HomeMy WebLinkAbout07-03-1962 Council Meeting Minutes 11 July 3, 1962 Canton City Council held a regular Council meeting on July 3, 1962 in the City Council Chamber. Mayor Cook called the meeting to order at 7:10 P. M. Roll call. Present: Aldermen Sebree, Staley, Wright, Herbener, Hurst, Long, Bibbons, Abbott, Berry, Horton, George, and Bender. Absent: Aldermen Howard and Skinner. Pledge of Allegiance was followed by Prayer by Alderman Long. Alderman Staley moves and Alderman Long seconds that the minutes of the previous mee#ing be accepted as presented and. placed on file. Roll call vote. AYE: Unanimous. Alderman Long moves and Alderman Herbener seconds a motion that all business not requiring immediate attention be deferred until the next meeting in July -- Bills for the month of June and Officers reports were named. Roll call vote. AYE: Unanimous. Cpl Alderman Staley excused at 7:16 P. M. C� t.; Second reading of an Ordinance -pertaining to the street improvement of Taylor Court and Birch Street (63-B). Alderman Herbener moves and Alderman Wright seconds that same be placed on its passage. Roll call vote. AYE: Unanimous. This being Ordinance Tdo. 61. Resolution for installation of a street light on corner of Argonne Drive and Willemco Court read. Alderman Sebree moves and Alderman George seconds that this Resolution be adopted. Dell-e Voice vote. AYE: Unanimous. This being Resolution No. 321. Alderman Herbener recommended that the annual audit lay over until the next meeting due to more work to be completed on sane. First reading of an Ordinance for Levying Taxes for Corporation purposes. Resolution -- Board of Local Improvements regarding Street Improvement on Sunview Drive known as 63-C read in error by clerk. First reading of an Ordinance pertaining to Street Improvement on Sunview Drive known as 63-C read. Alderman Bender excused at 7:55 P. H. Mr. Young from the Crawford, Murphy & Tilly Engineering Firm reported on the street mairkBnance bids received recently and stated that bids were left to the decision of the Council. If the Becker Co. bid was accepted, all other checks should be returned and Becker's check retained. Alderman Wright stated that if the Becker bid was waived (due to several technicalities) the Council would be letting itself in for other waivers. Alderman Wright then moved that the low bid be considered illegal and should be thrown out and accept the next low bid because the low-bid proposal was not signed. Alderman Berry seconded this motion. Alderman Herbener stated that in the past, low-bids had been thrown out and it would appear that one firm had a monopoly on the Council and thought it was time to give the low-bidder a try and if the Miller firm is the low bidder the next time, same should be given to them. He said it �%Tas the healthiest thing that had happened to the Council for some time. Mr. Senift reported that the Council has to pass on the bids -- not the Board of Local Improvements. Alderman Hurst inquired of Mr. Young if the Becker firm could be relied upon -- Mr. Young said he could not vouch for their work although the State had accepted same. Alder- man Wright reported that if the Council does accept the low-bid and the proposal has not been signed, that firm does not have to accept the letting. Alderman Her- bener then moves and Alderman Long seconds that Alderman Wright's motion be tabled until the next Council meeting so that all members of the Council could vote. More discussion regarding the proposal in which Alderman Hurst stated that the proposal was the contract and also stated that some of the Aldermen didA seem to feel that the evenings business was very important but an elected official should be obligated to take care of his responsibilities. Roll call 11,2 July 3, 1962, Cont. vote on Alderman Herbeneris motion. AYE: Aldermen Sebree, Herbener, Long, Gibbons, Abbott, and George. NAY: Aldermen Wright, Hurst, Berry, and Horton. (6 AYES and 4 NAYS). Motion lost. Alderman Gibbons moves that Mr. Young be given time to investigate the Becker Co. and reconsider holding the vote over until the next meeting but was informed there was a motion on the floor and ruled out of order. Roll call vote on Alderman Wrightts motion: AYE: Alder- men George, Horton, Berry, Abbott, Hurst, and Wright. NAY: Aldermen Gibbons, Long, Herbener, and Sebree. (6 AYES and 4 NAYS) . Motion lost. Alderman Wright then moves that the Becker Co. not be allowed to sign the proposal, seconded by Alderman ?durst. Alderman Gibbons then repeats his former motion to give Mr. Young time to investigate this firm and .reconsider holding the vote over until the next meeting. This motion was seconded by Alderman Abbott. Discussion re- garding parlimentary procedures. Mayor Cook ruled Alderman Gibbons , motion in order. Roll call vote. AYE: Aldermen Sebree, Iierbener, Long, Gibbons, and Abbott. NAY: Aldermen Wright, Hurst, Berry, Horton, and George. (5 AYES and 5 "JAYS) . Mr. Senift, City Attorney, excused at 8:30 P. 17. Mayor Cook introduced Mr. Richard 3irkey from the C. 1. P. S. Co., who explained the plans of that company to move their offices to the South Fifth Avenue location stating there would be two or three business places that will collect bills for customers convenience and also that there would be plenty of narking space on South Fifth Avenue. He stated that the Planning Commission were very favor- able of the plans. Alderman Horton introduces Dr. Wickwire who talked to the Council regarding his method and charges for catching dogs in various towns in the County. $1.50 per hour, one man from the town to assist the catcher, 72¢ per mile transportation, dogs taken to Lewistown and if not claimed in a certain time, they are destroyed) . Mayor Cook recommended that same be taken care of by the Police and Legal Committee. Alderman George, seconded by Alderman Gibbons, moves that this matter be referred to the Police and Legal Committee. Voice vote. AYE: Unanimous. Alderman Gibbons moves to adjourn, seconded b Alderman George. Voice vote. AYE: Unanimous. Canton City Council adjourned at 8:46 P. N. y
