City Council Chamber. Mayor Cook called the meeting to order at 7:10 P. M. Present for Roll Call= Aldermen Sebree, Howard, Wright, Duncan, Hurst, Whitehead, Long, Abbott, Gibbons, Horton, Jennings, Bender, and George. Absent= Alderman Skinner. Pledge of Allegiance was followed by Prayer by Alderman Lang. Alderman Long moves to accept the minutes of the previous meeting as presented, seconded by Alderman Horton. Roll call vote. AYE% Unanimous. Mayor Cook called for reports of Standing- Committees. e. Alderman Long reported that, since the painting of the lower floor of the City Building had been referred to the`Building and Grounds Committee, same had been. started at a cost less than $1500.00 Alderman Hurst stated that, in the future, it might be -a good idea'to advertise for bids when a considerable sum was involved. He was informed that several firms were notified and invited to submit bids. Alderman reported that two dead trees had,been removed at Lake Canton.; the beach put inagoodshapej and, weather permitting' might be opened. on May 30; ;tar mopping at the disposal`plaiit his"been completed; a check- of the tank and the P re 8 aereator seemed to be 0. R.; the pump that supplies air was blocked with dust and ordered that has been to be made in Canton;' sludge, if not properly digested,�w will nbef reversedandreturned through the digestor; all that is possible is being done to remove odors. Alderman Howard, reporting for the Finance Committee, stated that committee was working on the Appropriation Ordinance -- a meeting to be held on May 28 with the Mayor, the City Attorney and the City Treasurer to be present. A letter was 'read in part from Mr. Jack!Toylor stated that the City bonds would not necessarily have to be refinances„ especially since they were at a lower rate. Alderman Gorge inquired at what hour'the lake road was being closed. Earlier in the�year i "had been closed it 7s00 P. M. but nut it is closed at 1100 P. M. -- according to Alderman Bender. Mayor Cook called for Correspondence to the City. Letter from the Canton Chaaiib of Commerce assuring the Council that the C of C would cooperate with the a#tyss plans for Vehicle Safety Check conducted by the Gear Jamfaers'on May 25, the removal of traffic hazard at Junction of Fourth Ave, turday Teen-Age Street dances on W. Mayor Cook called for Unfinished Business. Mayor Cook called for New Business. Mr. Elmer Young, Crawford, Murphy& Tilly Engineering Firm, reported on the 196ting _ for street maintenance work on May 20 and recommended that the City award the seal coat Bark to the W: L. Miller Co., and patching material to the Peoria Blacktop Co., each the 164 bidder in that type work. (this work to be paid from Motor Fuel Tax -Funds) OAld rman George moves that the Council accept the W.L.Miller Co bid for resealing sireefs and the PeoHa'Blaoktop Co. for patching material, seconded by Alderman Bender. Roll call vote. AYES Unanimous. There were no bidders on the P.A.F. 2 Asphalt and Alderman Gibbons moves that the CMT Eng. Firm be instructed to obtain quotations on same. Alderman Jennings seconds motion. ROLL Call Vote. AYES Unanimous. Mr. Young reported on bids on the 51CS (So. 6th, etc.) awarded to the Geo. E. Hoff- man & Sons Co. in the amount of $146,941.21 and explained hoer MFT Funds were spent. Alderman Wright reported that the Planning Commission has purchased booklets.. Resolution submitted by Planning Commission recommending obtaining right-of-way for W. side of C.B.&QRR from Birch St. N. Alderman'Gibbons moves, Alderman Bender seconds motion to accept and place on file. 8611 call vote.AYEsUnanimous. This being #354. 1 8 4 May 21, 1963, Cont. Resolution recommending extending Linden St. to the C.B.&Q.R.R. and on west side of the C.B.Q.R.R. track from Birch St. to Linden St. and furthermore to take such action as feasible for extension of said street from Birch St. north along said C.B.Q.R.R. right-of-way to the South .line of property of Canton Country Club. Alderman B nder moves and Alderman Wright seconds a motion to adopt the Resolution. Alderman Hurst inquired about running streets in areas, as yet, not subdivided. Alderman Wright stated that the City should acquire the easements and property so that in the future the subdivider must plat the land in accordance with the roads. Alderman Gibbons stated that same must be dedicated, no right-of-ways are to be purchased in the Northeast and of town but it must be opened soon. Alderman Wright stated that this Resolution does not bind the Council to build a street. Mr. Senift stated that the Council does not have authority to go outside the City to acquire land -- this just gives authority`to negotiate for property. Roll call vote. AYE: Unanimous, This being Resolution No, 355. Bonds with Am. Surety Do- amount of $1,000.00 each'epproved by Finance Committee, for G.Ray Senift; City Atty., Howard Gibbons, City Eng., and Oren Brawn, Cemetery Supt. Alderman Long moves acid Alderman Horton seconds a motion to accept them and place on file. Roll call vote. '-AYE: Unanimous. Al6terman'Howird inquired why sane employees pay for their bonds while dicers are paid by the City. 14r. Senift to investigate the liability. Bids of insurance on City property up for opening. Alderman Wright moves and Alderman George seconds a'motion to table this matter until after the second meeting in July. After discussion, Alderman George withdrew his second and Alderman Wright withdrew his motion: " Alderman Wright then moves to table the insurance bids, seconded by Alderman George. Alderman Howard wished to have on'record that this action was taken because of advice and legal opinion. Roll call vote. AYE= Unanimous., Alderman Jennings moves 'that the two-parking meters on South Main Street, now used for taxi stand, be replaced. Alderman George .stated that if those meters were replaced.. other taxi stand meters should be replaced. Alderman Long stated that the Chief of Police has the right to grant parking spaces'and that the Council had gone over the Chief is head and thereby seconded the- motion. General discussion regarding other spaces in' the City that have been granted, that the -Chief of Police should have this authority, and an Ordinance was recommended. Roll call vote on the motion. AYES Al- demon Long and Jennings. NAY: Aldermen Sebree, :Howard, Wright, Duncan, Hurst, White- head, Abbott, Gibbons, Horton, Bender, and George. (2 AYES and 11 NAYS. Motion lost. First reading of an Ordinance regarding parking stalls on East Elm Street from Second Avenue to Fourth Avenue. Discussion regarding the width and angle necessary for these stalls. Alderman Gibbons moves to change the Ordinance to 9' width and 60 degree angle, seconded by Alderman Bender. Discussion. Alderman Bender withdrew his second and Alderman Gibbons withdrew his motion. Alderman Jennings then moves to suspend the rules, seconded by Alderman Long. Roll call vote. AYE: Unanimous. Alderman Jennings moves and Alderman Bender seconds the motion to place the Ordinance on its passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 79, Mayor ' pp , South Park Methodist Church2 as a member on the Board oft Appea s. Alderman Bender moves and Alderman Gibbons seconds a motion to approve this appointment. Roll call vote. AYE: Unanimous. Alderman Wright suggested that .the Mayor appoint as marry members of the Council as he thought necessary, including the City Attorney, City Engineer, and Chairman of the Street and'Alley Committee to meet with the Nch6ol Board in negotiating street opening. 'Discussion. Alderman Wright suggested an*informal meeting of the entire Council with the School Board, preferably May 27 or 29. This plan met with approval of Council and a meeting date to be arranged. Alderman Jennings reported a vacant lot in his ward that has a dead tree overhanging on a neighborts'lot, Street Superintendent will take no action uness the Council authorizes same; owner of lot unable -to remove this tree. Alderman Jennings moves that the Street Superintendent be requested to remove this tree. Discussion. Alder- man Jennings withdrew his motion,'and will report the matter to the Board of Health.
