Wright, Staley, Jones, Herbener, Long, Shelby Wright, Gibbons, Berry, Bender, and George. Arriving at 7:30 P. M., Alderman Wm. Wright. Absent: None. Minutes of the previous meeting were read and approved to be olaced on file. Pledge of Allegiance was followed by Prayer by Alderman Long. Alderman Martin read the bills for the Finance Committee and moves that all bills properly signed be allowed for payment, seconded by Alderman Shelby Wright. Roll call vote. AYE: Aldermen George, Bender, merry, Gibbons, Shelby Wright, Long, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NA`': None. Motion carried. Alderman Staley read the bills for the Police and Legal Committee and moves that all bills properly approved be allowed for payment, seconded by A;der- men Long. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Long, Shelby Wright, Cibbons, Berry, Bender, and Ceorge. NAY: None. Motion carried. Alderman Long read the bills for the Street, Alley and Sidewalks Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Berry. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby 'aright, Long, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: `lone. Motion carried. Alderman Chas. Wright read the bills for the Fire, Water and Sewer Committees and moves that all bills properly approved be allowed for payment, seconded by Alderman Bender. Roll call vote. Alderman Shelby Wright read the bill for the Printing Committee and moves that ' the bill be allowed for payment, seconded by Alderman Gibbons. Roll call vote. Alderman Howard read the bills for the Building and Grounds Committee and moves that all bills nronerly annroved je allowed for nayment, sec.mded by Akaerman Long. Roll call vote. Alderman George read the bills for the Garbage Disnosal Committee and moves that all bills properly annroved be allowed for pa,,ment, seconded by Alderman Bender. Roll call vote. Alderman Jones read the bills for Lights Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Shelby Wright. Roll call vote. Alderman Herbener read the bill for the Traffic Committee and moves that this bill nronerly approved be allowed for payment, seconded by Alderman Staley, Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Berry requested that the bills for the Civil Defense Committee be held for further study. Re})orts of all Officers were read. Alderman Long reported that a tree was growing through the sidewalk on Fulton Place. 1 4 I Mayor Woods called for reports of Standing Committees: Alderman Wm. Wright inquired about the purchase of land for the sludge lagoons. Discussion. Alderman Howard moves that the Council purchase the 1.4 acre in question together with another three acres, making a total of approximately 44 acres for the $2,933.32 as proposed. Motion was seconded by Alderman Staley. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wr .F'ht, Gibbons, Berry, Bender, and George. NKY: None . Motion carried. (Additional check for $933.32 to complete this transaction to be made) . Mayor Woods reported the approval of R:--�eyBeadles and Harold Carrison as regular firemen by the Fire Commission. Each man having completed his three- month probation period. Mayor Woods reported on the Nov. 27 meeting held with I. H. C. Officials regarding changes to be made in that plant -- plans to be completed by May, 1961. r"t The nroposed ?Mans for Zoning by Scruggs and ':ammond were read. Alderman Herbener moves that these plans be submitted to the planning commission and also that a copy of the letter be given to eac'1 alderman. Motion seconded by r Alderman Chas. Wright. Alderman Wm. Wright inquired if there was any provision for trailers. Oral vote. AYE: Unanimous. Mayor Woods called for reports of Special_ CoTTudittees. Mayor Woods called for communications to the Council. Letter from Crawford, Murnhy and Tilly regarding two prints of the water supply main as constructed to be sent for the City Engineer and water plant file. Letter from Division of Highways adopting Resolution 48CS -- improvement of East Elm St. Cony of letter from Crawford, Iurphy 8,. Tilly to the Caldwell Engineer=ing Co. regarding "change order No 3". Letter from Dept. of Public Works and Buildings approving engineering services of Crawford, Murnhy and Tilly for Section 48 CS read. Bond with the Am. Surety Co. in the amount of ';12,500.00 for Fred V. Linder, Treasurer of the Board of Cemetery :',[anagers, approved by the Finance Committee was read. Alderman Martin moves and Alderman Bender seconds that the bond be accepted and placed on file. Oral vote. AYE: Unanimous. Sixth Estimate of Engineers Progress for work by Caldwell Engineering Co. on the Sewer Improvement work in the amount of X4,316.40 was read. Alderman 14artin moves that this amount b � allowed, seconded by Alderman Chas. Wright. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Herbener, Wm. Resolution for the placement of a Street light on Twelfth Ave. between Chestnut St. and Elm Street was read. Alderman Jones, seconded by Alderman Herbener, moves for the adoption of this Resolution. Roll call vote. AYE: Aldermen George, Berry, Gibbons, Shelby Wright, Long, W, -. . T-lrigiit, Herbener, Jones, Staley, Chas. Wright, Howard, and :Martin. NAY: Alderman Bender. (12 AYES and 1 NAY) . Motion carried. This being Resolution No. 277. Resolution for retirement of bonds throuF.h Motor Fuel Tax Funds in the amount of $70,410.70 f)r Sections: 21,25,28,29,32,33,34,35,36,37,39,41,42,and 43CS (Principal " 56,537.00, Interest $13,873.70) . This being Resolution No. 279. First reading of an Ordinance pertaining to Yield Right of Way, Stop signs, and No Parking signs. Mr. Stewart Peed, Sec. of the Canton Chamber of Commerce, reported the activities of that group in decorating the citt;" for the holidays and made the su€;gestion that the City of Canton provide a lighting system for the Jones Park bandstand at an estimated cost of :x,327.00. (This system to be a permanent one and available for use at other seasons as well) . After same discussion, Alderman Howard moves and Alderman Marti ! seconds that the Council authorize nayment of lights for use in the bandstand of Jones Park. Roll call vote.
