HomeMy WebLinkAbout03-21-1961 Council Meeting Minutes 17 Canton City Council met 'March 21, 1961, 7:04 P. 14. in the City Council Chamber. Mayor Woods called for Roll Call. Present: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, and George. Absent: Alderman Bender. Motion made by Alderman Howard to request the Chief of Police to locate Alderman Bender, seconded by Alderman Chas. Wright. Roll call vote. AYE: Aldermen George, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. It was later reported that Mr. and Mrs. Bender were not at home. Minutes of the previous meeting were read and approved to be placed on file. Pledge of Allegiance was followed by a prayer by Alderman Long. Petition signed by forty-one Property owners on Baxter Couft protesting the existing Traffic Law enforcement. Referred to the Police and Legal Committee. Petition signed by twenty-eight property owners on North Fifth Avenue protesting C: the existing Traffic Laws enforcement. Referred to the Police and Legal Committee. CIA Mayor Woods called for reports of Standing Committees. r.. L� Mayor Woods called for reports of Special Committees. Mayor Woods called for Correspondence to the Council. Letter from Harold R. Reed, requesting damages to corn crop on land south of the City Sewerage Disposal Plant in the amount of $159.00. Alderman Staley, seconded by Alderman Berry and George moves to refer same to the Claims Com- mittee and the Water and Sewer Committee. Oral vote. AYE: Unanimous. Decision of the Municipal Officers Electoral Board read. (Hurst-Hutton) . Alderman Long, seconded by Alderman Jones, moves to place same on file. Oral vote. AYE: Unanimous. An Easement by the Builders Land Co. for the pur ose of repairing and maintaining a 12-in. storm sewer line on lots No. 30 and 56 of the Potesanos ' Second Addition read. Ordered placed on file. Resolution for Street Lights on Royal Court between Vine and Myrtle Streets and on Liberty Place between Fourth and Fifth Avenue. Alderman Long, seconded by Alderman Gibbons, moves for the adoption of this Resolution. Roll call vote. AYE: Aldermen Martin, Howard, Chas. 'Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, and George. NAY: None. Motion carried. This being Resolution No. 288. Mayor Woods recommended that the Finance Committee make arrangements for the annual Audit of the Municipal records. T' e resignation of Herman Raster from the Planning Commission reported as accepted. Mayor Woods informed the outgoing Aldermen to return their City Ordinance books, Auxilliary Police to return guns, uniforms, etc., and requested each Department dead to make a full inventory of equipment and give same to City Clerk. First reading of an Ordinance pertaining to the vacating of a street being a portion of South Fourth Avenue in the vicinity of the I. H. C. Alderman Long moves and Alderman Chas. Wright seconds that the rules be suspended. Roll Call Vote. AYE: Aldermen George, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Martin, seconded by Alderman Long, moves to place the Ordinance on its passage. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, and George. NAY: None. Motion carried. This being Ordinance No. 27. First reading of an Ordinance pertaining to Parallel Parking. Alderman Martin recommends that same lay over and go thru the regular channels. Alderman Staley reported that there should be publicity regarding the parallel parking in the vicinity of the I. H. C. and that interested persons should be allowed to park diagonally Until the proposed ordinance was passed. 18 (March 21, 1961, Cont.) Mr. Eldon Brons, Civil Defense Chairman, addressed the Council and asked for authority to purchase the needed equipment for the completion of Canton's Civil Defense Program. Alderman Berry moves and Alderman George seconds that the matter lay over until the change of administration. Alderman Staley re- torted that he was in favor of the Civil Defense Program but the Council should wait until sufficient funds were available. Mr. Brons reported the Lions Club were purchasing the proposed bus and other organizations were adding to that equipment. Alderman Herbener proposed that some of the parking meter fund money be used for Civil Defense. After discussion, Alderman Berry withdrew his motion and Alderman George withdrew the second of same. Alderman Herbener then moves that Mr. Brons, the Mayor, and any other interested persons go to Spring- field on March 29 (the date set for Canton) and look over any necessary merchan- dise they might need -- the Mayor to be reimbursed for his loss of wages. Alder- man Berry seconded the motion. Roll call vote. AYE: Aldermen George, Bender, Gibbons, Shelby Wright, Long, Herbener, Jones, Chas. Wright, Howard, and Martin. NAY: Aldermen Wm. Wright and Staley. (10 AYES and 2 NAYS) . Motion carried. Alderman Howard recommended a review without cost Mayor Woods suggested that the City and stated same could be don he meet with the Finance Committee on same. Alderman Herbener reported that the Chicago Motor Club would be ready to work with the Traffic Committee and Chief of Police in about two weeks. Alderman Staley moves to adjourn. Motion seconded by Alderman Shelby Wright. Oral vote. AYE: Unanimous. Canton City Council adjourned at 8120 P. M. ityier . C'. X
