HomeMy WebLinkAbout11-07-1962 Council Meeting Minutes { i 137 Nov. 7, 1962 Canton City Council held a regular meeting on Nov. 7, 1962 in the City Council Chamber. In the absence of Mayor Cook, Alderman Herbener acted as Mayor pro tem calling the meeting to order at 7:00 P. M. Roll call. Presents Aldermen Howard, Staley, Herbener, Skinner, Abbott, Berry, Horton, George, and Bender. Alderman Hurst arrived at 7;10 P. M. Absent Aldermen Sebree, Wright, Long, and Gibbons. (Alderman Long and Alderman Gibbons were excused from the Council meeting by Mayor Cook so they might attend the Civil Defense Course given by John Ronketto for the benefit of the City employees) . Pledge of Allegiance was followed by Invocation by Alderman Howard. Alderman George moves and Alderman Bender seconds that the minutes of the previous meeting be accepted as presented and placed on file. Roll call C: vote. AYE: Unanimous. GV Petition requesting sewer extension on East Chestnut Street from Fourteenth Avenue to .Bradley Corners, including Billow Court (37 property owners sig- natures) read. Alderman Staley moves and'Alderman Horton seconds a motion to accept this Petition and place on file. Voice vote. AYE: Unanimous. Petition requesting sewer extension on North Twelfth Avenue from Myrtle Street to Ash Street (15 property owners signatures) read. Alderman George, seconded by Alderman Bender moves to accept this Petition and place on file. Voice vote. AYE: Unanimous. Alderman Hurst arriving for the Council meeting at 7;10 P. M. Bills for the month of October were read by the Clerk. Alderman Staley moves and Alderman Bender seconds a motion that all bills properly approved be allowed for payment. Roll call vote. AYE: Unanimous. Reports of all Officers were read. Alderman Berry recommended that the City Clerk not read the report of Greenwood Cemetery in full. Mayor pro tem Her- bener stated that it was an ordinance to have all reports presented for the Council - perhaps the Superintendent of the Cemetery could make the report briefer. Alderman Berry moves and Alderman Horton seconds a motion to accept the Officers reports and place on file. Voice vote. AYE: Unanimous. Alderman Howard excused at 7:20 P. M. Mayor pro tem Herbener called for reports of Standing Committees. Mayor pro tem Herbener called for reports of Special Committees. A meeting called by Alderman Gibbons for the Water and Sewer and Civil De- fense Committees on Nov. 8, 5;00 P. M. at the Water Works was reported. Letter from Governor Kerner regarding Federal assistance in distressed areas and offering to help if needed. Alderman Bender moves and Alderman George seconds a motion to place the letter on file. Voice vote. AYE: Unanimous. A new Parking Meter Ordinance was presented to the Aldermen for their study and same to be read at next Council meeting. Resolution for a street light to be placed near 353 Sycamore Drive. Alder- man Staley moves and Alderman Berry seconds a motion to adopt this Resolution. Roll call vote. AYE: Unanimous. This being Resolution No. 327. Resolution for the Transfer of Fuhds -- $10,000.00 from the Sales Tax Fund to the Fire Protection Fund. Alderman Bender moves and Alderman Horton seconds a motion to adopt this Resolution. Since two-thirds of the Council members were not present, an effort was made to contact Alderman Howard to return for voting on this motion but he was not available. Discussion. E: nanimoust s e n eso u ion o. The agenda stated that the City Attorney had requested assistance on the Chester Phillips case. Mayor pro tam Herbener stated that same was stated in error. Alderman Bender moves and Alderman Staley seconds a motionniscu�rsion. approving obtaining assistance for the City Attorney if necessary. City Attorney Senift stated that the City Attorney had the power to be prose- cutor but not the judge and that was the way in which he had handled the case. Roll call vote. AYE: Aldermen Bender, Horton, Abbott, Skinner', Herbener, and Staley. NAY: Aldermen George, Berry, and Hurst. (6 AYES and 3 NAYS) . Motion defeated. This subject Pertaining to the appointment of Police Officer Paul Nebergall to Police Sergeant, Alderman George moves and Alderman Berry seconds a motion .to approve the Fire and Police Commissionts appointment of Paul Nebergall. Roll call vote. AYE: Unanimous. Alderman George stated that the Cemetery Board had held a meeting but that Mrs. Churchill was still in the office of Greenwood Cemetery and moves that the Council instruct the Mayor, responsible for placing her in the office, inform Mrs. Churchill that, after November 9, 1962, her services are no longer needed. Alderman Berry seconds this motion. Miscussion. Roll call vote. AYE: Unanimous. (City Clerk informed to notify Mayor Cook of this decision) . First reading of an Ordinance pertaining to charge for loads over three-fourths ton unloading trees or limbs at the City Dump to be charged $1.00 per load. Laid over until the next Council meeting. Alderman Hurst inquired if any arrangements were being made to place the Parking Meter Attendant under the Police Pension Act. Same being considered. Alderman George introduced Mr. Jack Taylor, from the Benjamin &ewis Co. Mr. Taylor stated that it might be possible to promote the extension of sewers through Revenue bonds and stated that the City's water rates were much too low. Mayor pro tem Herbener invited Mr. Taylor to address the Nov. 20 meeting when he would be able to present more data. Mr. Richard Berky, Supt. of the C. I. P. S. Co. informed the members of the Council that an additional supply of gas would soon be available for Canton and recommended that a change be made regarding the heating system in the City Building. City Clerk to report this to Alderman Long. Alderman George moves to adjourn, seconded by Alderman Hurst. Canton City Council adjourns at 8x13 P. M. L C1 y C er
