HomeMy WebLinkAbout05-03-1960 Council Meeting Minutes Canton City Council met on May 3, 1960, 7:05 P. M. in the City Council Chamber. i Roll call. Present: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. Absent: None. Minutes of the previous meeting were read and approved to be placed on file. Pledge of Allegiance was followed by prayer by Alderman Long. A Petition requesting appeal of the decision regarding Route x#78, signed by 179 citizens was read. Alderman Wm. Wright moves and Alderman Bender seconds that same be placed on file. Oral vote. AYE: Unanimous. Alderman Martin read the bills for the Finance Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Wm. Wright. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and ' Martin. NAY: None. Motion carried. Alderman Staley read the bills for the Police and Legal Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Martin. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. Ald#j"gst Long read the bills for the Street, Alley and Sidewalk Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Gibbons. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Chas. Wright read the bills for the Fire, Water and Sewer Committees and moves that all bills properly approved be allowed for payment, seconded by Alderman George. Roll call vote. Alderman Howard read the bills for the Building and Grounds Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Berry. Roll call vote. Alderman George read the bills for the Garbage Disposal Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Bender. Roll call vote. Alderman Jones read the bills for the Lights Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Staley. Roll call vote. Alderman Herbener read the bills for the Traffic Committee and moves that the bills, properly approved be allowed for payment, seconded by Alderman Chas. Wright. Roll call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Reports of all Officers for the Month of April and for the Fiscal year were read. Alderman Bender, seconded by Alderman Long moves that all reports be accepted and placed on file. Oral vote. AYE: Unanimous. 44 ` Mayor Woods called for reports of Standing Committees: Alderman Howard reported that the Canton Township Board agreed to assist with the expense of exterminating termites -- that the City should accept the lowest of three bids. Alderman Herbener reported on a meeting of the Traffic Committee and Mr. Laswell, represented by Atty. Malmgren and Wm. Jarnigan, represented b,; Atty. Sebo, and the Chief of Police. A solution of the problem was considered -- the taxi Co. to use one space on the north side of the strdet now a "No Parking" spot and relinquishing one space on the south side of E. Elm St. Alderman Herbener moves and Alderman Long seconds that the Council accept the proposed solution. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, G ibbons, Berry, Bender, and George. NAY; None. Motion carried. Alderman Herbener reporting on the difficulty of school busses at the corner of Main and Walnut Streets -- Mayor Woods recommended that the solution of the problem to the Chief of Police. Mayor Woods read the recommendations of the Fire and Police Commission for Fire and Police Dept. vacation employeessPolice: Richard Horton, and Chas. Neigel; Firemen: Rodney Beadles, Arthur Knowles, Jr.;Ira L. Rounds, Auxiliary Policeman, Alderman George,moved that Alderman Herbener call an informal meeting of the Traffic Committee regarding; directing semi-trucks out of the City, seconded by Alderman Chas. Wright. Oral vote. AYE: Motion carried. Alderman Staley, reporting on Traffic on the city square, suggested that there be no left turns of vehicles on the square -- same to be taken up with the Traffic Committee. Alderman Jones reported that the West Central District Municipal League all-day meeting to be held May 14 in the Elks Building was being planned. Alderman Long moved that the City Attorney be instructed to file whatever forms were essential to appeal to the Illinois Supreme Court in the matter of Route No. 78, seconded by Alderman Berry. After much discussion, Mayor Woods called for Roll Call vote. AYE: Aldermen George, Bender, Berry, Gibbons, Long, Wm. Wright, Chas. Wright, Howard, and Martin. NAY: Aldermen Shelby Wright, Herbener, Jones, and Staley. (9 AYES and 4 NAYS). Motion declared carried. Alderman Jones excused at 8:24 M. Letter from Crawford, Murphy and Tilley to the Caldwell Engineering Co., Jackson- ville, Ill. approving the Kamlager Electric as subcontractor for the Canton Sewage Treatment Plant project. Letter order to be placed on file. Letter from Crawford, Murphy and Tilley inclosing certificate of Workman's Compensation and Liability Ins. furnished by the Caldwell Engineering Co. for the Canton Sewage Treatment Plant Improvement project. Letter ordered placed on file. Report of the bids read at the letting on May 3 at 4:00 P. M.: Burlington Road Builders, Carthage, Ill„ VV3.57 -- W. L. Miller Co., Elvaston, Ill. $7205.26. Mayor Woods reported that the Illinois Division of Highways recommended the low bidder for this project. After some discussion, Alderman Chas. Wright moves and Alderman Gibbons seconds to accept the low bidder, W. L. Miller in the amount of $7205.25. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Wm. Wright, Long, Gibbons, Berry, and Bender. NAYs ' Aldermen Staley, Herbener, Shelby Wright, and George. (8 AYES and 4 NAYS) . Motion carried. Second Engineer's Estimate on the Waterworks project in the amount of $8,426.76 read. Consulting Engineer, Frederick Schneider, reported the work should be completed about June 30. Alderman Staley moves and Alderman Wm. Wright seconds that the amount of $8,426.76 be paid to the Goodwin McElroy Co. Roll call votes AYE: Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Herbener, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. A Resolution for the Transfer of Funds -- $10.,000.00 from Sales Tax Funds to the General Fund, $4000.00 from Sales Tax Fund to the Fire Protection Fund and $4000.00 from the Parking Meter Fund to the Road and Bridge Fund. Alderman Martin moves that a new Ordinance be drafted regarding the increase in ray for desk clerks in the Police Department, seconded by Alderman Berry. Oral vote. AYE: Unanimous.
