HomeMy WebLinkAbout08-16-1960 Council Meeting Minutes 5 Aug. 16, 1960 Canton City Council met Aug. 16, 1960, 7:02 P. M. in the City Council Chamber. Mayor Woods called for Roll Call. Present: Aldermen Altlermaa Martin, Howard, Chas. Wright, Staley, Long, Shelby Wright, Gibbons, Berry, Bender, and George. Reporting at 7:20 P. M., Alderman Wm. Wright. Absents Aldermen Herbener and Jones. Minutes of the previous meetings were read and approved to be placed on file. Pledge of Allegiance was followed by Prayer by Alderman Long, Alderman Martin read the bills for the Finance Committee and moved that all bills properly approved be allowed for payment, seconded by Alderman Bender. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Staley read the bills for the Police and Legal Committee and moves that r all bills properly approved be allowed for payment, seconded by Alderman Berry. r Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, -" Long, Staley, Chas, Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Long read the bills for the Street, Alley and Sidewalks Committee and moves that all bills properly approved be allowed for payment, seconded by Alder- man Gibbons. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. Alderman Chas. Wright read the bills for the Fire, Water and Sewer Committees and moves that all bills properly approved be allowed for payment, seconded by Alder- man Long. Roll call vote. AYES Aldermen Martin, Howard, Chas. Wright, Staley, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. Alderman Wm. Wright reporting at 7:20 P. M. Alderman Howard read th bills for the Building and Grounds Committee and moves that all bills properly Proved be allowed for payment, seconded by Alderman George. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman George read the bills for the Garbage Disposal Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Shelby Wright. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. Alderman Staley read the bills for the Lights Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Bender. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Reports of Officers for the month of July were read. Alderman Bender moves and Alderman Martin seconds that they be accepted and placed on file. Oral vote. AYE: Unanimous. Mayor Woods called for reports of Standing Committees: Mayor Woods reported the latest offer of $2000.00 for sale of the three-acre tract south of the Sewage plant (same owned by Mr. R. Reed). Several months ago the City had offered Mr. Reed $1800 00 for this tract. City Attorney McMunn explained that the City could condem77the land and that would take court proceedings and additional expenses and recommended that the City purchase the land for $2000.00. Alderman Martin inquired about the crop of corn -- if the City would be expected to pay for same. Alderman Chas. Wright moves that the City Attorney be instructed to proceed with the purchase of this land and have a check drawn in the amount of $2000.00, seconded by Alderman George. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. Complaints of weeds on the Roger Heller property on E. Elm Street -- Alderman Berry moves and Alderman Bender seconds that the Mayor, City Attorney and Street Superintendent be authorized to start clean-up procedures on that lot on E. Elm St. between 12th and 13th Ave. Roll call vote. AYE: Aldermen George, Bender, s Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Bender moves and Alderman Long seconds that the City Attorney be instructed to publish a notation requiring building permits on new buildings and repairs on other buildings. Alderman Martin added that the notation should include a price bracket. Roll call vote. AYE Aldermen Martin, Howard, Chas. Wright, Staley, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. Mayor Woods reported that the Water line was completed on West Locust Street and a specimen had been sent to the State. Alderman Martin inquired about a "for sale" sign on the W.m. Neal property on Lake Canton. Discussion. Land cannot be sold -- but the leases can be sold. Alderman Staley inquired about school signal lights, guards and street markings. Chief of Police Lindzey reported that same has been taken care of. Alderman Long reported that sixty blocks of streets had been oiled at a cost of approximately $7500.00. Alderman'Wm. Wright inquired if it would be possible to oil two blocks on Lewis Street. Same referred to the Street and Alley Committee. Mayor Woods called for reports of Special Committees. Mayor Woods called for Correspondence to the Council: A request to hold "Poppy Day" Aug. 19 and 20. Alderman Bender moves and Alderman Berry seconds that the request be granted. Oral vote. AYE: Unanimous. Letter from Crawford, Murphy & Tilly to the Caldwell Engineering Co. ordering a change in the Sewage Treatment Plant plan. Alderman Wm. Wright moves and Alder- man Bender seconds that the City grant modification and change of plans subject to the approval of the City Engineer. