Present: Aldermen Martin, Howard, Chas. Wright, Staley, Wm. Wright, Long, Shelby Wright, Gibbons, Bender, and George. Alderman Herbener and Berry arriving"fit 7:15 P. M. Absent. Alderman Jones. Minutes of the previous meeting were read and approved to be placed on file. Pledge of Allegiance was followed by Prayer by Alderman Long. Mayor Woods called for reports of Standing Committees. Mayor Woods called for reports of Special Committees. - Mayor Woods called for Correspondence to the Council. A request for permission to use the Jones Park Sept. 15 and 16 for the purpose of a sidewalk lunch by the Kellogg School P. T. A. read. Alderman Wm. Wright moves that the request be granted, seconded by Alderman Long. Oral vote. AYE: Unanimous. C- A request for permission to use the Jones Park for Kiddie Rides April 27, 28, & 29 by the Canton Chamber of Commerce read. Alderman Chas. Wright, seconded by Alder- Q'; man Howard, moves that permission be granted. Oral vote. AYE: Unanimous. r Letter of approval of Change Order No. 6 on the Federal Sewerage Works Grant read and ordered placed on file. Letter from Crawford, Murphy Fx Tilly regarding Sewerage Treatment Plant delivery of two sets of "as built" plans -- one for the City Engineer and one to be kept at the Sewerage Disposal Plant. Letter ordered placed on file. Estimate No. 7 from the Caldwell Engineering Co. for work on the Sewerage Treatment Plant in the amount of $93281.70. Alderman Wm. Wright moves and Alderman Chas. Wright seconds that same be allowed. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Letter from the Bureau of Local Roads and Streets regarding 50CS (Elm St. from Fourth to Fifth Ave.) approving the plans, specifications and estimate. Ordered placed on file. Mayor Woods introduced Larry Burrows, representing the Junior Achievment Co., who asked permission to sell the products that organization is now making -- to sell around the square on Saturday. Alderman Berry moves to grant permission, seconded by Alderman Bender. Oral vote. AYE: Unanimous. Second reading of an Ordinance pertaining to the flow of traffic. Alderman Long moves to place the Ordinance on its passage, seconded by Alderman George. Roll call vote. AY?,: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. This being Ordinance No. 25. City Clerk reported that the next order of business was the second reading of an Ordinance pertaining to Parking. Alderman Wm. Wright moves to suspend reading of same, seconded by Alderman Long. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, and George. NAY: None. Motion carried. Alderman Herbener moves to place the Ordinance on its Passage, seconded by Alderman Staley. Alderman Bender moves to amend the Section 5 of this Ordinance to read 25¢ instead of 50¢ penalty. This motion was seconded by Alderman Berry. Discussion. Roll call vote on the amend- ment. AYE: Aldermen Bender, Berry. NAY: Aldermen Geroge, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Staley, Chas. Wright, Howard, and Martin. (2 AYES and 10 NAYS) . Motion lost. Roll call vote on the Passage of the Ordinance. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, and George. NAY: Aldermen Berry and Bender. (10 AY7S and 2 NAYS) . Motion carried. This being Ordinance No. 26. Resolution for the setting aside $10,000.00 ($833.33 each month) for the purpose of purchasing, constructing, and maintaining a Municipal Public Parking Lot or Lots. Alderman Herbener moves for the adoption of this Resohtion, seconded by Alderman Shelby Wright. Alderman Wm. Wright requested a five-minute recess in 10 order to contact Alderman Jones so that the full Council would be able to vote on this Resolution. Mayor Woods granted this request at 7:40 P. M. and re- quested Chief of Police Lindzey to locate Alderman Jones. Efforts to locate Alderman Jones in vain, therefore, Mayor Woods reconvened the City Council at 7:48 P. M. Discussion on the Resolution. Mayor Woods called for Roll call vote. AYE: Aldermen Gibbons, Shelby Wright, Long, Herbener, Staley, Chas. Wright, and Howard. NAY: Aldermen George, Bender, Berry, Wm. Wright, and Martin. (7 AY,?S and 5 NAYS) . Mayor Woods voting "Aye" making a total of 8 AYES. Motion declared carried. This being Resolution No. 285. Mr. Stewart Reed, Secp of the Canton Chamber of Commerce informed the Council that a Federal Government Agency had an option on property on West Locust St., approximately 1500 feet from the end of water main, and wished to know if the City of Canton would consent to the installation of a water main to that plot. Alderman Wm. Wright moves that the new firm be allowed to have water if the Council was in agreement. This motion seconded by Alderman Herbener. Alderman Chas. Wright reported that the Sewer and Water Committee was having a meeting Mon. Feb. 27 at 4:30 P. M. and invited Mr. Reed to attend. Roll call vote on the motion AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. Mayor Woods inquired three times if there was any further business to bring before the Council. Alderman Wm. Wright moves to adjourn, seconded by Alderman Bender. Oral vote. AYE: Unanimous. Canton City Council adjourned at 8:12 P. M. City Clerk.
