HomeMy WebLinkAbout03-20-1962 Council Meeting Minutes 88 March 20, 1962 Canton City Council held a regular meeting on March 203 1962 in the City Council Chamber. Mayor Cook called the meeting to order at 7:05 P M. Roll call. Present: Aldermen Howard, Sebree, Staley, Wright, Herbener, Hurst, Long, Skinner, Abbott, Berry, George, and Bender. Absent: Aldermen Gibbons and Horton. Pledge of Allegiance was followed by prayer by Alderman gong. Alderman Staley moves and Alderman George seconds that the minutes of the previous meeting be accepted as presented and placed on file. Roll call vote. AYE: Unanimous. Petition from property owners on East Myrtle Street and North Tenth Avenue requesting street improvement. Alderman Skinner, seconded by Alderman Bender, moves that this petition be referred to the Board of Local Improvements. Roll call vote. AYE: Unanimous. Mayor Cook called for reports of Standing Committees. Alderman Herbener, re- porting for the Finance Committee moves that the City employ the City Engineer to enter into those repairs necessary on the Ray Street Bridge, not to exceed X1500.00, the load limit to be set and notice of same to be placed on bridge. Motion seconded by Alderman Hurst. Discussion. Roll call vote. AYE: Unanimous. Alderman Herbener reported that the Traffic Committee had recommended a "no- parking" ordinance that was to be presented at this meeting. Alderman Bender reported that the Western Waterproofing Uo. began work on re- pairs on the Digester Tank on Mar. 19 and, with good weather, would complete the work the same week, same to be painted a light tan on the top surface. Communications to the Council: Letter from the Secretary of State stating that the Resolution setting the prevailing wage rates had been placed on file. Request from the Trinity Lutheran Church to place a direction sign on the south east corner of Locust Street and Third Avenue. Alderman Long moves and Alderman Howard seconds that this matter be referred to the Street and Alley Committee. Voice vote. AYE: Unanimous. Request from the Church of Jesus Christ of Latter Day Saints to hold an ice cream social on July 6, in the Jones Park. Alderman George moves and Alderman Berry secondss that the request be granted. Voice vote. AYE: Unanimous. Request from the South Park Methodist Church to hold an ice cream social in Jones Park on July 20. Alderman George, seconded by Alderman Bender moves to grant permission. Voice vote. AYE: Unanimous. Second reading of an Ordinance pertaining to vacating a portion of East Maple Street and an alley, adjacent to East Maple Street. Alderman Berry, seconded by Alderman Long, moves to place this ord-finance on its passage. Discussion among the Council members in which Alderman Staley referred to the disadvantages to the Fire Department and for school children. Alderman Hurst suggested that the I. H. C. make some repayment to the City for the use of this area; Alderman Sebree, Berry, George and Herbener in favor of the 11 H. C. 's expansion program. After much discussion, Alderman Berry and Alderman Long withdrew the motion and second of same. More comments. Alderman Long then moves to place this ordinance on its passage, seconded by Alderman Herbener. Roll call vote. AYE: Aldermen Howard, Sebree, Wright, Herbener, Long, Skinner, Abbott, Berry, George, and Bender. NAY: Aldermen Staley and Hurst. (10 A7ES and 2 NAYS. Ordinance re- quiring three-fourths of elected Aldermen was declared lost) . Alderman Berry inquired how this ordinance could be brought to a vote once again and was told that one of the absent Aldermen would be able to do so. Agreement with the Cuba Fire District and the City of Canton to reciprocate in answering fire calls -- charge on either party to be $100.00 per call. Alder- man Bender moves that the City enter into this agreement because of good public relations, seconded by Alderman Skinner. Alderman Bender stated it might be 8'9 March 20, 1962, Continued wise to inquire if the Farmington unit and other towns in the vicinity wished to enter into a similar agreemene'J Roll call vote. AYE: Unanimous. First reading of an Ordinance pertaining to "no-parking" on either side of North Fifth Avenue, north of Locust Street. Alderman Bender, seconded by Alderman Hurst moves to suspend the rules. Roll call vote. AYE: Unanimous. Alderman Berry, seconded by Alderman George moves to place this ordinance on its passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 54. Alderman George reported on the Building and Grounds Committee meeting with the Board of Supervisors regarding repairs to the voting booths in the City of Canton. It Was estimated between $200.00 and $250.00 would be sufficient to make the repairs -- same to be made. Mayor Cook reported that he had appointed Ray Orwig as Parking Meter Patrolman to replace Richard McCoy who had resigned according to the advice of his physician. Aldermana nd 'ts Howard moves and Alderman Long seconds that the verbal G'r resignation of Richard McCoy from the position, of Parking Meter Patrolman (N be accepted because of his advice from his doctor. Motion seconded by Alder- =' man Long. Roll call vote. AYE: Unanimous. Alderman Long then moves and Alderman Skinner seconds the recommendation of Mayor Cook to appoint Ray Orwig as Parking Meter Patrolman to replace Mr. McCoy. Roll call vote. AYE: Unanimous. Mayor Cook introduced Dr. W. I. Taylor from the Lake Canton Committee. Dr. Taylor presented each Alderman with a report of their findings. Alderman Bender set a meeting of the Water and Sewer Committee to study this report and make their recommendations. Meeting to be held on March 27, 1962. Alderman Herbener set the date of Apri1, 10 for an informal meeting of the City Council with the heads of the Fire, Water and Sewer and Garbage Depart- ments to work on the appropriation for the following year. Alderman George inquired of the Police and Legal Committee what action had bden taken regarding dogs running- loose in the City. Alderman Long stated there was no report at this time. Alderman Herbener, seconded by Alderman. Bender moves to adjourn. Voice vote. AYE: Unanimous. Canton City Council adjourned at 808 P. M. i�y�C elrk