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Letter from the City of Silvis in regard to their intentions to apply to the Federal Communications Commission for authorization for use of frequence 155.895. Chief of Police Lindzey explained the request. Letter ordered placed on file. A card of Thanks for flowers from the John E. Staley family. Same to be filed. Second reading of the Tax Levy Ordinance. Alderman Martin, seconded by Alderman Bender moves that the Ordinance be placed on its passage. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. This being Ordinance #18. First reading of an Ordinance pertaining to Traffic. Alderman Bender, seconded by Alderman Berry, moves to suspend the rules. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Berry, seconded by Alderman Bender, moves to place the Ordinance on its passage. Roll call vote. AYE: aldermen Martin, Howard, Chas. Wright, Staley, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. This being Ordinance #19. A Resolution for the Transfer of Funds ($10,000.00 from the Sales Tax Fund to the Road and Bridge Fund) . Alderman Wm. Wright, seconded by Alderman Long, moves for the adoption of the Resolution. Roll call vote. AYE. Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. This being Resolution #}271. A resolution for improvement of streets under the Motor Fuel Tax Law -- West Vine Street from Win Street to West Corporate Limits -- engineering fees in the amount of $6000.00. Alderman Long, seconded by Alderman Chas. Wright, moves for the adoption of the Resolution. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. This being Resolution #272. Aug. 16, 1960, Continued A Resolution for improvement of streets under the Motor Fuel Tax Law -- East Chestnut Street from 14th Ave. to Route No. 6 (Engineering $7,000.00) Alderman Berry, seconded by Alderman Bender, moves for the adoption of the Resolution. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons., Shelby Wright, Long, Wm. Wright, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. This being Resolution #273. Engineer's Fifth Estimate of Goodwin-McElroy Co. for Water Supply Main in the amount of $5,236.55. Alderman Stale3Fj seconded by Alderman Bender, moves that payment on this estimate be made. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, StLey, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. Engineer's Second Estimate of the Caldwell Engineering Co. Sewage Treatment Plant Improvements in the amount of $15,705.00 was read. Alderman bender, seconded by Alderman Wm. Wright, moves that payment on same be made. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Letter accompanying the audit of the Motor Fuel Tax Fund -- from Jan. 1, 1956 through Dec. 31, 1959 was read. Alderman Martin, seconded by Alderman Bender, �r moves that the audits be accepted and placQd on file. Oral vote. AYE: Unanimous. =2 Alderman Martin inquired about drainage in the 14th Avenue vicinity and asked that the City Engineer be instructed to check on same. Letter accompanying the findings of the Chicago Motor Club Survey was read. Mayor Woods reccanmended that each Alderman read the report and same could be discussed at the next Council meeting. Chas. 0. Turl, representing Bruce H. Sebree, explained the master tracing and preliminary plans for twenty-seven lots as approved by the Planning Board and City Engineer, Sun View Acres Plat to be accompanied by an Ordinance before that area can be incorporated into City of Canton. Alderman Wm. Wright moves and Alderman Long seconds that the Council accept the entire plat of Sun View Acres. Roll call vote. AYES Aldermen Martin, Howard, Chas. Wright, Staley, Wm. Wright, Tong, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. A. D. Painter requested permission to place water main to a 40-acre subdivision adjacent to the Canton Country Club. After mueh discussion Alderman Staley moves that, the City of Canton grant A. D. Painter permission to extend a 6" main 115 feet on North Main Street (with the City having option to pay difference on an 8" or 10" main) to be paid by A. D. Painter. Motion was seconded by Alderman Chas. Wrightp Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Long, Wm. Wright, Staley, Chas. Wright, and Howard. NAY: Aldermen Shelby Wright and Martin. (9 AYES and 2 NAYS) . Motion declared carried. Alderman Gibbons reported that a request for a refund on Cigarette License had been made by Carl Sutton and was informed that the City Ordinance states that there will be no refunds on any Licenses. Alderman Berry moves to adjourn, seconded by Alderman Staley. Oral vote. AYE: Unanimous. Canton City Council adjourned at 9:17 P. M.
