Present: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and Ceo^ge. Absent: None. Minutes of the previous meeting were read and approved to be placed on file. i Pledge of Allegiance was followed by Prayer by Alderman Long. j i Alderman Martin read the bills for the Finance Committee and moves that all bills properly anDroved be allowed for payment, seconded by Alderman Berry. Motion carried. t 470 Reports of City Officers were read. Alderman Bender moves and Alderman Shelby Wright seconds that the reports be accepted and placed on file. Oral vote. AYE: Unanimous. Mayor Woods called for reports of Standing Committees: Mayor Woods thanked members of the Council for attending the Municipal League Convention -- adding that it was of great importance to good public relations. Mayor Woods called for reports of Special Committees: Mayor Woods called for Communications to the Council; AE Letter of request for lease of G.A.R Building by the Joe Hooker Woman,-- Relief Corps was referred to the Building and Grounds Committee, City Attorney and Mayor. Letter of approval naming Winegar, Lawrence, Linden and Ma-Gr-B1 Drives as arterial streets by Division of Highways. Alderman Bender, seconded by Alderman Berry moves to accept same and place on file. Oral vote. AYE: Unanimous. Letter of anproval of resolution for improvement of arterial streets (Sec. 47-CSO appropriating $80,000.00 motor fuel tax funds for contract construction and (Sec. 4R-CS) appropriating $50,000.00 motor fuel tax funds for contract construction, by Division of Highways read. Alderman Shelby Wright., seconded by Alderman Wm. Wright moves to accept same and place on file. Oral vote. AYE: Unanimous. Letter from Crawford, Murphy & Tilly to the Caldwell Engineering Co. for Change Order No. 2 (replace the valve stem extension for the drain valve in each of the nine aeration tanks with stem extension of like length) . Mr. Schneider, Resident Engineer, explained this change stating the cost to be approximately $260.00. Alderman Staley, seconded by Alderman Chas. Wright moves that this change be accepted. Oral vote. AYE: Unanimous. Letter of approval for the widening and resurfacing of W. Vine from Main St. to Corporation Lts., and the widening and resurfacing of E. Chestnut St. from 14th Ave. to E. Corporate Lts. Alderman Berry moves and Alderman Long seconds that the Mayor and City Clerk be authorized to enter into this Engineers Agreement on No behalf of the City of Canton. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Letter of approval for the South Main Street and Cedar Street from So. Main to Ave. B for bituminous concrete pavement with concrete curb and gutter. Alderman Long moves and Alderman Wm. Wrights seconds that the Mayor and City Clerk be -in- structed to enter into Engineering agreement with Crawford, Murphy & Tilly on behalf of the City of Canton. Roll call vote. AYE: Alderman Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. Proposal for engineering services to improve Lawrence Drive, Linden Street and Ma-Gr-Bl Drive, designated as Section 48 C.S. Alderman Bender moves and Alderman Howard seconds that the Mayor and City Clerk enter into this agreement on behalf of the City of Canton -- agreement under the motor fuel tax. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Resolution for improvement by Municipality under the Motor Fuel Tax Law for Park Plaza Drive and Park Plaza Court in the amount of $12,000.00. Alderman Staley, seconded by Alderman Shelby Wright moves for the adoption of this Resolution. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. This being Resolution No. 273. Resolution for the Transfer of Funds ($15,000.00 from Sales Tax Fund to the General Fund, $10,000.00 from Sales Tax Fund to the Fire Protection Fund, and $10,000.00 from the Sales Tax Fund to the Road and Bridge Fund). Alderman Martin, seconded by Alderman Howard, moves for the Adoption of the Resolution. Roll call vote. AYES Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. This being Resolution #274. 47 i I (Oct. 4, 1960, Continued) Fourth Estimate of Engineers Progress -- Caldwell Engineering Co. in the amount of $18,883.80. Alderman Wm. Wright moves and Alderman Bender seconds, that the est;mate be approved and payment allowed. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. First reading of an Ordinance pertaining to Yield Right of Way and Stop Signs. Matter to lay over until next Council meeting. f Mr. Lindquist, Chicago Motor Club, reported the result of the traffic survey. Mr.Alderman Herbener, on behalf of the Traffic Committee, thank e d M Lindquist, uist , the Chicago Motor Club, Chamber of Commerce, Chief of Police and Students for their efforts with the traffic survey. Mr. Jack Andrews, President of the Chamber of Commerce, urged the Councilts action on adopting recommendations of the Chicago Motor Club and recommended a joint committee between the Chamber of Commerce and City Council be named to work on this project. Alderman Herbener moves that the Traffic, Police and Legal and Finance Committee include the Chamber of Commerce -� Committee to work out a plan, seconded by Alderman Long. Alderman Chas. Wright ., suggested that the problem of finances be considered before venturing on such a r plan and suggested that there be two more committee meetings and recommended the and recommended the amendment to Alderman Herbener's motion -- requesting two more traffic committee meetings. After some discussion, Alderman Herbener with- ' drew his motion and moves that the committees concerned with the parking survey meet and work out the financial means to put the program into operation; after financial aspects have been worked out the same committees will meet with the Chamber of Commerce. This motion was seconded by Alderman Long. Roll call vote. BYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Chas. Wright recommended setting dates for these meetings as soon as possible with the City Engineer, Police Chief, Cit; Attorney, Finance and Traffic Committees. Petition, signed by Mary Ethel Spurgeon, Chester W. Gibson, Robertine Gibson, Vernon R. Denney and Ruth G. Denney and the record of the Hearing held regarding same on Sept. 6, 1960, also pictures relating to the matter presented for dis- position. Alderman Staley moves and Alderman Bender seconds that same be placed on file. Oral vote. AYE: Unanimous. Alderman Staley moves that bids for Sludge Lagoon, 3/4 ton truck, a ton truck and pushing refuse be opened. Alderman Martin seconds the motion. Oral vote. AYE: Unaninous. Motion carried. Wright, moves that the bids be referred to the proper committees and report at the next meeting. Oral vote. AYE: Unanimous. Motion carried. Alderman George moves and Alderman Chas. %vright seconds that the City Attorney be authorized to take action to remove a trailer situated on Dean Court. Oral vote. AYE: Unanimous. Discussion followed regarding the enforcement of Ordinance pertaining to trailers. Alderman Berry suggested that further enforcement be de- tained until after the new zoning maps are prepared. City Attorney McMunn to investigate enforcing zoning and report at the next council meeting. Alderman Berry moves and Alderman Bender seconds that expenses for Mayor Woods be allowed for a trip to Springfield Oct. 22 to look over equipment for Civil ,Defense. Roll call vote. Mr. Eldon Brons, Civil Defense Director, introduced Harold Pschirrer and Clair Sturgeon who gave a demonstration of radio for Civil. Defense service. 4 47 Mr. Colbert, Illinois. Bell Telephone Co., proposed that the City of Canton install four telephones (same to be trenched in the Jones Parks -- City of Canton to re- ceive 172 of the revenue. Alderman Staley moves and Alderman Bender seconds that the City of Canton enter into this agreement with the Illinois Bell Telephone Co. after the City Attorney has investigated same. Roll call vote.
