Jan. 8, 1963
Canton City Council continued the adjourned meeting of Jan. 2, 1963 on
Jan. 8, 1963 in the City Council Chamber.
Mayor Cook called the meeting to order at 7:03 P. M. Present: Aldermen
Howard, Sebree, Staley, Wright, Herbener, Hurst, Long, Gibbons, Abbott,
Berry, Horton, George, and Bender. Absent: Alderman Skinner.
Pledge of Allegiance was followed by Prayer by Alderman Long.
Continuing, the business of the first Council meeting of the month:
Reports of all officers were read. Alderman Sender moves and Alderman George
seconds a motion to accept same and place on file. Roll call vote. AYE:
Unanimous.
Mayor Cook called for reports of Standing Committees.
Alderman Herbener reported that a meeting with the City's department heads
and the Finance Cammittee would be held in the near future to work out the
budget for the coming year.
Alderman Bender reported that the second beaver had been caught at Take Canton.
Mayor Cook called for reports of Special Committees.
Mayor Cook called for Communications to the Council.
Letter from the Ray Defenbaugh Company regarding free deliver;,, into the City
Building of a 3200 lb. safe. Alderman Staley reported that it was necessary
to consider building a vault. Mayor Cook requested Alderman Long to make in-
vestigations when the construction of same could be started.

Mayor Cook called for Unfinished Business.
Second reading of an ordinance pertaining to- rezoning of lots 5 and 6 in
Bloch: 5 in Kellogg-Babcock Addition from an 111-3 Classification to a B-1
Classification. Alderman Gibbons moves and Alderman Wright seconds a motion
to place the ordinance on its passage. Mr. Walter Sebo and Mr. Ralph Froehling
were introduced and they expressed the feelings of the adjoining property
owners and the recommendations of the Canton, Planning and Zoning Commission.
Discussion. Alderman Gibbons called for a reading of the recommendations of
the Canton Planning and Zoning Commission which was read first on Nov. 20, 1962.
Recess called at 7:48 P. M. Mayor Cook called the meeting to order again at
7:51 P. M. Recommendation read. Roll call vote on the motion to place this
ordinance on its passage. AYE: Aldermen Howard, Wright, Hurst, Long, Gib-
bons, Abbott, Berry, and Horton. NAY: Aldermen Sebree, Staley, Herbener,
George and Bender (8 AYES and 5 NAYS). Alderman Hurst asked permission to
have his "Aye" vote changed to a "Nay" vote making the count (7 AYES and 6
NAYS) . Motion lost.
Second reading of an ordinance regarding change of traffic on West ELI St.
from Main St, to Ave. A. Alderman Herbener moves and Alderman Hurst seconds
a motion -to amend this ordinance: "No left turn from Main Street (going North)
into Elm Street". Roll call vote. AYE: Aldermen Bender, George, Horton,
Gibbons, Long, Hurst, Herbener, Staley, Sebree, and Howard. NAY: Aldermen
Berry, Abbott, and Wright. (10 AYES and 3 NAYS) . Motion carried. Alderman
Herbener moves and Alderman Burst seconds a motion to place the ordinance, as
amended, on its passage. Roll call vote. AYE: Aldermen Howard, Sebree,
Staley, Herbener, Hurst, Long, Gibbons, Horton, George, and Bender. NAY;
Aldermen Wright, Abbott, and Berry. (10 AYES and 3 NAYS) . Motion carried.
This being Ordinance No. 73.
Bond in the amour, of $1000.00 with the American Surety Co. for Frances Hill,
Deputy City,, Clerk, properly approved by the Finance Committee read. Alderman
Long moves and Alderman Bender seconds a motion to accept the bond and place
on file. Roll call vote. AYE: Unanimous.

Alderman Berry inquired about the contract for a dog-catcher .(same not in
effect as yet), stating the citizens thought the City should employ a
local man. Alderman Howard recommended the Council should not do anything
to violate the City Ordinance by having the Canton dogs removed to Lewistown.
by the dog catcher and moves that this matter be referred to the Police and
Legal Committee. This motion was seconded by Alderman Berry. Voice vote.

AYE: (11 AYES and 2 MAYS) . Carried.
Alderman Lon; moves and Alderman George seconds a motion to allow the use of
the square for the March of Dimes -tag-days for each Saturday during January
and the first Saturday in February. Voice vote. AYE: Unanimous.
Resolution for a Primary election Feb. 26, 1963 and a General Election to be
held on April 16, 1963 naming the nollinr ,daces and judges in the various
wards read: a

Resolution. " Roll call vote. AYE: Unanimous. This being :Resolution No-338.
Alderman Staley requested permission to state that he had not made a statement
at the 'Traffic Committee meeting held on Jan. 7, 1963 stating he was not in
favor of any left turns off the square since same was an i.mpossbility.

Alderman Wright moves to adjourn. Alderman Bender seconds the motion. Voice
vote. AY??: Unanimous. Canton City Council adjourned at 8:50 P. M.
