HomeMy WebLinkAbout02-07-1961 Council Meeting Minutes V• Feb. 71 1961 Canton City Council met Feb. 7, 1961, 7:01 P. M. in the 'amity Council Chamber. Mayor Woods called for Roll Call. Present: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Bender, and George. Absents Alderman Berry. Minutes of the previous meeting were read and approved to be placed on file. Pledge of Allegiance was followed by a Prayer by Alderman Long. Alderman Martin read the bills for the Finance Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Bender. Roll call vote. AYE: Aldermen George, Bender, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Staley read the bills for the Police and Legal Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Gibbons. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Bender, and George. NAY; None. Motion carried. Alderman Long read the bills for the Street, Alley and Sidewalks committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Shelby Wright. Roll call vote. AYE: Aldermen George, Bener, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Chas. Wright read the bills for the Fire, Water & Sewer Committees and moves that all bills properly approved be allowed for payment, seconded by Alderman George. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, ;Sender, and George. NAY: None. Motion carried. Alderman Shelby Wright read the bills for the Printing Committee and moves that the bills properly a-)proved be allowed for payment, seconded by Alderman Gibbons. Roll call vote. AYE: Aldermen George, Bener, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard and Martin. NAY: None. Motion carried. Alderman Howard read the bills for the Building and Grounds Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Long. Roll call vote. Alderman George read the bills for the Garbage Disposal Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Long. Roll call vote. AYE: Aldermen George, Bender, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None . Motion carried. Alderman Jones read the bills for the Lights Committee and moves that all bills properly approved be allowed for payment, seconded-by Alderman Staley. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wight, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Bender, and George. NAY: None. Motion carried. Alderman Herbener read the bills for the Traffic Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman George. Roll call vote. AYE: Aldermen George, Sender, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. - A request for an inquiry regarding a statement of account with the Civil Defense Committee to be made. Reports of all Officers were read. Alderman Bender, seconded by Alderman Shelby Wright moves to accept same and place on file. Oral vote. AYE: Unanimous. :3 i �, Feb. 7, 1961, Continued Mayor Woods called for reports of Standing Committees. Alderman Staley inquired what action had been taken on the Load-Limit and was in- formed.that City Attorney McMunn had written to Jacksonville for information but had not received an answer. Mayor Woods called for reports of Snecial Committees. Mayor Woods called for Communications to the Council . A report of Trailer inspection by the Department of Public Health on Jan. 13 was read. Same found to be satisfactory. Letter ordered placed on file. Report. of inspection of the Crawford, Murphy & Tilly Engineering firm to the Cald- well Engineering Co. stating work to be completed. Ordered placed on file. Change Order No. 6 from Crawford, Murphy & Tilly to the Caldwell Engineering Co. regarding host water heater. Ordered placed on file. Letter from the Sanitary Water Board to Sanitary Engineer Director confirming the Change Order No. 6. C; Ordered placed on file. CA Q: Letter. from the Division of Highways approving improvement of South Main, Tamarack, and Cedar Streets (Sec. 47CS) . Letter from the Bureau of Local Roads and Streets approving plans, specifications and estimates for Sec. 47CS. Ordered placed on file. Letter from the Bureau of Local Roads and Streets approving the plans, specifications, and estimates for proposed improvement of Lawrence Drive, Ma-Gra-B1 Drive, Linden Street, Park Plaza Drive and Park Plaza Court (Sec. 48CS) . Ordered placed on file. Letter from the Division of Highways adopting the siiperceding Resolution for improve- ment of Elm Street from Fourth to Fifth Ave. (Sec. 50DS) . Ordered placed on file. resolution for the Transfer of Funds ($10,000.00 from the Sales Tax Fund to the Fire Protection Fund) . Alderman Martin moves and Alderman Bender seconds the adoption of this Resolution. Roll call vote. AYE: Aldermen Martin, Howard, Chas. '.`right, Staley, Jones, Herbener, Wm. Wright, Lonf;, Shelby Wright, Gibbons, Bender, and George. NAY: None. Motion carried. Resolut'..on pertaining to setting un a "Public Parking Lot Fund of the City of Canton, Illinois" -- $15,00.00 each year. Alderman Bender moves that the Resolu- tion lay-over until the next meeting, seconded by Alderman Martin. After much discussion, Mayor Woods called for Roll Call Vote. AYE: Aldermen George, Bender, Gibbons, Wm. Wright, Jones, Howard, and Martin. NAY: Aldermen Shelby Wright, Long, Herbener, Staley, and Chas. Wright. (7 AYES and 5 NAYS) . Mayor Woods voted "Yes" thus carrying the motion to lay the Resolution over until the next Council meeting. At this point in the meeting several of Canton's Business Teen abruptly left the Council Chamber. First reading of an Ordinance pertaining to one, two and three-hour parking zones. Laid over until next meeting. Agreement for Engineering Services with the Crawford, Murphy & Tilly Engineering Co. for the widening and resurfacing of Elm St. from Fourth to Fifth Avenue. Alder- man Wm. Wright moves and Alderman Martin seconds that the Mayor and City Clerk be instructed to enter into a contract with that firm for such services. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Bender, and George. NAY: None. Motion carried. Alderman Bender inquired about a street light in his ward, N. 10th & Corporation St. Alderman Gibbons inquired about a portion of the Linn Lanes Bowling Alleys -- if same were in the City of Canton. Alderman Bender moves to adjourn. Motion seconded by Alderman George. Oral vote. AYE: Unanimous. Canton City Council adjourned at 8:23 P.
